ENCINITAS, Calif. (KGTV) - California representatives are calling on the government to fund the Storm Damage Reduction Project, hoping to stabilize cliffs along North San Diego County beaches.At Grandview Beach in Encinitas flowers surrounded the beach entrance sign Thursday. Down on the beach caution tape hung around the cliffs, serving as a somber reminder of the three women who died three weeks ago after a bluff collapse.Two days before the tragedy, Representative Mike Levin said he asked for federal funds to stabilize the cliffs from Encinitas to Solana Beach. "It's long past time for the federal government to uphold its responsibility here," he said.He championed the Storm Damage Reduction Project that was approved by Congress in 2016.The project would dredge tons of sand from the ocean and dump it on the beach to protect the cliffs from powerful, eroding waves.Environmentalists are concerned that would destroy tidal ecosystems. A study conducted by researchers at Scripps Institution of Oceanography at the University of California San Diego states invertebrate populations were negatively affected by tons of sand dumped on Imperial Beach.Surfrider Foundation sent 10News this statement:“We understand Solana Beach and Encinitas have been working with the federal government on the San Diego County Shore Protection Project for years and it was approved in 2016 by Congress. While we believe beach replenishment might help slow down wave action, we must also acknowledge our sand supply has been impacted by upland development that is blocking the natural flow of sand to the beaches. When the project was being considered in 2015, the Federal EPA encouraged the Army Corps. to think more deeply about future sea level rise and the efficacy of this project. We encourage the cities and the Army Corps to proactively and progressively analyze future sea level rise. Thorough monitoring is going to be of the utmost importance to see how this project impacts coastal ecosystems (including Marine Protected Areas) and impacts to recreation (such as surfing, snorkeling, etc.). Surfrider highly advocates against future seawalls and other coastal armoring. ESCONDIDO, Calif. (KGTV) — A 12-year-old who got a hold of a firearm accidentally shot himself in the leg Friday.Escondido Police say the boy was at his home in the unincorporated area of Escondido just before 6 p.m. when he found a revolver. He started handling the firearm and a single round fired, striking him in the leg.The boy was taken to a nearby hospital with a non-life threatening injury. RELATED: 10-year-old in custody after firing shotgun at SDPD officers, police sayDetectives recovered the revolver at the scene and say that they believe the boy accidentally fired the gun.Police are currently investigating how the child obtained the gun at the home. 675

Every year around this time, Marta Valenzuela Moreno puts together an altar to remember family members who have passed.“I have here to present my traditional family altar of Day of the Dead,” Valenzuela Moreno said.It’s part of her tradition for el Día de los Muertos. In English, Day of the Dead.Day of the Dead is recognized on November 2. Ann Macca runs the Day of the Dead program in her community.“El Día de los Muertos is an ancient holiday," Macca said. "It comes from Aztec traditions where way back hundreds of years ago, they would celebrate for a whole month in the summer, and they would honor their deceased loved ones. And when the Catholic church showed up in Mexico, they brought with them all their holidays and traditions. And so when the Catholic church met the Aztec traditions, they came together and Day of the Dead was born.”Families of Mexican and Guatemalan descent create an altar for their ancestors. They thoughtfully arrange photos of their loved ones who have passed and surrounding the photos, they place their relative’s favorite foods, along with other items that honor what they loved and did while on Earth.Even though they happen around the same time, el Día de los Muertos should not be confused with Halloween.“Day of the Dead is a celebration of joy and welcoming where Halloween -- all of those skeletons, ghosts and ghouls -- those are spirits that you want to scare away," Macca said. "So, Halloween those are scary things, but in Day of the Dead, they’re your friends and your family and you want to see them and bring them back.”“I can talk to them, sing to them and argue with them,” Valenzuela Moreno said.Valenzuela Moreno says she feels a full range of emotions as she spends time with her mother, brothers and sisters who have passed.“Sadness, happiness, rejoice... there are times to pray, to cry, because memories come back of all of them.”Memories we have of relatives and the passion that emerges from them are things we all have in common. Macca says that’s likely the reason why the holiday has now entered mainstream culture.“I think a lot of people who don’t come from a latinx tradition who don’t have Mexican or Guatemalan heritage are now starting to embrace day of the dead because it’s such a wonderful way to remember your loved ones,” Macca said.Valenzuela Moreno says she welcomes any and all cultures to adopt the tradition she holds near and dear to her heart.“The community needs to embrace this kind of celebration and feel part of it.
