"Black Bear" is a proudly weird film that shakes up the formula to the point that it explodes like a soda left in the fridge.The experimental film's fortunes rise and fall around the dryly comic talents of Aubrey Plaza, who delivers in a major way, exploring the playful cruelty she's subtly hinted at in many of her comedic roles.Plaza explores her dark side as Allison, a manipulative actress, and filmmaker who rents a home from Blair (Sarah Gordon) and her husband, Gabe (Christopher Abbott) to shoot a mysterious new project. She quickly inserts herself into their personal disputes, taking a sadistic pleasure in driving a wedge between the couple with subtle insults and provocations.Allison sees people as her playthings, and freely spins lies, half-truths, and seductive inferences, slithering in and out of suspicion, trust, hostility, and feigned kindness toward her mysterious goals. The interplay between Allison, Gabe, and Blair was enough to carry the movie, which would have been better suited had it stuck with the theme to its bitter end.Instead, the script flips just as the intensity level simmers.Writer/director Lawrence Michael Levine divides the film into two parts. The first is a captivating psychological game, but the second seems like a slew of barely-connected outtakes in which actors have swapped roles.While the scenes are often fascinating as they stand alone, they don't coalesce into much of a unified purpose. If the goal was to satirize the art of filmmaking or play with the quirks of the actor-director-writer dynamic, the result is a convoluted mess. Whatever inside jokes or buried subtext Levine were going for just doesn't translate.The title, which is no doubt some sort of opaque metaphor, also refers to a literal bear who just shows up, because, well, why not? Once Levine has stripped his project of any sense of cohesion, just about anything goes. Cisterra Development plans to build a 450,000-square-foot office complex, including a 7-story parking structure."Right now, San Diego is on the verge of a shortage of employment-suitable land for the kinds of innovation economy jobs that ... are coming to San Diego now. We need large lots of space for companies like Apple, Google, and Microsoft ... We try to bring homes near jobs, but we also need to bring jobs near homes. There are thousands of homes in the area," said David Dick of Cisterra Development.According to Cisterra, the project will lead to more than 1,900 jobs, described as "permanent and high-wage."Darshana Patel, a member of the Rancho Penasquitos Planning Board, is skeptical. She points to a nearby, even-larger office complex approved in 2013."It's approved, graded, and no one's interested. Also, these jobs are highly specialized. It's no given that our neighbors will fill these positions," said Patel.What Patel is sure of are the other impacts of the project, from more traffic in a highly congested area, to environmental impacts. One by one, dozens sounded their concern at a Planning Commission meeting, including members of planning, environmental and recreational groups. The connected preserves include protected vernal pools."It will permanently negatively impact one of the last remaining untrampled areas of native habitat and open space in San Diego," said Susie Murphy, Executive Director of the San Diego Mountain Biking Association."We are going to have human activity in the preserve. We'll have animal activity that will have to maneuver around it. It's a big concern," said Patel."It doesn't intrude into the preserve. The way it's designed protects against intrusion into preserve," said Dick.The developers point to natural barriers, including trees, and other project features aimed at reducing runoff and bird strikes. Opponents say those provisions don't go far enough.In the end, the commission unanimously voted to recommend the project with a modest reduction to the size. The proposed zoning change now moves on to the full council for a vote. Opponents say the size reduction is not adequate and say all options, including legal action, are on the table. 2524

 A San Diego student's death initially prompted the construction of the bridge that collapsed Thursday at Florida International University.Alexis Dale, an 18-year-old FIU freshman from San Diego, died in August 2017 when she was hit by a vehicle at the intersection of Southwest 8th Street and 109th Avenue near the school, according to the Miami Herald.Dale had just started studying information technology in June, the Herald reported.The bridge that collapsed Thursday was being built at the intersection where Dale died as a way for people to cross the busy street safely.At least nine people were trapped and at least six people died due to the bridge collapse in Miami."I am heartbroken at the news of the collapse of the pedestrian bridge on 8th Street and the resulting devastation. We send our deepest condolences to the victims and their families," FIU President Mark Rosenberg said in a statement.FIU students are currently on spring break vacation. 993
