BEIJING, March 21 (Xinhua) -- China would step up efforts to accelerate the transformation of its economic development pattern to achieve sound and fast growth, said Vice Premier Li Keqiang Sunday.Li made the remarks when delivering a speech to the China Development Forum 2010 held in Beijing. BEIJING, Feb. 20 (Xinhua) -- China Saturday issued a regulation on the implementation of the Audit Law, which required close audit to government-funded projects, to make sure financial funds were properly used.The regulation, issued by the State Council, or China's Cabinet, asked auditing offices to conduct follow-up audit to organizations or projects, which were funded or partly funded by government.The regulation was revised and passed at an executive meeting of the State Council on Feb. 2 and will become effective on May 1 this year.Under the regulation, audit authorities are entitled to launch special investigation into government departments or organizations on budget management or the management and utilization of state assets.To ensure accurate and impartial auditing, the regulation provides that organizations are entitled to apply for government adjudication, administrative review or lodge a lawsuit if they disagree with the audit results.The current Audit Law was amended and passed in February 2006 by the Standing Committee of the Tenth National People's Congress.

BEIJING, Jan. 24 (Xinhua) -- China's central bank asked the nation's lenders to increase loans for rural development as farmers and rural business still had limited access to financing.Banks should issue more microloans to farmers to foster rural industries and urbanization, Liu Shiyu, deputy governor of the People's Bank of China, said at a meeting on rural financing service on Sunday."More efforts should be made to encourage financial institutions to offer rural financing services and participate in rural financial market," he said.Rural credit cooperatives should speed up corporate restructuring and play a leading role in rural financial market, Liu said.He also urged efforts to establish more village banks, microcredit companies and new types of financial institutions.Poor access to fund, as one of the reasons, has long kept China's rural development left behind the urban modernization.The situation has not been significantly improved despite repeated calls by government, as banks are relunctant to lend for lack of collaterals.By the end of September 2009, rural loans increased 29.1 percent year on year to 8.8 trillion yuan (1.29 trillion U.S. dollars), 8.3 percentage points higher than a year earlier

CHENGDU, Jan. 31 (Xinhua) -- Two giant pandas in the United States will fly back home in the southwestern Chinese province of Sichuan next week, according to local officials.Tai Shan, a 4-and-a-half-year-old male panda born at the National Zoo of Washington D.C., and Mei Lan, a 3-year-old female panda born at Zoo Atlanta, will arrive in Chengdu Feb. 5 after a 14-hour journey from Washington.Experts from the two zoos will escort the two giant pandas back to China.Tai Shan, who was born in July 2005 and raised up in the National Zoo, will return to the Ya'an Bifeng Gorge Breeding Base of Wolong National Nature Reserve.Tai Shan was supposed to get back to China at the age of two. The Chinese government agreed to postpone its return twice in 2007 and 2009 at the request of the National Zoo, where millions of people visited him.Tai Shan's father Tian Tian, 13, and mother Mei Xiang, 12, are also due to return December next year.Mei Lan will return to the Chengdu Research Base of Giant Panda Breeding.Mei Lan was born in September 2006. Her parents Lun Lun and Yang Yang arrived in Atlanta in November 1999.There are now 13 Chinese giant pandas living in four zoos in the United States.Giant pandas, known for being sexually inactive, are among the world's most endangered animals.There are about 1,600 giant pandas living in China's wild, mostly in Sichuan and the northwestern provinces of Shaanxi and Gansu. Another 290 are in captive-breeding programs worldwide, mainly in China.
