In it, Francis rejected even the Catholic Church’s own doctrine justifying war as a means of legitimate defense, saying it had been too broadly applied. RIVERSIDE, Calif. (KGTV) -- One of the California Highway Patrol officers wounded during a shootout in Riverside Monday evening died and two others remain hospitalized Tuesday, according to the CHP.According to Riverside authorities, the shooting happened around 5:35 p.m. on the 215 Freeway near Box Springs Boulevard and Eastridge Avenue. CHP officer Andre Moye stopped the suspect driving a GMC pickup truck and then decided to impound the vehicle, officials said.RELATED: Cellphone video captures deadly officer-involved shooting in RiversideAs he was calling for a tow truck and filling out paperwork, the suspect entered the truck, grabbed a rifle and fired it at the officer, police say. Officer Moye was able to broadcast an "officer needs assistance" call.Of the first three officers on scene, two of them were immediately engaged, both of them were struck during a gun fire exchange, authorities said.One of them received major injuries to his leg and was taken to the hospital in critical condition. By Tuesday afternoon, “he was conscious and talking, in good spirits," said CHP Inland Chief Bill Dance.The other CHP officer received minor injuries to his leg.The suspect was killed in a shootout with a fourth CHP officer.Officer Moye was transported to Riverside County Medical Center in Moreno Valley and was pronounced dead, authorities said.“This incident shows just how dangerous the job of the California Highway Patrol and law enforcement is in general," said Dance.A "large contingent of security" was established at the hospital out of an "abundance of caution," said Riverside County Sheriff Chad Bianco.Tuesday, investigators continued the lengthy task of looking for evidence on the side of the 215 freeway."It was a long and horrific gun battle," said Riverside Police Chief Sergio Diaz. "And it resulted in a very extensive crime scene."In addition to the three CHP officers who were shot, police said a witness may have also been hit with something, but it doesn't appear to be gunfire. Video from the scene shows bullet holes in the front windshields of two CHP cars. (AP) — Three Southern California women have been arrested on suspicion of stealing more than million in federal student financial aid through Fullerton College.Federal prosecutors said Wednesday that the trio enrolled hundreds of mostly non-existent students, successfully applied for grants and loans and then pocketed the money.Officials said at least two of the more than 200 names used to apply for loans were inmates in state prisons.The Press-Enterprise reports the defendants are 32-year-old Sparkle Shorale Nelson, 31-year-old Shykeena Monique Johnson and 37-year-old Jerrika Johnson. All three have pleaded not guilty charges including conspiracy, identity theft, mail fraud and wire fraud.A tentative trial date was set for Aug. 20. SACRAMENTO, Calif. (AP) — Companies affiliated with Gov. Gavin Newsom received nearly million in loans designed to help small businesses survive the pandemic. Newly released information from the federal government reveals more than eight times the amount of loans originally reported. The governor put his business holdings into a blind trust before he took office and so would not have participated in the decision. But the disclosure comes as he already is battling criticism that he is elitist despite his protests that he is a proud small businessman and entrepreneur. Nine businesses tied to Newsom’s PlumpJack Group split the nearly .9 million in loans. The watchdog group Project On Government Oversight says it was a surprisingly large loan. 762

  

SACRAMENTO, Calif. (AP) — California's state auditor says the California State Lottery skimped on giving million in revenue to fund public education funding and spent 0,000 on food and travel expenses without considering cheaper options. The auditor's report made public Tuesday says the lottery agency should have accounted for an increase in profits for the fiscal year that ended in June 2018 by providing million in public education financing.The auditor also recommended that the state legislature amend the Lottery Act to ensure audits of the lottery's procurement process at least once every three years.The California State Lottery says in a written response accompanying the audit that it disagrees with the auditor's findings and that the agency gives the most money it can for education.“Lottery revenues and contributions to education were declining in the years prior to the passage of AB 142. The year before this change, the Lottery’s contributions to education were approximately .05 billion. In contrast, last year the Lottery provided .8 billion–the highest contribution to date. Had the Lottery utilized CSA’s interpretation of the law, it would have had to intentionally suppress sales for certain games, resulting in fewer dollars to public education," CA Lottery wrote. “The Lottery disagrees with CSA’s underlying conclusions of the value of its Fairs and Festivals program. The Lottery must continually raise brand awareness, incentivize and persuade California adults to voluntarily purchase Lottery products to meet its mandate to provide supplemental funding to education." 1623
