SAN DIEGO (KGTV) – A new COVID-19 testing site opened Wednesday morning at the San Ysidro Port of Entry, with tests for the virus available at no cost.The free test site is located at the PedEast crossing of the Port of Entry. It will be open 6:30 a.m.-10:30 a.m., Monday through Friday.About 200 tests will be administered daily, and no appointments will be necessary. San Diego County health officials said those getting tested “will not be asked about their immigration status or who lives with them.”Health officials said the site is focused on “testing essential workers and American citizens who live in Tijuana, as well as residents in the area.”Jennifer Bransford-Koons, the county’s testing director, said it’s possible the hours at the new site could eventually change.“We’re starting out first thing in the morning as people cross the border … to be able to see if that’s a good time to have people to be able to test. If that doesn’t work, then we’ll move to the afternoon or other days of the week. SAN DIEGO (KGTV) - A popular summer reading program in City Heights had to adapt to overcome challenges from the Coronavirus.In previous years, the United Way of San Diego County's Readers in the Heights program offered kids a chance to explore books through active reading and play at community centers throughout the area. It aims to help kids avoid the summer "brain drain" of falling behind while not in class.In 2020, the Coronavirus Pandemic threatened to cancel the program, since gatherings were prohibited."We heard across the board that the transition from in-person to online schools was leading to a bit of online fatigue," says Ian Gordon, the United Way of San Diego County Senior VP and Chief Impact Officer.Rather than more Zoom-based readings or online classes, the United Way of San Diego County decided to base the program out of each family's home.They gave out 1500 books and more than 400 activity kits to keep the kids engaged over the summer. They also encouraged parents and siblings to read with the kids."It was different in many ways," says Gordon. "But it absolutely was successful."According to the United Way of San Diego County, 93% of the families in the program continued reading throughout the summer. At the end, 85% of the kids said they enjoyed reading, compared with 55% at the beginning of the summer.Parents also said they felt more confident and comfortable reading with their children."It was really nice," says Emily Lira. Her son Brian and daughter Emily took part in the program."It gave me more time to set apart from my schedule to read a book with the kids," she says.The United Way of San Diego County also gave the families face masks and hand sanitizer to help with safety during the summer. SAN DIEGO (KGTV) — A man shot his wife and four sons at a Paradise Hills home Saturday, killing four, before taking his own life.Sunday morning, a GoFundMe set up by the victims' family identifies those killed as Sabrina, the mother, and her children, 3-year-old Enzi, 5-year-old Zuriel and 11-year-old Zeth. According to the page, 9-year-old Ezequiel is still in the hospital. The father was identified as Jose Valdivia, 31, according to City News Service. San Diego Police were called to the 2100 block of Flintridge Dr. just before 7 a.m. Police said the dispatcher could not communicate with the caller, but could hear an argument and someone being asked to leave in the background.Officers received another call en route to the home from a neighbor who said they heard arguing and what they believed to be a "nail gun firing." Police arrived and saw a young boy covered in blood inside the home. Three other boys, their mother, and their father were found inside with apparent gunshot wounds. A 3-year-old and the 29-year-old mother were pronounced dead at the scene, according to SDPD Lt. Matt Dobbs. The boys' 31-year-old father, believed to be the shooter, was also among the dead.A 5-year-old, 9-year-old, and 11-year-old were rushed to a nearby hospital. Two of those children have died and the other was taken into emergency surgery in critical condition, according to police.Officers had initially told media the 5-year-old and 9-year-old boys had died and the 11-year-old boy was in surgery, but said during Saturday's press conference they could not confirm which child was in critical condition.Police said the shooting was related to domestic violence and called it a "murder-suicide." A restraining order was filed Friday by the mother against the father, but isn't believe to have been served as of Saturday. Police said the father may have been aware of the order.Saturday morning, police said the father came to the residence and got into an argument with his wife, before using a handgun to shoot his family and then himself.The four boys and their mother lived on the property with several other relatives, police said. The father was not currently living at the property and the couple was going through some type of divorce process.Police confirmed officers were called to the property to break up an argument between the mother and father earlier this month, but no crime was committed."I just pray for that family," one neighbor said. SAN DIEGO (KGTV) - A North County school district is fighting off potential threats with cutting-edge technology.On Thursday the school board approved plans to install an electronic access control system on its campus by the 2019-2020 school year. Funding for the 4,000 project will come out of the district's capital facilities fund. The system will provide global lockdown capability through panic buttons, card readers, computer, or mobile device.LED lights will notify teachers if their classroom door is locked, they can also lock them manually or with a key card. Teachers can also unlock the doors from the inside if they need to let a student in.Jeff Kaye, President and CEO of School Safety Operations, assesses how secure schools are and offers recommendations.He commended Rancho Santa Fe for a high baseline for emergency preparedness, but says it can always be improved. “What we see with locks at all schools is the inability to lock a door from inside of classroom without the use of keys. It makes sense because most of these schools were designed before we had this type of threat. Locks were meant to secure the school after school, not to keep something bad out during school," said Kaye.Kaye says during the Parkland, Florida shooting someone was killed opening the door to try and secure the classroom. He recommends all schools invest in electronic locks in some capacity.“Money is a tough commodity in education safety, especially in California. So when we have someone trying to sell Kevlar doors or Kevlar safe rooms or Kevlar backpacks and the school doesn't have doors that can lock, we say it's like building your swimming pool before building your house," said Kaye. SAN DIEGO (KGTV) - A San Diego man is accused of having and distributing explicit images of minors.According to a federal complaint that was just unsealed authorities allege Gilad Daniel Reifler knowingly distributed visual depictions of a minor engaging in sexually explicit conduct and possessed images of minors engaged in sexually explicit conduct.The federal documents say agents used peer-to-peer file sharing software to connect to his computer in January 2017 and obtain more than four thousand images. Agents say they were able to connect to the computer on two other dates and obtain more sexually explicit files.According to the complaint in June of 2017 agents searched Reifler’s home where they claim he admitted to obtaining and distributing child pornography via the same P2P file-sharing program that they used to obtain the images from a device in his residence.Court documents say, “following the execution of the search warrant I reviewed media seized from Reifler’s residents. The results showed over 170,000 images and over 10,000 videos depicting minors engaging in sexually explicit conduct on media seized.”A man who identified himself has Gilad Reifler told Team 10 investigator Adam Racusin he had no comment about the allegations.10News tried to get a hold of Reifler’s attorney, but as of this writing have not heard back.The FBI tells Team 10 they can’t comment on anything outside of what’s already in the public documents. 1466
