COLUMBUS, Ohio (AP) — Authorities in Columbus, Ohio, have released police body camera footage showing the moments early Tuesday when an officer on a nonemergency call fatally shot a Black man who was holding a cellphone as he emerged from a garage.Warning: the video in this story is graphic in nature and contains scenes that some may find disturbing.The video released Wednesday shows the Columbus officer approaching an open garage and the man walking along a car out of the garage.The man, identified as Andre' Maurice Hill, is holding up the phone in his left hand.The officer fires and Hill drops to the ground.The officer is then heard yelling at Hill to move his hands to the side and to roll over.The officer, Adam Coy, and a female officer responded to a call from the neighborhood that reported a vehicle running in the street on and off for an extended period of time, according to the Columbus Dispatch.The officers did not have their body cameras turned on at the time of the shooting, however the Columbus Dispatch reports the cameras have a 60-second "look back" feature that captures 60-seconds of video, no audio, before a camera is turned on. CLEVLAND, Ohio — The FBI is investigating civil rights issues inside the Cuyahoga County jail according to a damning report detailing serious problems inside the jail.The details of the incident involving the use of force as a punishment, as well as the FBI's involvement were blacked-out in a version of the report released by Cuyahoga County on Wednesday.However, a complete version obtained by WEWS television station investigators confirm "this particular UOF incident was turned over to the Federal Bureau of Investigation, Cleveland...for further investigation."According to the report, prepared by the US Marshals at the request of county leaders, the Facility Review Team confirmed use of force is used as punishment inside the jail.The report also noted more than 100 interviews with inmates and detainees "reveal strong and consistent allegation of brutality, UOF punishment, and cruel treatment at the hands of the Security Response Team (SRT), whom the detainee/inmates refer to as "The Men in Black" based on their black para-military uniforms."Inspectors also noted that body cam video revealed "aggressive conduct and behavior as well as abusive, explicit language used by SRT members direct at detainees/inmates."US Marshal Pete Elliott confirmed that both the FBI and Cuyahoga County's Inspector General are conducting investigations into civil rights issues inside the jail.Since late June, at least six inmates have died at the jail. Consumers, especially men, should not purchase or use two e-cigarette liquids that contain popular erectile dysfunction drugs, the Food and Drug Administration warned Tuesday.The two HelloCig e-liquids contain tadalafil and sildenafil, the main ingredients in two of the most popular male enhancement drugs on the market, the FDA said. "These FDA-approved prescription drugs are not approved for inclusion in e-liquid products sold over the counter and are therefore being sold illegally."By not properly labeling the e-liquids, the agency said, the company was not providing adequate warnings for the protection of users, specifically anyone with erectile dysfunction, high blood pressure, diabetes, high cholesterol or heart disease who take nitrates to manage their condition."These undeclared ingredients may interact with nitrates found in some prescription drugs such as nitroglycerin and may lower blood pressure to dangerous levels," the FDA said in its warning.A lab analysis found both sildenafil and tadalafil in E-Cialis HelloCig E-Liquid and sildenafil in E-Rimonabant HelloCig E-Liquid, both sold by Shanghai-based HelloCig Electronic Technology Co. Ltd.The company has not responded to a request for comment.Although no adverse events have been reported to the agency, all consumers should stop using the products immediately, the FDA said, and anyone who experiences side effects should report them to the FDA's MedWatch Adverse Event Reporting program.The FDA says it sent a warning letter to HelloCig in October, citing a number of concerns about illegal marketing claims. "Using the tradename of the drug product Acomplia and including an image of the Acomplia container and tablets next to the product on your website suggests that the product is intended to treat obesity."HelloCig did not respond to the initial warning, the FDA said.The manufacturers of Cialis has not responded to requests for comment.
