SAN DIEGO (KGTV) — The Centers for Disease Control and Prevention announced Thursday it is extending a ban on cruise ships operating in U.S. territory through September.The ban was set to end next week, but the agency extended the ban as coronavirus cases rise in 40 states.Florida and California, where many cruises originate or end, both set records for new daily COVID-19 cases recently.RELATED: As cruise ships idle, San Diego region lost up to millionThe CDC says the ban on cruise ship operations will be in effect until, "the expiration of the Secretary of Health and Human Services’ declaration that COVID-19 constitutes a public health emergency," "the CDC Director rescinds or modifies the order based on specific public health or other considerations," or Sept. 30.Some cruise lines had already canceled scheduled sailings until Sept. 15 over ongoing discussions with federal officials on how to restart business safely, the Associated Press reported.The Port of San Diego estimates that each cruise ship that visits San Diego generates about 0,000 in regional economic impact, including local shopping, restaurant businesses, and other expenses.Nearly 30 cruises were canceled due to the pandemic, costing about million in lost revenue for the Port of San Diego alone, according to Brianne Page, a public information officer for the Port of San Diego. SAN DIEGO (KGTV) - The manager of a Cricket Wireless store in Pacific Beach is hoping the public can help identify two men involved in tagging the back of the store. Blake Beadle, the store manager, said newly installed cameras captured two men approach the store on Garnett Avenue on Monday night at around 9:30 p.m.One of the men approached the back of the store and appeared to spray paint something on the back wall. Meanwhile, the other man stood watch.Beadle said he had just painted over the spot a week and a half ago, when vandals had hit the same spot. “It seems like as soon as we paint over it, within a few weeks it gets tagged again in a similar fashion,” said Beadle. He reported the latest incident to police. He said he hopes the video can help identify the suspects. 792

SAN DIEGO (KGTV) - The California Senate will vote this week on a bill to add a surcharge to utility bills, with the money going to pay for damages caused by wildfires.Governor Gavin Newsom says he wants the bill on his desk to sign by Friday before the legislature takes its summer break.According to the text of Assembly Bill 1054, each utility company would have to "collect a nonbypassable charge from its ratepayers to support the Wildfire Fund." That money would go to pay for damages from wildfires caused by utility companies.But the fund can only be used if the utility companies comply with state safety laws and regulations.The bill also requires each electric company to file a wildfire mitigation plan with the state every three years, and update it yearly.Critics say it's nothing more than a tax, passing the responsibility of wildfire damage away from the utility companies and onto rate-payers."This is going to be a tax that will go on, who knows how long," says Richard Rider from the San Diego Tax Fighters. "Long after the utilities have buried their wires, long after the risk has dropped dramatically, the ratepayers will still be paying it."Rider says this bill would unfairly make people in low-risk areas pay into a fund that would only benefit people in high-risk areas.RELATED: PG&E equipment may have caused Camp FireAn SDG&E spokesperson says the company does not have an official position on AB 1054 but sent a statement to 10News saying:"We believe this bill is a good starting point for legislation to be enacted by July 12 to help address some of the legal, regulatory and policy challenges facing California, as the state grapples with the wide-ranging impact of catastrophic wildfires. We look forward to reaching a final agreement with the Governor and Legislature that meaningfully addresses the crisis posed by wildfires. SAN DIEGO (KGTV) - The former gang member who killed San Diego Police officer Archie Buggs in 1978 was granted parole suitability Thursday.Jesus Cecena was 17 years old when he opened fire on Officer Buggs during a traffic stop in Skyline. According to the San Diego County District Attorney’s Office, Cecena fired five times at Buggs, then paused, walked toward the fallen officer and fired a final bullet into his head at point blank range. The officer died on the street, his hand still on his service revolver.Cecena was sentenced to life in prison without the possibility of parole. His term was later modified, due to a change in law making him eligible for Youth Offender Parole.Cecena has been denied parole at least 13 times. Governor Brown reversed the parole board’s decisions to release Cecena in 2014, 2015 and 2017, citing the seriousness of the crime.RELATED: San Diego Police honor officer shot and killed by gang memberIn 2014, 10News reported that Cecena’s unstable social history continued during his incarceration, where authorities said he received more than ten violation reports for misconduct while in prison.Thursday’s parole board recommendation will move into a 150-day review period, according to a California Department of Corrections and Rehabilitation spokesman. After that period, the Governor will have 30 days to uphold, reverse, modify, send it to the full Board of Commissioners for another review, or take no action.The parole review period will end in January 2019, after the end of Governor Jerry Brown's term, leaving the decision in the hands of his successor. 1609
