GUIYANG, May 14 (Xinhua) -- A toxic gas burst during an illegal coal mining operation has killed 21 people and injured five others in southwest China's Guizhou Province Thursday, officials said Friday.A total of 31 miners were working in a shaft of Yuanyang Colliery when the accident occurred at about 9:40 p.m. in Puding County, Anshun City. Rescuers on Friday confirmed that 10 people survived and 21 bodies recovered from the coal mine.Mining was prohibited until the mine passed inspections by authorities and gets the other five business licenses, but the company secretly started mining last year under the guise of shaft maintenance, said Hu Yingze, director of the county coal mining administration.It had illegally produced more than 3,000 tonnes of coal so far, which was, in fact, theft of national resources, he said.Sun Guoqiang, vice governor of Guizhou, blamed county-level authorities for failing to examine the mine."Did anyone of you visit the mine after approving the shaft maintenance project?" Sun asked officials of the county's coal mining administration and work safety watchdog.Rising coal prices had driven the owners to start illegal production as the drought season cut short water supplies for power plants, which had to turn to coal. The market price for coal had risen to about 370 yuan (54 U.S. dollars) per tonne from the normal price of about 300 yuan, said Sun.

The sustaining severe drought ravaged this region since last October and made no harvest of cropsOn his trip, Wen went to drought-hit villages, farmlands and reservoirs to learn about the impact that the drought had on local life and farm production.The drought has resulted in a direct economic loss of 23.66 billion yuan and left more than 18 million locals short of drinking water as of Tuesday, according to latest figures from the Ministry of Civil Affairs.Despite all those adverse conditions, Wen said China "should strive for a good harvest this year".The premier said priority should be given to the preparations for spring farming, urging local governments to make utmost efforts to combat the drought, prevent plant diseases, and ensure a good supply of fertilizer, pesticide and seeds.He also called for local governments' efforts to encourage farmers to expand the area of spring farming.The Chinese government set a goal in February, targeting grain output to exceed 500 billion kg this year.The country's grain output reached 530.8 billion kg in 2009, representing the sixth straight year of increase in output and exceeding 500 billion kg for the third consecutive year.

"One dimension of international cooperation that I consider to have worked particularly well during the financial crisis has been that among central banks, both bilaterally and channeled through the various Basel-based committees.""But as much as some aspects of global governance appear to have passed the severe test of the global crisis, we should remember the significant shortcomings that may have contributed to creating the conditions for the crisis to happen in the first place," he added."One is the lack of coordination in financial regulation that was pervasive before the crisis and which encouraged financial institutions to engage in a large degree of regulatory arbitrage. This was the unavoidable result of the fact that while financial players were becoming increasingly global, and despite the remarkable efforts of the Basel Committee in respect of the banking sector, financial regulation remained largely national, with only relatively weak coordination at the international level, " said the president.
