SAN DIEGO (KGTV) -- San Diego County was officially added to California's "monitoring list" as the number of coronavirus cases across the state increases, and Gov. Gavin Newsom said he expected local health officials to comply with specific orders that include the closure of indoor dining spaces.As of Monday afternoon, San Diego County joined five other counties on the monitoring list. The other counties added to the list: Colusa, Madera, Marin, Merced, and Monterey.Of the state’s 58 counties, 23 of them are on the state’s list.Ahead of the Fourth of July weekend, Newsom ordered counties that have been on the list for at least three days to shutter indoor operations at businesses such as restaurants, wineries, movie theaters, zoos, museums and cardrooms.In a tweet on his Twitter account, Newsom said:"CA is now asking Colusa, Madera, Marin, Merced, Monterey & San Diego to close indoor operations for:-Restaurants-Wineries-Movie theaters-Zoos, museums-CardroomsBars must close ALL operations."During his Monday news conference, Newsom said he was awaiting an order from local health officials in each of the newly-added counties to issue an order enacting the measures, which are expected to remain in effect for at least three weeks.Counties on the list were also ordered to close all of its bars, a move San Diego County had already taken ahead of the holiday weekend. SAN DIEGO (KGTV) -- Residents in Sherman Heights are worried about a new homeless storage facility expected to open up in their neighborhood. The facility would reportedly go up on the corner of 20th and Commerical streets. It would have up to 1,000 individual storage bins. People in Sherman Heights say they don't want the facility to be an eyesore and were never consulted by the city. The facility would be similar to one that already exists on 16th Street. That facility provides lockers and storage bins for approximately 400 people. The facility is city-funded but run by the non-profit organization Think Dignity. The city is hosting a community forum about the storage facility on Friday from 6 p.m. to 7:30 p.m. at the Sherman Heights Community Center.  811

SAN DIEGO (KGTV) - San Diego Police officers arrested a man for attacking a four-year-old girl outside an apartment complex on the 4300 block of 50th Street.According to witnesses, the little girl’s father was dropping the girl off at her grandmother’s home around 11:30. Before the grandmother could walk the four-year-old through the security gates of her complex, a stranger attacked the child from behind.A neighbor, who only asked to use his first name, Robert, says he heard someone calling for the help, so he came outside. He says he saw the grandmother had gotten through the gate, but the father and another neighbor were outside of the entrance trying to hold off the attacker. Robert felt compelled to step in.“He came at me, and it seemed like he was going for someone, and that someone was a child,” he said, “so I had no other recourse, I hit him once he went down. He bit my leg. He got up, and he started coming after me.”But the man didn’t stay down, instead continued to attack.“Very very vicious, he had a very crazy look,” Robert said. “He wasn’t saying anything, he was grunting like a feral animal. He was exceptionally strong. He just wouldn’t quit, even when the police got here, he was very very strong.”Robert says he had no idea why he was trying to hurt the little girl but said the man might have been under the influence of something.Police arrested the suspect.Robert recalled seeing red marks around the little girl’s neck but said she was okay though visibly shaken.She is home with her parents. 1541

SAN DIEGO (KGTV) -- San Diego Harbor Police Tuesday arrested a man accused of attacking a teen Syrian refugee on board an MTS trolley, sparking a hate crime investigation. According to police, 26-year-old Adrian Vergara was arrested on an unrelated misdemeanor narcotic charge. During his arrest, Vergara was recognized as being wanted in connection to an ongoing hate crime investigation, police said. The arrest stems from the beating of a 17-year-old Syrian refugee on a San Diego Trolley car Oct. 15. Representatives for the Partnership for the Advancement of New Americans (PANA), who spoke on the teen's behalf, told 10News the teen was speaking Arabic while on FaceTime with a friend when a man on the trolley asked him, "Where are you from? Are you Mexican?"RELATED: Teen attacked on trolley in possible hate crimeThe teen reportedly responded, "No, I am Arab."According to the teen, the man then started punching him and cursing while using racial slurs. The victim reportedly exited the trolley at the 62nd Street station in Encanto. He said the man also got off the trolley and left the scene.Numerous people reportedly watched as the victim was attacked, but no one stepped in to help him. SAN DIEGO (KGTV) - Ridesharing companies like Uber and Lyft could shut down in California as early as Friday due to a judge's ruling ordering the companies to classify their drivers as employees, not contractors. Uber and Lyft have warned their users and drivers about the possible shutdown. Both companies have appealed the ruling. The issue stems from Assembly Bill 5, a law that classifies contractors as employees, giving them the right to unionize, have access to minimum wage, overtime, paid sick leave and workers compensation benefits. Some Uber and Lyft drivers are in favor of AB5, but many others say they would like to continue working as independent contractors because of the flexibility the job allows them.
