HOUSTON (AP) — A federal judge has ordered the release of children held with their parents in U.S. immigration jails and denounced the Trump administration’s prolonged detention of families during the coronavirus pandemic. She wasn’t aware police in cities across the country are warning of a scam circulating, costing some thousands of dollars.It works like this: someone asks to use your smartphone, says their battery died or they left theirs at home, they use your payment app and steal your funds without you even knowing.Joseph Martinez, an information system security professor at Milwaukee Area Technical College, says when you’re not using them, log out of the money apps and while you’re at it, get off of Bluetooth.“They can hack into the phone via the Bluetooth portal and then through that portal have access to any application that you have your password and credentials automatically stored,” said Martinez.He also suggests linking your credit card instead of a debit card, so you have more protection. Burmeister is taking notes, considering her cell, like so many others, is a digital wallet. She says she’s not sure now if she’ll hand off her phone to a stranger. “I’d probably just say 'hey, I bet the restaurant has a phone inside' or if they’re in a public place,” said Martinez. A spokesperson for Milwaukee police hadn’t heard of any reports but urges people to be cautious. Martinez says as another precaution, you should download antivirus and spyware apps and what’s called a VPN app, or "virtual private network." It’s rare for the others to cause shortness of breath," Dr. Olulade said. When should you go to the doctor? Dr. Olulade said, do not panic and run out the door immediately. First, make sure you have a fever, cough, and especially shortness of breath. Then, call your doctor to let them know of your specific symptoms so that the hospital or doctor's office can prepare for your potential arrival. For example, you may need a special type of room to be set up. You may not.Dr. Olulade said if you are in general good health, with no pre-existing conditions, and have no recent travel history, you may be asked to stay home and self-quarantine for the time being. If the pandemic caused you to relocate across state lines, even temporarily, the next surprise could be having to file an extra tax return and potentially pay more taxes.The issue gained national attention in May, when Gov. Andrew Cuomo of New York said out-of-state health care workers who came to help with the pandemic would face New York income taxes.Cuomo’s comments generated outrage, but in fact, most states tax people who earn money within their borders, even if those people usually live and file tax returns elsewhere. Even a single day in some states can trigger a tax bill.Remote working could mean tax hasslesMultistate taxation has long been a headache for entertainers, athletes, professional speakers and others who earn money in more than one state. Snowbirds, retirees who move south for the winter, can face it as well. Now it could be a problem for many people who relocated, however temporarily, because of the pandemic.Nearly one in 10 young adults, those ages 18 to 29, said they had relocated because of the pandemic, according to a Pew Research Survey poll taken in early June. Overall, 3% of adults said they’d moved and 6% said someone else had moved into their households. Those who moved cited reducing their risk of infection (28%), college campuses closing (23%), wanting to be with family (20%) and job loss or other financial issues (18%).Changing attitudes about remote work mean that multistate taxation could be an issue for more people and companies in the future. Nearly half of the company leaders surveyed by research firm Gartner in June said they planned to let employees work remotely full time even after people can return to the workplace. Remote working allows people to move to more affordable areas, which could be in a different state. But having even a single employee in another state can raise business and sales taxes for their companies.A tangle of tax rulesFor individuals, double taxation, having to pay taxes in two or more states on the same income, is possible because state rules differ so widely. In most cases, though, the taxpayer’s home state will offer a credit for taxes paid in other states, says Eileen Sherr, senior manager for tax policy and advocacy for the Association of International Certified Professional Accountants.But there are scenarios where someone could end up paying more without technically being taxed twice, Sherr says. If the tax rate in the new location is higher, for example, the home state’s credit may not offset the whole bill. Also, if the person’s home state doesn’t impose an income tax but the other state does, then there’s no credit to offset the additional taxes.Another issue: failing to file a required state tax return, either because people didn’t know the other state required it or because they’re hoping to get away with it. That can lead to audits, taxes, penalties and amended returns, says Mark Klein, chairman of Hodgson Russ law firm in New York City. Auditors often can figure out where you were when by using cell phone records and credit card receipts.You can, of course, decide to make your move permanent. But if you change your mind, move back and get audited, the auditors will conclude that you never truly left, Klein says.“The real test is whether you stick the landing,” Klein says.What can be doneSome states have long-standing reciprocity agreements, usually with neighboring states, that will prevent commuters from having to file multiple state tax returns, Sherr says. In addition, 13 of the 41 states that tax income have said they will give remote workers a break if they moved because of the coronavirus, she says.Sherr suggests that people who may be affected by another state’s tax laws talk to a tax pro to assess what their liability might be and discuss the situation with their employer, in case their withholding needs to change. She also recommends people keep good records so they can track how many days they earned money in each state and how much.It’s possible that Congress could provide some help. A proposal in the Senate’s pandemic relief bill would require that states maintain the pre-pandemic status quo — in other words, pay for newly remote workers would be taxed the way it was before the pandemic. The bill also would create uniform rules for assessing state and local income taxes.Those ideas may face opposition from states desperate to replace lost revenue, however. IMPERIAL BEACH, Calif., (KGTV) — One week after San Diego County lifted the beach closure at the Imperial Beach Pier, many people are enjoying the waves. But parts of the coastline remain closed due to the Tijuana River runoff contamination. Nicolas Pasculli of Hillcrest, drove down specifically to Imperial Beach to avoid the weekend crowds.“We’ve had rain for such a long time. It’s nice to enjoy the sunshine and the fresh air," Pasculli said. We met him sunbathing on the sand, just south of Seacoast Drive. Compared to some of the other areas in the county, this beach was empty.“Maybe because the sign is up and it says to be careful, the water might be contaminated,” Pasculli said. Bright yellow signs are clearly posted at the entrance of the beach. Last week, San Diego County Environmental Health gave the green light for people to enjoy beaches north of the last house on Southeast Drive in Imperial Beach. But Pasculli was right in the middle of the 'Red zone,' where the county deemed unsafe due to Tijuana sewage contamination since last November. That did not seem to bother him. “The way I look at it, we’re pretty close to that last house, so I think we’re in a gray zone, so I’m not worried about it,” Pasculli said. Surfer Dane Crosby was not phased by the warnings either.“It’s a north swell today, so I know that the water is moving south," he said.The Imperial Beach resident already surfed the waters in the morning. He was at the beach again, walking his dog Dixie.“When it is dirty, you’ll get an essence of detergent, kind of like a peppery detergent smell,” Crosby said. But today, he did not smell anything. Neither did Pasculli. They are both confident that the winds and waves will filter away the contaminants.“I think sometimes people get over anxious about things because we’ve become such a germaphobe society,” Pasculli said. “The ocean is pretty active today, so I think it's going to clean itself out.” 1950
