WASHINGTON, Nov. 10 (Xinhua) -- The U.S. Food and Drug Administration (FDA) has sent warning letters to more than 1,200 retailers, the majority of which respond to violations relating to selling tobacco to minors, as part of its ongoing effort to reduce tobacco use among children, the agency announced Thursday in a statement.The FDA said that while most retail establishments have been found to be in compliance with the law, some retailers are still selling cigarettes and smokeless tobacco to minors. Warning letters may be followed by civil money penalties if retailers continue to violate the law."It should worry every parent that 20 percent of U.S. high school students smoke cigarettes," said FDA Commissioner Margaret Hamburg in a statement. "President Obama and the FDA are committed to preventing children from smoking. For many young people, that first cigarette or use of smokeless tobacco will lead to a lifetime of addiction, and for many, serious disease. More than 80 percent of adult smokers begin smoking before 18 years of age. Retailers are vital partners in the FDA's efforts to prevent tobacco use among kids."Obama signed the Family Smoking Prevention and Tobacco Control Act that gives the FDA authority to regulate tobacco products to prevent use by minors and reduce the impact on public health. One of the law's provisions permits the FDA to contract with states and territories to conduct compliance check inspections of tobacco retailers. In 2011, the FDA awarded compliance contracts totaling more than 24 million U.S. dollars to 38 states.The FDA also began inspecting U.S. tobacco product manufacturers in October 2011. This is the first time tobacco product manufacturing facilities have ever been inspected by a federal public health agency.

BEIJING, Dec. 25 (Xinhuanet) --  China is likely to test a new Internet protocol in the next few years in an attempt to further develop the country's Internet, senior officials from the State Council said on Friday.The country will put the Internet Protocol version 6 (IPv6)-based network into small-scale commercial pilot use by the end of 2013, and deploy and commercialize the IPv6-based network on a large scale between 2014 and 2015, according to a statement released after an executive meeting of the State Council that was presided over by Premier Wen Jiabao."The development of IPv6 is one of the most important tasks for China's Internet industry during the 12th Five-Year Plan period, from 2011 to 2015," said Hu Qiheng, director-general of the Internet Society of China.Analysts believe the transition from the latest Internet protocol, IPv4, to IPv6 is irreversible. This year, the pool of Internet addresses in IPv4 has come close to being tapped out, and the supply of domain names has run short.Compared with IPv4, IPv6 will offer more IP addresses and, for that reason, more devices will be able to connect directly to the Internet, said Microsoft Corp, one of the main technical supporters of IPv6.By 2010, China had about 278 million IPv4 addresses, according to data from the China Internet Network Information Center. WASHINGTON, Dec. 5 (Xinhua) -- A recent study found that low vitamin D levels are significantly more prevalent in obese children and are associated with risk factors for type 2 diabetes. This study was accepted for publication in The Endocrine Society's Journal of Clinical Endocrinology & Metabolism.High rates of vitamin D deficiency have been found in obese populations and past studies have linked low vitamin D levels to cardiovascular disease and type 2 diabetes. But the mechanisms by which obesity and its comorbidities are related to vitamin D deficiency are not fully known.This new study examined associations between vitamin D levels and dietary habits in obese children, and tested whether there were correlations between vitamin D levels and markers of abnormal glucose metabolism and blood pressure.In this study, researchers measured vitamin D levels, blood sugar levels, serum insulin, body mass index (BMI) and blood pressure in 411 obese subjects and 87 control non-overweight subjects. Study participants were also asked to provide dietary information including daily intake of soda, juice and milk, average daily fruit and vegetable intake, and whether or not they routinely skipped breakfast. BMI is a measurement of body fat calculated from weight and height."Our study found that obese children with lower vitamin D levels had higher degrees of insulin resistance," said Micah Olson, of The University of Texas Southwestern Medical Center in Dallas and lead author of the study. "Although our study cannot prove causation, it does suggest that low vitamin D levels may play a role in the development of type 2 diabetes.""Poor dietary habits such as skipping breakfast and increased soda and juice intake were associated with the lower vitamin D levels seen in obese children," said Olson. "Future studies are needed to determine the clinical significance of lower vitamin D levels in obese children ... and whether treatment with vitamin D can improve primary clinical endpoints such as insulin resistance.
