CARLSBAD, Calif. (CNS) -- Police Friday announced the arrest of a 54-year-old Poway man on suspicion of killing a young woman in Carlsbad 33 years ago.James Charles Kingery was arrested Wednesday in connection with the sexual assault and murder of 26-year-old Julia Hernandez-Santiago, whose body was found on Oct. 10, 1987, on an ivy-covered embankment in the 2100 block of Alga Road, west of Alicante Road, Carlsbad police spokesman Jodee Reyes said.The San Diego County Medical Examiner's Office determined the cause of death was asphyxiation due to strangulation."Investigators were able to recover several pieces of key evidence at the time; however, a suspect was never identified," Reyes said.Over the next three decades, detectives continued to follow leads and technology eventually helped reveal new investigative angles to probe.Last March, San Diego County sheriff's deputies arrested a man on narcotics and weapons violations and took a DNA sample from him, as required by law based on his alleged offenses, Reyes said. Last May, the sheriff's crime lab notified Carlsbad police that the DNA samples from the 1987 murder case were a match for Kingery.Kingery was booked into the San Diego Central jail around 12:30 p.m. Wednesday on suspicion of murder, according to jail records. He was being held without bail pending his arraignment, scheduled for July 31.A motive for the killing has not been disclosed. 1428

(KGTV) - A Carlsbad high school teacher accused of "inappropriate conduct" is denying the allegations that has forced him out of the classroom for months.About two months ago, senior Rafa Fabito said his film teacher at La Costa Canyon High School, Speed Farris, was a no-show."I thought he was just absent," said Fabito.But that absence continued without an explanation -- until now. An email was sent home to parents earlier this week confirming Harris is currently assigned to the San Dieguito Union High School District's Administrative Office amid an investigation into allegations of "inappropriate conduct toward former students." Across the La Costa Canyon campus, there was a sense of disbelief."This doesn't jive with what his typical personality is like. I wouldn't expect this from him," said Fabito.Early this school year, student Mary Harris took a literature class taught by Farris."He liked to joke around but never made anyone feel uncomfortable. Just a happy, fine guy," said Harris.Some parents told 10News they were upset it took months for the school district to inform them. As for the teacher at the center of the probe, he agreed to talk to 10News. By phone, Farris told 10News he couldn't say much, but did maintain his innocence. "These allegations are false. They're unwarranted. I've cooperated with the district investigation as much as possible. This whole process is ruining my life and my career," said Farris. 10News reached out to the San Dieguito Union High School District to find out why it took several months to inform parents, and is waiting to hear back. Cat owners in a small New Zealand village have been given paws for thought after a local council pledged to carry out a ban on the animals.According to a "pest plan" put forward by Environment Southland, cat owners in Omaui, on the country's South Island, will have to neuter, microchip and register their cats with local authorities.The proposal states that when the cat dies, owners will not be allowed to purchase a new one."There's cats getting into the native bush; they're preying on native birds, they're taking insects, they're taking reptiles -- all sorts of things," biosecurity operations manager Ali Meade told the Newshub news service."They're doing quite a bit of damage."The proposal is also being backed by Omaui Landcare Charitable Trust Chairman John Collins, who says removing cats from the area would enable native animals to thrive.''We're not cat haters, but we want our environment to be wildlife-rich," he told the Otago Times.''Native wildlife is disappearing rapidly around the country and places like this where people still live and enjoy and hear the birdsong are probably few and far between,'' Collins said.Submissions on the Southland regional pest management plan close on October 23.New Zealand is currently embarking on an ambitious plan to become predator-free by 2050 with plans to eradicate species of possums, stoats and rats.The-CNN-Wire 1385

CEO Win Cramer said they have lived the American Dream, saying they're a scrappy business always fighting to get on top."We worked out of literally, a house, or a rundown office or an apartment building forever," he said. JLab competes against major brands like Bose and Beats.They found a niche and made a name for themselves, "We came out with some fun colorful designs that happened to be on trend."Cramer said innovation is their secret weapon."It gives you the option to really tune out on a plane, you push a button and the engine noise goes away," explaining one of their earbuds.Their newest challenge is Trump's trade war. Billions of dollars in tariffs imposed on China are going into effect, and while all of the design work is done in Carlsbad, 100% of JLab's product is shipped from China.Cramer was sitting on a plane when he saw the alert, "this news pops up on my phone that 0 billion in tariffs announced, I quickly perused the list and saw our tariff code that we import  80% of our products was on the list and I just had this feeling of oh gosh we're going to have to fight this battle that we don't know how to fight."He is bending every ear within reach to spread awareness of how this affects JLab and other American businesses and even went to Washington DC to plead his case.Cramer said no legislators were there, just staffers and no electronic devices were allowed into the room. He said there is a written record of what was said."It was the largest hearing in US history which in it of itself should tell you something and how folks are, at least businesses like us are taking this pretty serious," he said.Production costs could increase by 25% and with the holiday season upon us, he's running out of options, "layoffs or pay cuts being the last option, certainly not something that I want to do or think about or consider, but it's something we're being forced to consider."He hopes change is swift and those in power hear his plea.He said the company will find out in mid-September how big the changes will be, and will see impacts as early as October.
