The European Union is to propose ending twice-yearly clock changes after a large-scale public survey, European Commission President Jean-Claude Juncker said Friday.According to Juncker, more than 80% of EU citizens want to abolish daylight saving time and instead remain on the time used during summer instead.At the moment, each EU member state puts clocks forward one hour on the last Sunday of March and back again on the last Sunday in October."This debate about summertime, wintertime has been around for many years here," Juncker told German broadcaster ZDF."Many people are contributing to this debate. We did a survey, a public survey. Millions responded and think that in the future we should have summertime all year round. The CDC is recommending restaurants, cafes and places where people eat and drink, and likely are not wearing a mask while they do so, should consider all efforts to limit possible COVID-19 exposure and community spread, following the publication of a study looking at where coronavirus patients visited.Adults in the study with positive COVID-19 test results were "twice as likely to have reported dining at a restaurant than those with negative test results", according to the Centers for Disease Control and Prevention.The study looked at people who had coronavirus symptoms and sought testing and care from 11 health care facilities around the country. It found two situations were connected to a higher rate of positive COVID-19 test results compared to negative results; going to locations offering on-site eating and drinking options, and having close contact with persons known to have COVID-19.“Exposures and activities where mask use and social distancing are difficult to maintain, including going to places that offer on-site eating or drinking, might be important risk factors for acquiring COVID-19. As communities reopen, efforts to reduce possible exposures at locations that offer on-site eating and drinking options should be considered to protect customers, employees, and communities,” the study states.CDC personnel conducted interviews with more than 300 study participants, asking them about their mask-wearing habits, attending community gatherings, and activities in the last two weeks; including going to an office, salon, gym, bar/coffee shop, church, eating at a restaurant, or using public transportation. Participants answered using a five-point scale to indicate how often they did these activities.“Reports of exposures in restaurants have been linked to air circulation. Direction, ventilation, and intensity of airflow might affect virus transmission, even if social distancing measures and mask use are implemented according to current guidance. Masks cannot be effectively worn while eating and drinking, whereas shopping and numerous other indoor activities do not preclude mask use,” the report says.The responses indicated around 42 percent of those who had positive COVID-19 test results had close contact with one or more people with known positive cases. The majority of those “close contacts” were family members. Only 14 percent of those who had symptoms but had negative COVID-19 test results reported having close contact with a person known to have the virus.The CDC recommends that if a family member or member of a household becomes sick and it is possibly COVID-19, additional prevention measures should be taken. This includes isolating the sick person as much as possible in the home, reducing shared meals and common spaces, wearing gloves and masks inside the home, and cleaning and disinfecting the home often.The study was completed during July and the results were released September 10. 2952

The Department of Justice is suing to block California laws that extend protections for immigrants living in the United States illegally, commonly referred to as "sanctuary laws."The lawsuit by the Trump administration claims three of the state's laws intentionally undermine federal immigration law, according to The Associated Press.One of the laws prevents local police agencies from asking people about their immigration status or assisting in federal immigration enforcement activities. The Justice Department says these laws are unconstitutional.Attorney General Jeff Sessions, speaking at a law enforcement event in Sacramento Wednesday, said the administration's lawsuit against California was to "invalidate these unjust immigration laws" because the state's laws are a "violation of common sense."Sessions told those in attendance at the California Peace Officers Association's Legislative Day that the state has "a problem" and told California officials to "stop actively obstructing law enforcement … stop protecting lawbreakers."The attorney general singled out Oakland Mayor Libby Schaaf, who recently issued a public warning of an impending immigration raid in her city. The Chico Mall has everything you'd expect to find there during the holiday season -- non-stop Christmas music, trees and oversized ornaments, along with signs advertising great deals for increasingly frenzied shoppers.It also has a temporary classroom space and a FEMA Disaster Recovery Center to help people who lost their homes in the Camp Fire, which devastated nearby Paradise, California, and the surrounding area.While they're at the mall to sign up for benefits or take care of other business, a lot of parents are bringing their kids to meet Santa Claus, said Jim Hoskins, the Chico Mall Santa.The Kentucky native, who said he'd prefer you call him Santa, has a gentle voice and a kind smile. He ended his interview with a quick "Ho, ho, ho" as he hung up the phone.He said you'd never know that many of the children he's met had lost their homes."Most of them are smiling," he said, though he does have to win over the occasional crier. "They are astounding."The kids' basic needs have been taken care off, thanks to FEMA and the generosity of the community, Hoskins said, so they're asking Santa for dirt bikes, iPhones, Paw Patrol toys and something called L.O.L Surprise dolls.But many of them do ask for something that Santa can't give -- a home."I usually say 'I can't do this in a year. I don't have the magic to do it right now, but we will get you one,'" he said. "I can't give them instant gratification on that, but I can give them some satisfaction that it will be done."He said some children have been concerned that Santa wouldn't be able to find them since their homes have burned down.
