BEIJING, Aug. 6 (Xinhua) -- Senior Chinese leader Jia Qinglin urged here on Wednesday that the role of the Chinese People's Political Consultative Conference (CPPCC) in scientific and democratic policy-making should be strengthened.     "We should increase the forms of political consultation and make it an important aspect in making scientific and democratic policies," Jia, chairman of the 11th CPPCC National Committee, said at a seminar held by political advisory body.     Jia, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, stressed improving democratic supervision in three phases: information, communication and feedback.     Jia said the work in the latter half of 2008 would be extensive and tough, and he urged officials at all levels to closely track changing international economic trends and research the new issues emerging in domestic economic development. Chinese Commerce Minister Chen Deming and U.S. Agriculture Secretary Edward Schafer also attended the meeting.    Wang said the meeting has secured mutually beneficial win-win results, and would go a long way to promote bilateral cooperation and create a good atmosphere for the next China-U.S. Strategic Economic Dialogue (SED), which will be held later this year.    Like SED, the JCTT is a major cooperation mechanism between the two countries to resolve problems and disputes regarding investment and trade issues through dialogue and discussion, according to Wang.    Echoing Wang's remarks, Gutierrez described Tuesday's meeting as "a very robust session with very robust outcomes."    He said the U.S.-China economic relationship has been the fastest growing one that his country has ever seen.    "The U.S. is today China's No.1 export market, and China the U.S.' No. 3 export market. The relation is growing so fast, so quickly, probably unique in history. And we manage this," said Gutierrez.    He mentioned that the two-way trade volume between the two countries had grown to 380 billion dollars last year from only 4 billion dollars when the JCCT mechanism was initially established in 1983.    During Tuesday's talks, the two sides reached consensus on a wide range of issues, including intellectual property protection, medical equipment acquisition and information security, officials said.    Ahead of this, five bilateral agreements were signed by senior officials from the two sides in areas like agricultural cooperation, food safety, trade statistics and rural information and communications technology development.    The Chinese side also announced to lift bird flu-related ban on poultry products from seven U.S. states including New York, and conditionally resume imports of American beef, while the U.S. side expressed its stance against trade protectionism and promised to push for the lifting of trade barriers against some Chinese products like see food, fruit and woodcraft.    Tuesday's meeting marked the 25th anniversary of the China-U.S. JCCT commission, a high-level government-to-government dialogue seeking to open market opportunities and resolve trade disputes between the two countries.    Wang was leading a big delegation of senior officials from the Ministry of Commerce, the Foreign Ministry, the Ministry of Finance, the Ministry of Agriculture and other ministries for the event.

XIANYANG, Shaanxi, Oct. 5 (Xinhua) -- President Hu Jintao has written to the Tibet Nationalities Institute (TNI) to celebrate its 50th founding anniversary, which was the first institution of higher learning for ethnic Tibetans set up by the Central Government outside Tibet Autonomous Region.     Hu, also general secretary of the Communist Party of China (CPC) Central Committee, hailed the institute's "important contribution to the economic development and social progress" of Tibet, which has turned a great number of ethnic Tibetans into high-quality cadres and specialists.     Hu expressed the hope that the TNI would continuously improve its managerial level in teaching, play a better role as the training base for Tibetan cadres, and make greater contributions to improving the life of people of different ethnic groups in Tibet and promoting stability and unity in the region.     A ceremony was held on Sunday at the TNI in Xianyang City, Shaanxi Province, northwest China. BEIJING, Oct. 2 (Xinhua) -- Tropical storm Higos, the 17th this year, will drop heavy rain on parts of south China's Guangdong and Hainan provinces over the next two days, the National Meteorological Observatory said on Thursday.     The office advised everyone in those regions to prepare for therain, as well as lightning storms and gale-force winds.     Tourists in coastal cities of the island province of Hainan, such as Sanya and Bo'ao, have been advised to avoid offshore activities over the next three days.     Higos was centered about 700 km southeast of Zhuhai, Guangdong,as of 5 p.m. on Thursday, and it was moving north-west at 20 km per hour. Tourists stay at the beach in Haikou, capital of south China's Hainan Province, on Oct. 2, 2008. Tropical storm Higos, the 17th this year, is moving towards south China's island province of Hainan, the provincial meteorological station said on Thursday, affecting the ongoing National Day holidays.    The storm is gaining momentum as it nears eastern Hainan and the mid-west regions of Guangdong, according to the national observatory.     Higos, which formed on Tuesday in the Pacific Ocean, comes on the heels of storms Jangmi and Hagupit, which together killed some 20 people in China
