CHULA VISTA (KGTV) -- The City of Chula Vista is asking for the public’s help identifying those responsible for vandalizing several city parks.On November 10, Rohr Park and Terra Nova Park were damaged by vandals driving vehicles on the park grounds and soccer fields.RELATED: Chula Vista's Discovery Park damaged by vandals driving on turfThe city says this is the second time in a month parks have been vandalized. In October, Discovery Park and Marisol Park were also damaged in the same way.The city says this type of damage makes the fields unusable. CHULA VISTA, Calif. (KGTV) - The budget issues at the Sweetwater Union High School District appear to be worse than originally predicted, and it has cost some teachers their jobs. On Monday night, the district's school board voted to cut 34 temporary teaching positions in the district's adult education program. One of the teachers losing their jobs, Dottie Giffen, told the board members at the public meeting, "You could say sorry a million times, and the mess that you got us into does not make any of us feel better."Many parents say they are fed up with the cuts and want someone to be held accountable. Giffen said of the district's leadership: "We have no faith, no trust. We want the district cleared out. We want to start over fresh."According to an audit released at the school board meeting on Dec. 3, the district is in its current financial state because of a number of issues, including internal borrowing, unsustainable salary increases, and a decline in student enrollment.The new audit was first reported by The Voice of San Diego, showing the district is borrowing money faster than it can pay back, taking money from Mello-Roos fees on people’s property taxes. This fiscal year alone the will borrow million dollars in addition to the million they already owe. Parents are now hoping the county or state will take over and balance the budget. One parent told 10News he wants the district employees out, replaced by someone with a fresh set of eyes. County education officials told 10News they are monitoring the situation and issued this statement:“The San Diego County Office of Education (SDCOE) continues to monitor and work with the Sweetwater Union High School District to resolve the district’s 2018-19 budget shortfalls. Ensuring the students of Sweetwater Union High School District are supported and provided every opportunity to succeed is the highest priority of the district and SDCOE.”The district also sent 10News a statement reacting to the audit:“Over the past few months the Sweetwater Union High School District has faced very significant challenges with respect to our organizational budget. As we have previously outlined, several factors such as increased costs to the district and decreased enrollment and attendance have placed us in a very difficult position.However, Sweetwater, like many other districts across the state, has endured challenges like this in the past. We have worked diligently to stabilize our budget and taken measures to do so. There is still much work to be done, but ultimately we are confident that by working with our internal and external partners, we can move forward in a positive manner to best serve the students and families of our district.” 2733

CHULA VISTA, Calif. (KGTV) -- A close family friend is speaking out after a 15-year-old boy was stabbed at a Chula Vista birthday party while defending his friend. Devin Griffiths was stabbed at a birthday party on the 900 block of Maria Way in Chula Vista on January 31. Reid Schneider, a friend of the family, says the party was first advertised on the social media platform Snapchat. Schneider says there was a doorman at the party as well as security guards. Witnesses say an argument between Devin’s friend and another teenager escalated into a fight outside. Devin, who was not involved in the original fight, intervened to help his friend when he was stabbed. "They started hurting Devin’s friend. Devin jumped in and he was beat down pretty bad and stabbed a few times," Schneider said. "He had some severe brain damage. I guess he was considered dead on scene and they kind of brought him back."RELATED: 15-year-old stabbed, killed protecting friend at Chula Vista birthday partyDevin underwent at least five surgeries within the first 12 hours, according to Schneider. He died on February 16 after being taken off life support. "There was a lot of times where we thought there was hope and and unfortunately there was too much damage," Schneider added. Police told 10News Tuesday that the teen “passed away with his family at his side.”A candlelight vigil was held for the teen Wednesday night on the Helix High campus, which is where Devin went to school. A GoFundMe has also been set up to help the family. "He was a kid that has gone through a lot more obstacles than a lot of other kids and adults as a 15-year-old. And he was striving. He was striving and he was going to make something of his life," Schneider said. All the suspects are still at-large. Investigators believe witnesses may have used their cell phones to record the stabbing and are asking anyone with information or video to come forward. CHULA VISTA, Calif. (KGTV) — A South Bay postal worker has pleaded not guilty to firing pepper spray at a dog. Nestor Medina was charged with three counts of animal cruelty in connection with the encounters 10News first reported in Otay Mesa last March. “It’s heartbreaking,” Alfonso Galindo said. Galindo checked surveillance video of his home on Agosto Street. Cameras recorded a postal carrier walking up to Galindo's mailbox and past the metal front gate. Behind the gate is Pupa, and as the mail carrier places the mail in the mailbox, a cylindrical object is seen in his left hand. At the same time, from another camera, Pupa is seen behind the gate beginning to convulse for several minutes. RELATED: Dog owner: Video shows mail carrier routinely pepper spraying dogAn extensive search through video found nine similar encounters where Pupa had convulsions after the postal worker walked by, Galindo said. Galindo said his children, 3-year-old Alfonso Jr. and 1-year-old Regina developed strange respiratory problems after hugging Pupa. "Countless trips to the ER and urgent care, and countless medications," said Galindo. While the most severe symptoms subsided soon after the discovery of the video, Galindo says his children are dealing with sinus issues and his daughter still requires an inhaler.RELATED: More dogs pepper-sprayed by mail carrier?Galindo filed a police report and complaint with the U.S. Postal Service last spring. He says he has obtained an attorney and is planning legal action against the USPS.The USPS issued a statement in March: On behalf of the United States Postal Service, we want to apologize to the Galindo family and Pupa. CHULA VISTA, Calif (KGTV) -- As Chula Vista continues to grow, so does the need for police officers in the city. Last June, voters approved a half cent sales tax increase, giving Chula Vista the highest sales tax in San Diego County. The money goes into the general fund, but os designated for hiring more police and firefighters. Despite the new sales tax, some business owners say they are still having issues with the department's response times. A bakery owner on Third Avenue tells 10News she sometimes has to call police multiple times a week to report a crime, but that sometimes police don't show up or shows up hours after the crime. See complete coverage of Life in Chula VistaChula Vista Police say things are already improving. Captain Phil Collum says the department has hired nine of the 12 officers currently allowed by Measure A. According to SANDAG, crime in Chula Vista is actually down 3 percent in 2019, including property and violent crimes. "Sometimes the perception that crime is on the rise or perception that things feel less safe than they were, in fact all of the data suggests otherwise," said Collum. In a recent survey, 91 percent of Chula Vistans said they are "very satisfied" with the department, despite not meeting response times for priority one and priority two calls. Collum said those response times are slowly improving. The police department says additional positions will be filled through the Measure A sales tax, meaning 31 additional officers by 2023.
