A 25-year-old California woman is accused of trying to flush her newborn baby down a toilet at a fast food restaurant where she was employed, KRON-TV reported. Sarah Lockner is held on an million bail and faces charges of attempted murder and inflicting great bodily harm to a child.According to an account of the incident given to KRON, Lockner, who is a cashier at a McDonald's in Redwood City, California, went to the restroom several times on Sept. 4, complaining of stomach pains. (KGTV) -- The California Department of Education on Monday released guidance for the safe reopening of all state schools.State Superintendent of Public Instruction Tony Thurmond and other CDE leaders unveiled a guidance document that will serve as a road map of recommendations for schools as they work with local public health officials on steps to reopen.All schools in the state closed in March due to stay-at-home orders protecting against the spread of COVID-19. Reopening dates have not yet been set.The document addresses topics such as face coverings, physical distancing, symptom screenings and distance learning.Some of the suggestions include:Students should use cloth face coverings, especially in circumstances when physical distancing cannot be maintained. Face coverings should be worn while waiting to enter the school campus; while on school grounds (except when eating or drinking); while leaving school; while on a school bus.In classrooms, desks are to be a minimum of 6 feet apart and desks should be arranged in a way that minimizes face-to-face contact.All staff should wear face coverings. Teachers could use face shields, which enable students to see their faces and to avoid potential barriers to phonological instruction.The CDE also laid out suggested scheduling models, including:Two-day rotation: Students report to school on two designated days based on grade level for in-person instruction.Alternate week rotation: Half of the student population attends in-person learning opportunities four full days per week while the other half is engaged in distance learning opportunities.Looping structure: Students and teachers will remain together for multiple grade levels (TK-8).Staggered scheduling: Start and dismissal times would be staggered based on grade level.Click here to view the department's full guidelinesThurmond said, “We have to prepare for the likelihood that we will have to return to distance learning.”Jean Marie Arce, whose son will be a sophomore at Hilltop High School in Chula Vista, told 10News she is concerned for working and single parents when it comes to dealing with in-class learning versus distance learning for their children.“It’s so much easier for him just to be in school than trying to do the online thing,” Arce said.Arce also had concerns on how physical distancing would work once students are allowed to return to campus.“These classrooms are 20-plus kids. (KGTV) - Solar panels are set to become a far more common sight atop homes in California.The California Energy Commission is set to adopt the new building energy standards that, in part, will require all new homes constructed to include solar panels.The mandate would affect all single-family and low-profile (three stories or less) homes, condos, and apartments that obtain building permits after Jan. 1, 2020.RELATED: Top candidates for California governor lay out plans to address affordable housing issueThe commission estimates new homes will cut energy use by more than 50 percent under the solar mandate.The standards also include updates to ventilation, nonresidential lighting, and heat transfer standards. Consumers may see an added to an average monthly payment but save an estimated on monthly heating, cooling, and lighting bills under the new standards, according to the commission.In California, solar panels can cost homeowners between ,928 to ,340 on average, according to Energy Sage. (KGTV) One of the biggest city-owned office spaces sits vacant and may do so for a little while longer.The City of San Diego acquired the 19-story tower at 101 Ash St. in the beginning of last year in effort to consolidate staff into a new space, but various delays have kept the renovation from being completed.Officials signed a lease-to-own contract for the old Sempra Energy building and have been paying more 5,000 a month plus operational costs since January of 2017.The city was supposed to move in July 2017 and the estimated daily cost for the vacant structure is a little less than ,000.“I do believe the city has bungled this decision from the beginning starting with the purchase,” said San Diego City Councilmember Barbara Bry.Bry was elected to council after officials voted to acquire the building for million and says the issue can be traced to how city staff briefed council just before the purchase.“At the time city staff told the council that the building was in excellent shape and the million in tenant improvements was enough,” added Bry.Records indicate the city has paid more than million in rent and roughly million in operating costs since taking over the property.Bry is working behind the scenes to mitigate the matter before the costs balloon any more, but estimates it will be at least six months until staff can move into the 101 Ash Street building.The City of San Diego says more than 1,100 employees will work there when the renovation is complete and they plan to move into the building sometime in fiscal year 2019 — which begins in July. 1617
