San Diego (KGTV)- Family members of a man shot and killed by police in El Cerrito are demanding answers. Witnesses told police they saw the man swinging a shovel at officers before shots were fired. The family says the man had a mental illness. The aunt who called police Saturday night tells 10News she called 911 so officers could help get her nephew to a mental health facility. “We all call police for help,” says Grace Carolino. She says she’s still in disbelief that her cousin was shot and killed over the weekend. “It’s really bothering our family what happened because he’s not a threat.”Police said when they arrived at the home on Adelaide Avenue the man resisted arrest. Officers used a taser on the man. Witnesses say the man was swinging a shovel at police. Then another officer fired shots. “I can not imagine how the police officer used deadly force,” says brother Anthony Carolino. According to the District Attorney’s office, between 1993 and 2017, 79 percent of officer-involved shootings had some evidence of drug use or mental health concerns. Just last week, Governor Newsom signed a new law requiring officers to use every non-lethal option. But the Carolino family says that wasn’t the case over the weekend. “We have the taser; we have the pepper spray, we have the canine unit, we have a police negotiation team. Those things are not here.”The family says they are hoping this doesn’t happen to another family. 10News reached out to the San Diego Police Department to ask if they were aware of the man’s mental illness, the time frame of when the taser and gun were fired and how long officers were there before the shooting. SAN DIEGO (KGTV)-- President Donald Trump announced in a tweet that he is rolling back on federal fair housing requirements, saying suburbanites will no longer be "bothered" by low-income housing. But some experts say this may not have a significant effect in San Diego County.It all began with the 1968 Fair Housing Act (FHA), a law that came out of the Civil Rights Era, abolishing lending discrimination and redlining neighborhoods according to race and other factors."A lot of communities here in San Diego, you can look at your deeds, and if you look in a pre-war neighborhood here, you are very likely to see that in the past, there was covenant against selling to a person of color," Stephen Russell, Executive Director of the San Diego Housing Federation, said. "That history is not that old."Then came the Obama-Era Affirmatively Furthering Fair Housing (AFFH Rule). This was a supplement to the FHA that required local governments receiving federal funds to create plans to fight continued housing discrimination.But on Wednesday, President Trump tweeted:"I am happy to inform all of the people living their Suburban Lifestyle Dream that you will no longer be bothered or financially hurt by having low income housing built in your neighborhood ... Your housing prices will go up based on the market, and crime will go down. I have rescinded the Obama-Biden AFFH Rule. Enjoy!"While this may seem like a blow to local affordable housing advocates, Russell believes this tweet is more of a political stunt to appeal to Suburbanites outside of California."Housing policies are largely enacted at the local level. At the state and local level," Russell said. "The state has reaffirmed its commitment to fair housing time and again."Encinitas has been a local municipality with a history of resisting affordable housing. But in the last few years, Russell says it has started to turn the corner.With or without this change in the federal mandate, he says municipalities here, still must continue to follow local rules."Regardless of what the man tweets, it's not going to change the way the State of California does business," says Russell. 2153

SAN DIEGO, Calif. -- Tech giants say they will not sell facial recognition software to police departments, for now.It's a tool police departments have been using for years, helping solve everything from property crimes to cold cases and missing people. But there's little oversight over the technology, and critics say it puts our privacy and civil rights in jeopardy.While police often use the software to scan the mug shots of criminals, there's a good chance your photo is also in the system. A 2016 Georgetown Law report found one in two American adults are in a law enforcement face recognition network. In addition to mug shots, social media photos and surveillance videos, many states also allow searches of driver's licenses databases.Critics of the technology also point to inaccuracies in the software.In 2018, researchers at MIT and Stanford University examined three commercially released facial-analysis programs from major technology companies.The analysis showed an error rate of 0.8% for light-skinned men compared to 34.7% for dark-skinned women.Steve Beaty is a professor of computer science at MSU Denver. "It appears these programs have, what we call, biases in them. That they're biased towards certain skin tones, for example, and will make more mistakes with certain types of people than other types of people," said Beaty. He says the bias can occur when the machines are trained. "The computers I don't think have any inherent bias in themselves, but they can only learn from the data sets they're provided with," said Beaty.If a machine sees more photos of white males while being trained, it will be able to identify them more accurately. And while the technology has proven to be a useful-crime fighting tool, a case of mistaken identity can mean an innocent person ends up with police looking into their private lives unnecessarily."I think it's a good idea to take a step back and say what is it we as a society want from our facial recognition technology? That's exactly what Amazon has come out and said," said Beaty. This week, Amazon announced a one-year moratorium on police use of their facial recognition technology, Rekognition. The company is calling on lawmakers to put in place stronger regulations to govern the technology's ethical use.Microsoft also said it will not sell its software to police departments for now, while IBM is abandoning its facial recognition program altogether. "Let's talk about what it means, and have the conversation, and make sure that we as a society, as a country, are comfortable with what the technology is being used for," said Beaty. SAN FRANCISCO (AP) — After successive years of devastating wildfires, California's fire agency announced a plan Tuesday that would dramatically increase logging and other forest management efforts with the help of the National Guard.The California Department of Forestry and Fire Protection released a list of 35 priority fuel-reduction projects it wants to start immediately across the state over roughly 90,000 acres. That's double the acreage the agency aimed to cover in the current fiscal year, CalFire Deputy Chief Scott McLean said.The agency is also seeking National Guard assistance to coordinate the work. They include removing dead trees, clearing vegetation, and creating fuel breaks, defensible spaces and ingress and egress corridors.The projects prioritize communities at high risk from wildfires but also with significant numbers of vulnerable groups such as the elderly or poor. They include work around the city of Redding, which was also devastated by wildfire last year, and in Butte County, where Paradise is located.An estimated 15 million acres of forest land in California are in need of thinning or other restoration work, so the 35 projects are just a start, Calfire officials said. The agency wants to establish incident bases with the National Guard close to vulnerable communities to coordinate fuel-reduction projects.RELATED: PG&E: Company's equipment may have ignited Camp FireKathryn Phillips, director of Sierra Club California, said many of the recent fires were driven by high winds, so clearing trees and vegetation is not the solution.
