SAN DIEGO (KGTV) – Adapting to new restrictions is now routine for businesses in the age of coronavirus. The latest set of rules handed down by Governor Newsom is not sitting well with salon owner Shanelle Cedeno.“Now it just feels like a target," Cedeno says.As hospitals become overwhelmed with surging cases, ICU capacity is the state’s newest metric for tightening restrictions.RELATED: Gov. Bars wineries, salons, and barbershops will have to close their doors completely.Cedeno says her "Beautiful You" salon in Barrio Logan is already implementing every safety measure asked of them.RELATED: San Diego hospitals react to Newsom’s regional stay-at-home order“Everybody who comes in is one on one, how we run our business is very clean very sanitized,” said Cedeno.She says the new rules are unfair since the county’s numbers indicate salons and barbershops only make up 2.5% of community exposure settings.“A lot of these cases are just coming from people’s personal lives and not following the rules outside of where they come into businesses,” said Cedeno.The timeline is still uncertain for when salons will have to close. Until then, Cedeno says they’re moving up appointments before it’s too late.“We are making our reach-outs to have them come in today and tomorrow,” said Cedeno. “We’re San Diego, we got this. SAN DIEGO (KGTV) - A San Diego veteran and father is defending his son's right to sit during the national anthem.Ray Everett is responding to a letter sent to Lincoln High School's principal, complaining that students on the basketball team were sitting and talking during the national anthem.The man who wrote the letter is a U.S. Air Force veteran and grandfather to a player on the opposing team. Another parent who was offended used her phone to film the students sitting."At the end of the day our students do not have to stand," said Everett. "But you will not make them feel like they did something wrong. They did not harm anyone and they did not break the law."Everett was in the U.S. Army for 15 years. He says he served his country in order to protect the rights of Americans, including the right to sit during the national anthem.Everett's brother-in-law, Antoine Jarvis, says while he was offended by the letter he respects everyone's right to their own opinion. "I think that the biggest challenge in voicing your opinion is when you're close-minded to other's opinions," said Jarvis. "When you're close-minded to their beliefs."Jarvis says he no longer stands during the national anthem after learning more about its history. He only asks that others respect his right to do so.The principal of Lincoln High School, a veteran himself, has been responsive to complaints and plans to sit down with the veteran who wrote the letter about the student's actions.On Thursday the San Diego Unified School District released a statement:Public school districts do not have the authority to require students to observe patriotic or religious rituals in the classroom or at school functions. SAN DIEGO (KGTV) - An oft-deported immigrant who was charged in a DUI, hit-and-run crash that injured a young boy in the South Bay will not be tried for the third time.A judge ruled Friday to dismiss the case against 39-year-old Constantino Banda Acosta. Banda was charged with driving under the influence and fleeing the scene of a hit-and-run on Camino de la Plaza in San Ysidro on May 6, 2017.Investigators said Banda ran a stop sign and crashed his pickup truck into the Lake family’s Honda Accord, as they were heading home from Disneyland. SAN DIEGO (KGTV) - A woman is dead after a shooting in the Skyline area, Saturday afternoon. San Diego Police detectives said around 5:30 pm, two cars were traveling northbound on Meadowbrook Drive. Both drivers stopped at the red light at Skyline Drive. Then, the passengers got into an argument. "Our victim got out of the second vehicle and approached the front vehicle on the passenger side," Homicide Lt. Matt Dobbs said. "Witnesses heard a gunshot and saw the female stumble away."</p>VIDEO REPORT: Man pleads not guilty in Skyline road-rage slaying of young momResponding officers found the 27-year-old woman, later identified as Sylvanita Widman, suffering from a gunshot wound. The shooter drove off. “She was transported by paramedics to a local hospital," Lt. Dobbs said. "Unfortunately, she died at around 6:28 this evening.”Investigators said Widman's driver was cooperative. Meanwhile, the motive of the shooting remains unknown. Police describe the shooter as a Black man in his 20's, driving a black Mercedes Benz. SAN DIEGO (KGTV) - A San Diego woman is among those killed in the Conception boat fire off Santa Cruz Island, her coworkers in Coronado told 10News Tuesday. A manager at Nicky Rottens restaurant at 100 Orange Ave. identified Nicole Quitasol as one of the victims of the deadly fire. Quitasol was on the dive trip with four relatives, her coworkers posted on Facebook. "Nicole has worked with our Nicky Rottens Coronado family for years, and she will be remembered as an adventurous & loving soul," wrote Bryn Butolph, who described Quitasol as smart and loving."She will be greatly missed," Butolph added. He told 10News Quitasol was devoted to her dog, Peanut Butter.The family of five was among 34 people presumed dead in the blaze. All were sleeping below deck when the fire started early Monday. Other victims included students from a Northern California charter school serving grades 7-12, and a marine biologist who owned the diving company and was leading the tour.A GoFundMe account was created to help Quitasol's mother, who lost three children.KCRA in Sacramento identified the other family members as Nicole’s sister Evan and sister Angela, both from Stockton, and their father Michael and stepmother Fenisa Sison, both from Modesto.The Associated Press contributed to this report. 1304
