DES MOINES, Iowa (AP) — Iowa Gov. Kim Reynolds has signed an executive order granting convicted felons the right to vote, ending Iowa’s place as the only remaining state to broadly deny voting rights to felons.The Republican governor signed the order Wednesday after promising in June that she would take such action.Reynolds says she’ll continue to press the Legislature to pass a constitutional amendment restoring felon voting rights, which couldn't be reversed by a future governor. She proposed that last year but couldn’t get Republican state senators to support it.The executive order restores the right to vote for Iowans who have already completed their felony sentences. It requires residents to complete any prison, probation, parole, or special sentence.The order excludes automatic restoration for more serious crimes, such as murder, requiring those people to seek individual restoration but does not require repayment of victim restitution before they could vote."Today we take a significant step forward in acknowledging the importance of redemption, second chances and the need to address inequalities in our justice system,” said Reynolds. “The right to vote is the cornerstone of society and the free republic in which we live. When someone serves their sentence, they should have their right to vote restored automatically. DETROIT, Mich. — A Detroit mother lost her battle with COVID-19 after giving birth to a baby boy. The 33-year-old woman, Erika Becerra, passed away before she could even hold her newborn son in her arms. Becerra had no underlying conditions other than her pregnancy. Her family is understandably heartbroken after the unbelievable tragedy. Thankfully, Becerra's husband, 1-year-old daughter and newborn son all tested negative for the coronavirus. DEL MAR (CNS) - A 4-year-old gelding died today during training at the Del Mar Thoroughbred Club, the second horse lost during the 81st summer meet.Irreproachable suffered an unspecified injury this morning during a workout, according to Del Mar track spokesman Mac McBride. Irreproachable had raced twice, once at Santa Anita in May and once at Del Mar last month, McBride said.The other fatality involved Lovely Lilia, a 3-year-old filly that suffered a fatal injury during a morning workout on July 11, and was later euthanized.McBride said Del Mar has not lost any horses during racing for the past two summer meets.While there were no racing deaths, four training deaths were recorded last summer, while the subsequent fall meeting saw three racing deaths and two in training.McBride noted that in both 2018 and 2019, the Jockey Club's Equine Injury Database recognized Del Mar as the safest major track in the United States.``We hope to continue in that role this year,'' he said. DANE COUNTY, Wisc. — A Whitefish Bay boy who underwent heart surgery, and a piglet that jumped out of a moving truck. These two completely different events would serendipitously come together to inspire our community, which is why it is Positively Milwaukee.It has been a long journey for six-year-old Tristan Zick and “Maxwell the Pig.” They met for the first time at Heartland Farm Sanctuary, just outside Madison.To say Tristan is a fan of pigs would be an understatement.“Pigs are my favorite animal," Tristan squealed. "I love piggies!”Maxwell made it to the sanctuary after leaping out of a truck to his freedom. He is now all healed from his wounds.This is something Tristan can relate to. He had heart surgery nine months ago, and so did his stuffed pig.His mom Stacy adds, “What was wonderful was that he was able to take care of the little pig, and I think that alleviated his pain because he was looking after his little stuffed pig. It was so cute!”When Tristan’s birthday rolled around this year, they came across Maxwell’s story. In lieu of gifts, the family raised money to help the piggy recover. The family even hosted a drive-thru bake sale, where the family baked pig-shaped cookies.Stacy shares what blew her away most of all, “[The sanctuary worker] asked what Tristan’s birthday was, and I told him. Death row inmate, 61-year-old David Earl Miller will be executed tonight by the electric chair at 7 p.m. tonight.Miller is the second Tennessee death row inmate in just over a month to choose to die by the electric chair. His attorneys argued that the state's lethal injection method causes a prolonged and torturous death.Tennessee Governor Bill Haslam declined Miller's clemency application, in which his attorney claimed Miller had been suffering from “severe mental illness” at the time of his crime, and that his mental state places him “far outside that group of offenders who are the worst and for whom the death penalty is reserved.”Miller is also asking the U.S. Supreme Court to issue a stay of execution to address two separate legal issues. The high court declined to issue stays for either of the two other inmates executed this year.The inmate was moved to death watch Wednesday and served his requested last meal Thursday afternoon.Miller was convicted of killing 23-year-old Lee Standifer, who was mentally disabled, in Knoxville in 1981.A man Miller was living with found Standifer's body naked in the yard with her hands bound and roped wrapped around her body.
