SAN DIEGO (CNS) - Customs and Border Protection agents, along with the U.S. Coast Guard, intercepted two smuggling boats, arrested six people and seized roughly 528 pounds of methamphetamine and 941 pounds of marijuana off the coast of San Diego over the weekend, authorities reported Tuesday.The first apprehension happened around 1:10 a.m. Saturday, when agents detected a panga-style boat traveling northbound off the San Diego coast, according to CBP officials. The U.S. Coast Guard Cutter Forrest Rednour helped CBP agents chase down the boat, which was eventually halted around 12 nautical miles west of Oceanside when agents fired shots into the suspects' engine.Agents arrested four people from the roughly 28-foot boat and seized 528 pounds of methamphetamine.The second seizure happened shortly before 3:30 p.m. Saturday, when the crew on U.S. Coast Guard Cutter Haddock responded to a report of a suspicious vessel and boarded a fishing boat that was docked at the San Diego Bay channel.CBP agents also responded to the vessel and found two people who did not have proper documentation to be in the United States. SAN DIEGO (CNS) - Latinas are bearing a disproportionately high burden from the COVID-19 pandemic in San Diego County, a local nonprofit and Latina elected officials said today as they shared data from the San Diego Association of Governments.According to Latina-focused nonprofit MANA de San Diego, this comes as Latino households already had lower pre-pandemic wages, less access to health care and job-related benefits. Latinas in particular have faced increased job losses and threats of economic insecurity, they said.Chula Vista Mayor Mary Salas, a member of SANDAG's Board of Directors, shared that while Latinas comprise around 17% of the county's population, around 60% of that population is working in the three industries most impacted by job loss during the pandemic -- tourism, retail and education. Latinas account for 14% of total county employment, but 20% of employment in those sectors.Data from SANDAG paints a bleak picture in regard to Latinas during the pandemic. When compared to the white population, Hispanic populations are almost three times as likely to live in areas that have been highly impacted by COVID-19 and unemployment. Additionally, Hispanic residents account for a significant portion of essential workers, and many became unemployed due to temporary business closures as a result of COVID-19.A total of 70% of Hispanic households are in ZIP codes with above average unemployment, 49% in ZIP codes with above average COVID-19 cases and 42% of Hispanic households are in ZIP codes with both above average.More than 100,000 San Diegans have tested positive for the virus, and 57% of those have been Hispanic or Latino.``As the pandemic grows in severity and stay-at-home orders are strengthened, it is the county's Latina population that will continue to face a disproportionate amount of risk and negative impacts,'' a statement from MANA de San Diego said.A Harvard, NPR and Robert Wood Johnson Foundation study also found 46% of Latino households have used up ``most or all'' of their savings during the pandemic, with an additional 15% reporting they had no savings before COVID-19 hit the United States.The same study found 66% of Latino households with children report serious problems caring for their children, including 36% who report serious problems keeping their children's education going.``MANA de San Diego will continue to do our part in creating upward social mobility for Latinas,'' said Inez Gonzalez Perezchia, MANA de San Diego's executive director. ``We will work with our elected officials joining us today and we welcome allies to join us as well. Gavin Newsom reversed a parole board's decision to release a 59-year-old man who was a teenage gang member when he killed a San Diego police officer in 1978, the San Diego County District Attorney's Office announced Tuesday.Jesus Cecena was convicted of killing Officer Archie Buggs, 30, who was shot four times after he stopped a car driven by Cecena in the Skyline neighborhood.Cecena, then 17, fired five times at Buggs, then paused, walked toward the fallen officer and fired a final bullet into his head at point-blank range.Cecena, who is serving a life sentence, was granted parole in June, a decision that was heavily criticized by the San Diego County District Attorney's Office.Newsom reversed the parole board's decision on Monday, marking the second time he has reversed a parole grant for Cecena. Former Gov. Jerry Brown also reversed parole grants for Cecena in 2014, 2016 and 2017.Newsom cited Cecena's gang motivations as a major factor in his decision."Mr. Cecena still is unwilling to acknowledge the underlying or causative factors that are in evidence, specifically that he belonged to a gang where killing a peace officer was seen as an ultimate goal, that a more senior and respected gang member handed him a firearm so he could kill Officer Buggs, and that killing Officer Buggs was a way for Mr. Cecena to gain more respect and power within his gang," Newsom wrote. SAN DIEGO (CNS) - A teenage suspect was behind bars today in connection with the 7-month-old slaying of another young man in a Southcrest- area neighborhood.Raheem Malik Meals, 18, was arrested Friday on suspicion of murdering 20-year-old Ismail Abouabid on Jan. 15, according to San Diego police.Patrol officers responding to a report of a possible traffic accident in the 4000 block of Boston Avenue shortly before noon that day found Abouabid mortally wounded behind the wheel of a parked vehicle, bleeding from the head, Lt. Matt Dobbs said.Abouabid, who had recently relocated to San Diego from Erie, Pennsylvania, was pronounced dead at the scene.Witnesses told investigators three male teenagers had been with the victim just prior to his death and walked off toward a nearby park just before he was found.Police initially reported that Abouabid had been shot to death but later backed off from those statements.``The mechanism for the (victim's) injury is not being released at this time,'' Dobbs said Tuesday.The lieutenant also declined to disclose a suspected motive for the alleged slaying or reveal what led investigators to identify Meals as a suspect in the case. 1186
