(AP) — California's DMV is trying to improve customer service by accepting credit cards, upgrading its website and offering clearer instructions on how to obtain a new federally mandated ID, but Gov. Gavin Newsom cautioned Tuesday the agency's long wait times and other troubles aren't over."This is going to take a few years. Next year will be tough," Newsom said, referencing an expected surge in people using the Department of Motor Vehicles next year to acquire new IDs that will be required for air travel.Newsom spoke as he released a report detailing efforts the DMV is making to improve services after wait times averaged two hours last summer, prompting outrage from lawmakers and customers. The state hired the high-powered firm McKinsey & Company to recommend improvements, with the funding coming out of roughly 0 million in new money the DMV got in this year's state budget.Newsom also announced he's appointed Steve Gordon as the agency's director. Gordon is a longtime employee of the private sector, working for Cisco Systems and most recently for zTransforms, a consulting company focused on business-wide process improvement. He is not registered in a political party and will make 6,000. The state Senate must approve his appointment.The DMV has been plagued by slow-downs related to the state's "motor voter" registration program and an uptick in people applying for REAL IDs, the new federal IDs that will be required for airplane travel starting in October 2020. More than 28 million Californians may seek a REAL ID.Beyond hiring McKinsey, the state has brought in a public relations firm to create a statewide awareness campaign about the new IDs and a consulting firm to think about what DMV offices should look like. The report did not say how much each is being paid.Other changes include the planned acceptance of credit cards, which will start at a Davis office in September before expanding to Fresno, Victorville and Roseville. The state hopes to eventually accept credit cards statewide. The DMV has also started launching REAL ID "pop ups" at businesses and plans to open 100 kiosks in August, where people can do routine transactions such as renewing vehicle registration without going to a customer service window.The goal, Newsom said, is to improve through small changes. "We're not going big at first — we want to go small and build on successes," he said.The department plans to hire between 1,800 and 1,900 new workers, most of them temporary, through next year. Newsom's announcement comes a day before the DMV plans to close offices statewide for half a day for a day of training for its more than 5,000 employees.Republican lawmakers were divided on the Democratic governor's actions. Republican Assemblyman Jim Patterson of Fresno faulted Newsom for "making excuses" for the DMV rather than re-imagining it and criticized him for saying wait times could be long again next summer. But GOP Sen. Pat Bates from Laguna Niguel said Newsom was taking "steps in the right direction to help fix the DMV."The report did not address problems with the state's "motor voter" registration programming, and Newsom said an audit on the program will be coming out soon. 3234

Running out of ideas to entertain your kids? A California writer and performer took his ideas, got crafty on Instagram and it has kids everywhere giggling. Avery Monsen took us behind the scenes of the "Super Secret Secret Club."Monsen has a lot of day jobs these days. He writes and illustrates books for children and adults, he's done some acting and he's been in commercials. But these days, Hollywood isn't doing much. One day a friend of his asked him to make a video to help entertain his own kids, who were quite literally climbing the walls.“He knows that I have this sort of grab bag of circus and magic tricks and skills that are very rarely actually useful in life, but they are useful in entertaining children,” said Monsen.And so, the Super Secret Secret Club was born. You can find it online, on Instagram or on Instagram TV, and it is full of good, clean fun.“It’s just a bunch of cardboard and duct tape, but there’s also all these strings that go everywhere we’re probably going to lose our security deposit on this place, whoops,” said Monsen.There's no market research about what kids like and Avery describes himself as a someone who is quite possibly still a kid.“I think I’m just making things that I like is the truth, and my taste is the taste of a 4 and 9-year-old. The things that I think are funny are the things a 4-year-old thinks are funny,” said Monsen.He also made activity pages for kids. There's puzzles and games and even a Super Secret Secret Club membership card.“I knew that kids were going to get bored and antsy in the quarantine times. I felt the least I could do is make some fun videos for them," said Monsen.Monsen isn't in it for the clicks, likes or comments. He's purely helping kids laugh, for free. And admittedly, he says, he needed a project and he happens to have a garage full of crafts as well as a huge paper maché pet rock named Anthony, who talks, by the way.“Which maybe means I’m a bit of a hoarder. I have a lot of cardboard. We had just moved into this new apartment which had a garage. Before that, I was doing projects in the living room which made my wife very sad,” said Monsen.His content has kids everywhere giggling and Monsen says, “when you’re devoting your entire week to making a silly video and you’re not getting paid for any of it, getting videos of kids enjoying it and doing the activities and laughing really, really makes it worthwhile.”Certainly, it’s a worthwhile effort from a guy who has all the tricks, trades and a huge knack for making all the little ones laugh during a time when giggles are hard to come by. 2603

  

SACRAMENTO, Calif. (AP) — The first data from an experiment in a California city where needy people get 0 a month from the government shows they spend most of it on things such as food, clothing and utility bills.The 18-month, privately funded program started in February and involves 125 people in Stockton. It is one of the few experiments testing the concept of “universal basic income,” an old idea getting new attention from Democrats seeking the 2020 presidential nomination.Stockton Mayor Michael Tubbs has committed to publicly releasing data throughout the experiment to win over skeptics and, he hopes, convince state lawmakers to implement the program statewide.“In this country we have an issue with associating people who are struggling economically and people of color with vices like drug use, alcohol use, gambling,” he said. “I thought it was important to illustrate folks aren’t using this money for things like that. They are using it for literal necessities.”But critics say the experiment likely won’t provide useful information from a social science perspective given its limited size and duration.Matt Zwolinski, director of the Center for Ethics, Economics and Public Policy at the University of San Diego, said people aren’t likely to change their behavior if they know the money they are getting will stop after a year and a half. That’s one reason why he says the experiment is “really more about story telling than it is about social science.”Plus, he said previous studies have shown people don’t spend the money on frivolous things.“What you get out of a program like this is some fairly compelling anecdotes from people,” he said. “That makes for good public relations if you are trying to drum up interest in a basic income program, but it doesn’t really tell you much about what a basic income program would do if implemented on a long-term and large-scale basis.”The researchers overseeing the program, Stacia Martin-West at the University of Tennessee and Amy Castro Baker at the University of Pennsylvania, said their goal is not to see if people change their behavior, but to measure how the money impacts their physical and mental health. That data will be released later.People in the program get 0 each month on a debit card, which helps researchers track their spending. But 40% of the money has been withdrawn as cash, making it harder for researchers to know how it was used. They fill in the gaps by asking people how they spent it.Since February, when the program began, people receiving the money have on average spent nearly 40% of it on food. About 24% went to sales and merchandise, which include places like Walmart and discount dollar stores that also sell groceries. Just over 11% went to utility bills, while more than 9% went to auto repairs and fuel.The rest of the money went to services, medical expenses, insurance, self-care and recreation, transportation, education and donations.Of the participants, 43% are working full or part time while 2% are unemployed and not looking for work. Another 8% are retired, while 20% are disabled and 10% stay home to care for children or an aging parent.“People are using the money in ways that give them dignity or that gives their kids dignity,” Castro-Baker said, noting participants have reported spending the money to send their children to prom, pay for dental work and buy birthday cakes.Zhona Everett, 48, and her husband are among the recipients. When the experiment started she was unemployed and her husband was making 0 a day as a truck driver. They were always late paying their bills, and the pressure caused problems with their marriage.Once she got the money, Everett set it up to automatically pay bills for her electricity, car insurance and TV. She’s also paid off her wedding ring, donates a month to her church and still has some left over for an occasional date night with her husband.She said she and her husband now both have jobs working at the Tesla plant in Fremont.“I think people should have more of an open mind about what the program is about and shouldn’t be so critical about it,” she said. 4140

  

SACRAMENTO, Calif. (AP) — Sacramento State University has accidentally accepted 3,500 wait-listed students for fall admission.The Sacramento Bee reports that the students were mistakenly invited to Admitted Students Day after an email was sent in March welcoming them to the event.Officials say the school never rescinded the invitation, which implied the students were accepted.University officials say the error resulted in an additional 500 students who began classes this semester.Officials say there would be space to admit them, because the school initially admitted a conservative number of students and it noted a record number of graduates last year.Officials say they don't believe that the additional students would have an effect on students' ability to take classes in their department.University officials estimate a 1% enrollment increase. 862
