SAN DIEGO (KGTV) - The former Navy sailor accused of killing four people by driving his truck off the Coronado Bridge and onto a crowd attended a motions hearing Friday.Richard Sepolio faces four counts of gross vehicular manslaughter and DUI. His defense team argued to throw out the DUI charge, as well as crucial evidence, including initial conversations between Sepolio and his arresting officers. The judge concluded that both issues would be allowed in the upcoming trial. The nephew of two of the victims wants answers. Jacob Contreras has flown from Chicago to San Diego a dozen times to follow the case in court.RELATED: Parents of driver in Coronado Bridge crash defend son"I'm here a lot. I'm trying to move here,” Contreras said. "My family hasn't celebrated Thanksgiving in two years. Life is just not the same. It's never going to be the same."Contreras is the nephew of Annamarie and Cruz Contreras of Chandler, Arizona, two of four people killed on October 15, 2016. Like the two other victims, Francine Jimenez and Andre Banks of Hacienda Heights, the couple was attending a fundraising event at Chicano Park when Sepolio’s truck suddenly plunged into a crowd, killing them.Sepolio's high-profile attorney Paul Pfingst argued Friday that his client was not read his Miranda rights while being transported to the hospital for his injuries and therefore, the conversations between Sepolio and responding officers should be inadmissible during trial.RELATED: Facebook Live video captures aftermath of bridge crashCHP Officer Juan Carlos Jimenez read from his notes about the initial conversation."I asked if he felt the effects of the alcohol,” Jimenez said. “He said ‘Yep.’”Officer Jimenez also recalled the moments when he gave Sepolio a Breathalyzer test. He believed Sepolio was attempting to fake the test by only pretending to breathe small amounts of air into the device. The test results showed Sepolio's blood alcohol level was 0.08 to 0.09%. RELATED: Social media: Truck flies off Coronado Bridge, lands on crowdThe defense also argued that responding officers never noted Sepolio had “slurred” speech, implying that he may not have been drunk when the accident occurred. Officer Jimenez remembered that Sepolio’s speech was indeed slurred and that he was complaining of back pain. But he admitted that instead of writing he had “slurred” speech, he noted that his speech was “slow.”Jacob Contreras said he was not buying the defense’s argument. "The slurred speech and slow speech, if you're intoxicated, you tend to do both,” Contreras said. “So my point of view is the defendant was intoxicated.”RELATED: Navy man charged with DUI in crash that killed fourNearly two years since the crash, Sepolio has recovered from his injuries. But two families are still left without answers, still seeking justice. 2876

SAN DIEGO (KGTV) - The Gaslamp Quarter Association has plans to turn a section of Fifth Avenue into a pedestrian friendly promenade. The section affected would be from Broadway down to L Street, where the Convention Center is located. The change could help during big events like the week of Comic-Con and holidays like Halloween. “It’s kinda mayhem,” says Michael Carbone, director of the Chuck Jones Gallery. “As far as trying to get from one block to the other, it could take you 15 minutes.” Carbone says while he loves the crowds during Comic Con, the rent is so high downtown, his gallery is moving to Little Italy. Some suggestions under consideration, according to the GQA: putting in street furniture, plants, local art sculptures or murals and entertainment venues. “Well, the safety factor is you can just stroll, you don't need to look out for cars, and we don't allow bicycles either,” said Sue Meek, a tourist from Scotland who says similar areas function well back home. The Gaslamp Promenade project could allow certain hours for vehicle traffic, such as 3 a.m. - 11 a.m. The projected cost is currently million. The association says they have a plan to use grant money and fundraise to make the project happen. “I think this is something that will take us to the next step and for many years in the future to help drive tourism, drive economic impact to businesses and the city. I think this is a future vision that everyone can be excited about,” said Michael Trimble of the Gaslamp Quarter Association. You can take a look at what the Promenade could look like and ask questions online. 1617

SAN DIEGO (KGTV) - The first round of artists for San Diego’s Wonderfront music festival, supported by the star power of Tony Hawk, Trevor Hoffman, and Rob Machado, was announced Monday. The event will take place on seven stages in parks and on piers along the Port of San Diego, from South Embarcadero up to Broadway Pier. Wonderfront is scheduled for Nov. 22-24, 2019, the weekend before Thanksgiving. Wonderfront organizers plan to mix well-known stars with local favorites and emerging artists. “Our goal with this lineup was to have it stacked from start to finish each day with great artists. It’s hard to really call any certain bands our so-called headliners as so many lines of bands on this festival are all headliners in their own right,” said Wonderfront co-founder Paul Thornton. The first round of artists, announced Monday, include Miguel, Slightly Stoopid, Ben Harper & The Innocent Criminals, MGMT, Dimitri Vegas & Like Mike, Nicky Jam, Don Omar, Vince Staples, Tyga, Los Angeles Azules, Tucanes de Tijuana, Walk the Moon, Phantogram, X Ambassadors, Michael Franti & Spearhead, Lil Dicky, Big Gigantic, and Pennywise. A second round of artists will be named later in the summer, organizers said. North County resident Tony Hawk will have a presence at the festival with the Huckjam stage for music and a skateboarding ramp, where he and other pro skaters will perform tricks. “I’m excited to bring back the Huckjam format (choreographed and freestyle skating with live music) after 10 years of hiatus, and there is no better place for it than my hometown. I’m proud to be involved with Wonderfront, and it’s been a blast helping handpick the legendary punk bands for our stage.” Tony Hawk, Wonderfront Festival Partner. Tickets go on sale Friday, June 14 at 10 a.m. and start at 9 for a three-day pass, according to organizers. Subscribers to the festival’s WonderLIST will have access to pre-sale Early Bird discounts June 7.Get more information on the Wonderfront website. 2014
