XI'AN, July 17 (Xinhua) -- It is untrue to say that the investment environment in China is worsening, said Chinese Premier Wen Jiabao Saturday as he invited more foreign companies to invest in the country.China sticks to its opening-up policy, Wen added. In talks with heads of prestigious German and Chinese firms in northwest China's Xi'an city, Wen and visiting German Chancellor Angela Merkel aim to boost cooperation between the two nations."Currently, there is an allegation that China's investment environment is worsening. I think it is untrue," said Wen when answering a question from Juergen Hambrecht, chief executive of German chemical company BASF.Foreign firms have voiced concern China's indigenous innovation policy might provide incentives for government bodies to purchase products developed by Chinese companies. The World Bank in a July report gave China a low investment environment ranking. But the amount of foreign direct investment (FDI) that flowed into China in the first half of the year rose 19.6 percent year on year, according to data from the Ministry of Commerce (MOC).China attracted 12.51 billion U.S. dollars in FDI in June alone, up 39.6 percent year on year.Wen said, "Foreign investment will not pour into a country where the investment environment is worsening."Wen said China has relatively good infrastructure as well as fair and stable market environment.

GUANGZHOU, Aug. 4 (Xinhua) -- Tap water supply was resumed Wednesday in a south China town after a manganese contamination had led to drinking water shortage for 13,000 people since Monday.Local authorities in Lufeng City, Guangdong Provinceon Wednesday installed three temporary pipes to be connected to another local tap water plant that was not affected by manganese, amid efforts to ease drinking water shortage for residents. The city government said the manganese level in the contaminated tap water provided by a local supplier in Da'an town was 1.2 mg per liter since Monday, 12 times the maximum amount allowed in drinking water. The cause of the contamination was still under investigation and environment specialists from Lufeng City were in town to conduct further analysis, said Huang Xianjia, a city government spokesman.According to the safety standards for drinking water, jointly issued by the Ministry of Health and the Standardization Administration in 2007, the maximum manganese level allowed is 0.1 mg in every liter of drinking water.Huang said the contamination was "not serious." "Tap water still appears clear with no odor. It's safe for washing and bathing."But a resident surnamed Wang showed reporters two pails of water he stored on Monday. Dark sediment was seen clearly on the bottom of the pails."It takes time for the mineral to settle and become visible," said Wang.Wang and his neighbors have joined a rush for spring water in mountains near their homes. "Many families have bought new pails. Some carry water on motorbikes while others use shoulder poles," he said.

BEIJING, June 23 (Xinhua) -- China's government is to step up efforts to strengthen administration by law and to raise its executive ability and credibility, said a government statement Wednesday. Some local governments and departments had prominent problems of defying the law in administration and greater efforts must be paid to build government by law, said the statement released after an executive meeting of China's State Council, or Cabinet, which was chaired by Premier Wen Jiabao Wednesday. The making of major policies must be subject to procedures such as soliciting of public opinions, consultations with experts, risk analysis, legality assessment and group decision-making, it said. The government must optimize the system of public opinion solicitation in drafting administrative laws and regulations, and enforce the law in a strict, just way, it said. The statement said public supervision of the government must be strengthened by making government affairs more transparent and ensuring the rights of the public and the media to report wrongdoing. The government must fully implement of the policy of holding officials accountable for any malpractice or dereliction of duty, it said. The government must also play a greater role mediating disputes and actively guide the public to appeal and settle disputes in accordance with the law.

BEIJING, June 12 (Xinhua) -- Chinese Vice Premier Li Keqiang has said that low-rent and affordable housing construction should be sped up to meet people's basic demands for living. The construction of public low-rent housing seeks to offer middle and low-income urban residents with adequate housing and affordable rents. This not only helps curb skyrocketing property prices in some cities, but is also conducive to bridge the income gap and assist in urbanization, Li told a national meeting which concluded on Saturday. While speaking at the two-day meeting, Li urged local authorities to create favorable taxation and financing policies to support such housing programs. He noted that private capital is also welcome to join the mission to diversify fund raising channels. Li urged different localities to explore their own methods based upon their unique conditions to carry out housing construction.Li also said that the construction and distribution of low-rent housing should be transparent and fair.Exorbitant housing prices in some cities have become a major complaint of Chinese citizens. Home prices in 70 large and medium-sized cities rose by 12.4 percent year on year in May, the National Bureau of Statistics said this week. However, the growth rate was 0.4 percentage points lower than that of April, as property sales in major big cities dropped following a string of government measures to rein in prices.
