SACRAMENTO, Calif. (AP) — California's ballot harvesting law is creating controversy this election year. The law allows individuals to collect ballots from voters and return them to county election offices. Republicans have set up unofficial drop boxes in some counties with closely contested U.S. House races. State officials say the boxes are illegal and have ordered the party to remove them. But party leaders say they are using the boxes to collect ballots as the law allows. At least one Democratic campaign is using neighborhood hubs where designated volunteers receive ballots at their homes from voters. 620

Robert Davis, 70, faces criminal charges after he was caught in South Florida allegedly using a device that concealed his license plate while driving past toll stations, WPLG-TV reported. For the last 18 months, social media users have been posting videos of a Chrysler van driving past toll stations with a concealed license plate. Until last week, Florida Highway Patrol was unable to find the van. But on Saturday, an off-duty Florida Highway Patrol officer finally spotted the van near Homestead, Fla. "I kind of realized that is the guy and I had to call it in," Lieutenant Alejandro Camacho told WPLG. "And then troopers came and stopped him and made an arrest. "Florida Highway Patrol officials allege that Davis used a remote control that drops a cover over the license plate to conceal the license plate. It is unclear how many times Davis allegedly used the device. Davis was arrested on charges of organized fraud, cheating and petty theft, WPLG said.  1006

(AP) — California lawmakers are considering proposals that would make the state the first in the nation to offer government-funded health care to adult immigrants living in the country illegally.Democratic Gov. Gavin Newsom has proposed covering immigrants 19 to 25.A proposal in the state Senate would expand that coverage to include people 65 and older, while the Assembly is considering a bill that would extend benefits to all low-income immigrants 19 and older.California already covers immigrants 18 and younger regardless of their status.A final decision on wider coverage may come down to cost.Newsom estimates his plan covering young adults would cost million a year. Legislative staffers estimate the Senate's plan could cost 4 million and the Assembly proposal .2 billion annually.Newsom estimates California will have a .5 billion budget surplus.
