A man who tried to enter a teenage girl's bathroom stall was confronted and killed by the girl's father, officials say. According to Phoenix police, around 11:30 p.m. on August 2, 40-year-old Melvin Harris went to the QuikTrip near Dunlap and 19th avenues to pick up his teenage daughter and her friends. A man, who would later become the victim, approached Harris' car in the parking lot and asked for money. Harris gave him some money, and he went into the QT. Harris was later informed that a man tried to enter the bathroom stall his daughter was using. The teen told an employee, who in turn alerted an on-duty security guard. The man exited the store and was pointed out to Harris, who realized it was the same man he had given money to earlier. Harris went into the store and told the security guard that, "he needed to take care of the situation, or [Harris] would do it himself." The guard reportedly told Harris he would handle it. According to witnesses, Harris later approached the man and punched him in the face. Witnesses also reportedly told police that Harris stood over him, hitting him in the face several more times. He also allegedly kicked and stomped on him. Harris then left the area. Police identified and located Harris at his home nearby. He reportedly told police that the man punched him first, hitting him in the neck. He denied striking the man when he was down. The victim was taken to the hospital with a broken nose and brain injuries. He later died.Harris has been charged with second-degree murder. 1612

A pro-growth group's sweeping victory this week could smooth the road for more dense housing in San Diego's uptown neighborhoods.The group, Rise Up Town, won all seven open seats on the city's Uptown Planning Group. The all-volunteer board makes official recommendations to the City Council on proposals in Hillcrest, Bankers Hill, Mission Hills and parts of University Heights. Rise Up Town campaigned on "taller, well designed buildings," with support for affordable development, faster approval, and more walkable and bikeable neighborhoods, with lower speed traffic. It also said the current board members weren't doing enough to support growth in a time that San Diego needs it. "We thought that we could address the problems that we saw in terms of housing affordability, in terms of bike and pedestrian infrastructure within the community," said Clint Daniels, one of the newly elected members. "We got together, we were passionate about it, and we thought those passionate ideas that we could serve the community well."About 500 people voted in the election, held Tuesday before the Uptown Planning Group's meeting. The vote unseated three incumbents, including board chair Leo Wilson. Mat Wahlstrom, who lost his bid for re-election, said he's concerned the new members could serve as a rubber stamp for developers. "None of us have said anything against appropriate density," he said. "We definitely don't want to put all of uptown under saran wrap."There are 17 members on the Uptown Planning Group. A video of a woman who was allegedly resisting arrest while being beaten by police officers on a New Jersey beach on Saturday has been shared 1,000s of times since being published. Emily Weinman, a resident of Philadelphia, claimed that officers questioned her about underage drinking while she was on a beach in Wildwood, New Jersey. Weinman claimed that she was given an alcohol breath test, which came back negative. Weinman added in a Facebook post that the officers from the Wildwood, New Jersey Police were going to let her go, but when she asked officers why they were enforcing underage drinking rather than more serious crimes, that is when the officers had a change of heart. Weinman said that officers asked for her to identify herself, which she refused to do. Weinman claims an officer said, "I was gonna let you go but now I'll write you up." 894
