SAN DIEGO (KGTV) - Researchers at UC San Diego Health say they can make a COVID-19 contact tracing app for smartphones but the technology may be getting pushback because of privacy concerns.On Tuesday, ABC10 News spoke to UC San Diego Health Chief Information Officer Dr. Christopher Longhurst about the app that he's offered to develop and study for San Diego County."From a University of California stand point, we're comfortable endorsing this as an appropriate means of helping control this pandemic more quickly while preserving the privacy of our citizens," he told ABC10 News.He said the app would look a lot like Canada's app which was released last Friday. Using a tool created by Apple and Google, it produces random codes and uses Bluetooth to ping other users' phones and share those codes when two people are physically close to each other. "So, the idea is that if I were diagnosed with COVID-19, I would then be given a code [and voluntarily opt in to] put that code into my exposure notification app and that would let other people know who had been near me that they might have been exposed and should be tested," he added.ABC10 News asked Dr. Longhurst about what situations could make it more effective than using human contact tracers. "Contact tracing is a methodology that's been around for 50 years and we've used it for sexually transmitted infections and other outbreaks. It works really well when you're talking about who you might have been intimate with. It's much harder when you think about who you breathed air with. [Additionally], there's limits to being able to actually contact those folks," he responded.When asked about why the technology isn't being implemented in San Diego County, he told ABC10 News, "Our partners at San Diego County Public Health have been very enthusiastic about embracing this new technology but the Apple and Google API can only be used by state public health agencies so we're dependent on the state of California to approve moving this forward."Other countries have moved forward but the U.S. has been slower. Dr. Longhurst attributes that to privacy concerns, but said the program protects anonymity and doesn't track location. "We've really closely evaluated this technology and we believe that the privacy preserving goals have been met," he added.On Tuesday, San Diego County officials confirmed that it's the state of California's decision to go forward and added in part, "If there is an opportunity for the County to partner with the state in a pilot, we would be open to further discussions about this."The California Department of Public Health sent the following response to ABC10 News."The state’s contact tracing program isn’t using contact tracing smartphone technology. Contact tracing involves notifying people who have been in close contact with an infected person to prevent the disease from spreading to others, and most of that work can be done by phone, text, email and chat.We are aware of San Diego's interest in utilizing a contact tracing application. We continue to focus on standing up the manual contact tracing process (via phone, text, email and chat) and the data management tool that assists our contact tracing workforce." 3226

SAN DIEGO (KGTV) — San Diegans could be in store to begin receiving checks from the federal government in April, according to a proposal released Wednesday. The proposal, from Treasury Secretary Steve Mnuchin, is part of a plan to stimulate the economy as the coronavirus outbreak continues to lead the nation toward a recession. The checks, which could be upwards of ,000 or more, could come in April and May. The money could help San Diego workers who are seeing their hours reduced or jobs eliminated get by while efforts continue to flatten the curve. SAN DIEGO (KGTV) -- San Diegans posted images and updates about the fierce Valley Fire burning out of control in the Japatul Valley on Saturday night.Photos and videos shot from various locations around San Diego show a large ominous plume of smoke over the county. Others show videos of flames near the scene of the fire, and at least one local resident miles away from the fire documented ash falling from the sky.As of late Saturday night, fire officials said the blaze has scorched about 1,500 acres. Crews continue to battle the fire under harsh conditions, including strong winds and high heat. SAN DIEGO (KGTV) – San Diego City Councilmember Jennifer Campbell on Tuesday is expected to formally announce enforcement plans to help with concerns over crowd control in Ocean Beach.Campbell, who represents District 2, said in a news release, “Our office continues to field calls regarding increased crowds gathering at Veteran’s Plaza in Ocean Beach on Wednesday evenings. While I appreciate the San Diego Police Department’s increased presence last week, it’s clear more comprehensive action needs to be taken to keep San Diegans safe.”Residents in the area say large gatherings have been consistently happening despite San Diego County public health orders restricting mass gatherings.According to OB residents, big crowds assemble Wednesday nights at Veteran’s Plaza, and many attendees are seen not wearing masks or practicing social distancing.Ocean Beach Town Council President Mark Winkie told ABC 10News in a previous interview that residents “want people to understand this is our community. You’re welcome to be here, but you need to adhere to social distancing rules and respect our community.”Winkie has met with City of San Diego officials about the gatherings in OB. He said the city was looking to shut down Veteran’s Plaza to help with enforcement.On Tuesday morning, ABC 10News spotted city crews placing plastic netting at the park.While he said the town council is not happy the park is closing, Winkie said a closure would allow needed renovations at the park to be done.The OB Town Council has also been pushing for more education to remind people about following the rules.Winkie said he’s been told health officials will be at Veterans Plaza on Wednesday nights to spread the word about county health guidelines. 1746

SAN DIEGO (KGTV) -- Residents wanting to take a hot shower at a La Jolla apartment complex could have to wait several days while crews work to repair a gas leak. The leak shut off hot water to three apartment buildings. Neighbors say they got a series of emails Saturday, one of them saying they wouldn’t have hot water for five to seven days. Residents say the issue is unacceptable. "I'm not getting in there, it's way too cold,” said Nick Imison. An email from his leasing company informed Imison he would be without hot water for about a week. Imison lives in the Regents La Jolla apartment complex. The email went on to say that their gas supply was shut off after crews found a gas leak. In the email, residents were told that if they need a shower during business hours, they need to stop by the office with an ID. “I was completely unacceptable for a complex that has about 600 units to just go hey yea you can come shower bring your id but it's only between the hours of nine and six,” Imison said. 10News reached out to the leasing company via email but have not heard back. In the email sent to residents, the company cites the need for several city and SDG&E required inspections before they can turn the gas back on. 1242
