The Chinese government has announced boosting measures for the steel and auto industries, and is planning measures for eight other major industries. Wen urged departments concerned to speed up work on the making of these boosting measures. He called for more efforts on agricultural production during the winter and the coming spring, and said favorable policies for farmers should be firmly implemented. He also called for efforts to promote stable and relatively fast industrial development. Enterprises should be encouraged to intensify internal management, reduce operating cost, expand markets and stabilize employment, he said, and small and medium-sized enterprises should be given more support. Work should be done to ensure service and commodity supply during the upcoming Spring Festival as well as boost consumption in both rural and urban regions, he said. The government should work to maintain stable growth in trade, Wen said, underlining the need to expand emerging markets and improve the quality of exported goods. Wen also stressed the need for work to ensure the country's financial stability and safety. The government should properly deal with changes brought about by the global financial crisis and maintain sound operation of the banking sector, he said. More attention should be given to implement the central government's policy to improve people's living standards and solve problems concerning people's interests, he said. BEIJING, Dec. 12 (Xinhua) -- A Chinese mainland official said on Friday that the mainland is ready to launch a direct postal service across the Taiwan Straits slated for next Monday. The direct postal service would end a situation that has prevailed since 1949, under which air, sea and postal movements between the Chinese mainland and Taiwan have gone through a third place. Wang Yuci, deputy head of the State Post Bureau of China, said Beijing, Shanghai, Guangzhou, Fuzhou, Xiamen, Xi'an, Nanjing and Chengdu in the Chinese mainland, and Taipei, Kaohsiung, Keelung, Kinmen and Matsu of Taiwan were selected as regional distribution centers for the service. Distribution centers would be adjusted or added based on future needs, he noted. New services between post bureaux across the Taiwan Straits including express mail, parcel post, and postal remittances would start from next Monday to meet the needs of people on both sides, he said. Before, only registered mails were allowed to be sent across the Taiwan Straits following an agreement signed by the mainland's Association for Relations Across the Taiwan Straits (ARATS) and the Taiwan-based Straits Exchange Foundation (SEF) in 1993. Parcels, remittances and express mails could only be sent via Hong Kong and Macao. However, the official said the new postal remittance service would be carried out by phases because of technical problems. Residents on the mainland could cash their remittance from Taiwan next Monday, while Taiwan residents had to wait until January or February, he said. In early November, the ARATS and the SEF, authorized by the Chinese mainland and Taiwan respectively to handle cross-Straits issues, signed the agreements on direct postal services during their first summit in Taipei. BEIJING, Oct. 20 (Xinhua) -- China's top economic planning agency on Monday said it would raise the minimum purchasing price for wheat by as much as 15.3 percent starting next year. The move by the National Development and Reform Commission (NDRC) aims to boost rural income and grain output. The country, with a population of more than 1.3 billion, relies mainly on domestic production for food. By hiking grain purchasing prices the NDRC hopes to motivate farmers to increase agricultural production. The government's minimum purchasing price for white wheat next year will be 0.87 yuan (12.7 U.S. cents) per 500 grams, 13 percent higher than prices in 2008. In addition, prices for red and mixed wheat will be 0.83 yuan per 500 grams, up 15.3 percent. The agency also pledged to further increase subsidies for agricultural production materials, machinery and crop seeds. It will also increase commercial reserves of fertilizer to help ensure market supply and price stability. The NDRC would like to expand China's grain production capacity by 50 million tons. On Oct. 11, China's Ministry of Agriculture predicted an increase in grain output for the fifth consecutive year. According to estimates from the State Grain Information Center, this year's grain output should reach 511.5 million tons, up 10 million tons from 2007. The central government allocated 102.86 billion yuan (15.1 billion U.S. dollars) in agriculture subsidies this year, doubling the money from 2007. BEIJING, Jan. 3 (Xinhua) -- For many Chinese who want to nab railway tickets home for the annual Spring Festival migration, the government's promise of having a better system by 2012 is just a distant hope. Starting Friday, the first day to book tickets for the travel rush expected to last from Jan. 11 to Feb. 28, long queues appeared at ticket booths in almost every major railway hub. In Wuhan, college students were first hit by the rush, as many schools' winter break starts from Jan. 10 to 17. As more than 70 percent of the 1 million resident students there were expected to go home by train, local railway authorities have set up ticket agents on campus, opened more ticket booths for students at stations and offered special trains for students. But many still found it difficult to get tickets, especially to Urumqi, Qingdao, Jinan, Harbin, Zhanjiang and Nanning. At the Wuchang Railway Station alone, more than 60,000 tickets were sold on Friday. In Shanghai, police and security officers were put 24-hour on guard to maintain order and prevent accidents. They gave each passenger a number and assigned them to different waiting lines. At the Beijing West Railway Station, 15 temporary ticket booths have been opened. BEIJING, Nov. 27 (Xinhua) -- China's Party discipline watchdog Thursday vowed to put government-funded projects under scrutiny when the country is investing 4 trillion yuan to stimulate the economy. "We would try to prevent corruption, when a project is tabled for review and approval, when the land is allocated to it, when a public bidding is held for contractors," said He Yong, deputy secretary of the Communist Party of China Central Commission for Discipline Inspection (CCDI), at a meeting here Thursday. Besides government-funded ones, other projects with state investment would also be the top priority, he said. The CCDI would issue a set of rules to regulate business activities and officials' work as soon as possible, he said. For instance, it would push local governments to publicize urban planning documents, which listed infrastructure projects to be implemented, and issue detailed rules to protect fair play in public bidding. To curb graft in this field, discipline officers would also target commercial bribery, which has implicated officials. They will establish a database specially for commercial bribery cases. A company involved in such cases would be excluded from any business, He said. On Monday, the CCDI also issued a statement jointly with the National Development and Reform Commission (NDRC), the Ministry of Supervision, the Ministry of Finance and the National Audit Office to ensure close supervision on the stimulus package.
