No!”The city also spent ,000 adding signs reminding people to wear masks.“To people who feel like their rights are being tread upon, I wish they would look at this in a different frame,” said Del Mar mayor Ellie Haviland.Haviland says this extra enforcement is not a scare tactic but rather a way to be as proactive as possible to help get this pandemic under control.“It has been shown in other communities around the world that enforcement is one of the key elements of getting the compliance needed in order to get people wearing masks and social distancing,” she said.Haviland added that anyone not wearing a mask and is less than 6 feet away from someone that’s not considered a household member is violating local health codes which could result in a ,000 fine and up to 90 days in jail.“I don’t think you can ever look for that to happen unless there’s something egregious,” said Del Mar-based lawyer Bing Bush, Jr. “It’s just a matter of public safety.”While Bush Jr. believes most people don’t have to worry about getting fined or going to jail for not wearing a mask, he says there is a lawful hierarchy across the county where cities are required to do at least the bare minimum when it comes to enforcing state and county health requirements.“I think where it gets kind of tough is where again you butt up against individual rights,” he said. “Folks aren’t quite used to having their so-called freedoms taken away for the public good and it’s a challenge.”It's a challenge city leaders say is based on facts and science not politics or individual beliefs.“This is strictly about what are we seeing working in other places and what are the health experts recommending that we do,” Haviland said.This added enforcement is a four-month program that runs through November. DESCANSO, Calif. (KGTV and CNS) -- Authorities Sunday released the identities of the two men killed when a small plane crashed in rough terrain in East County.77-year-old David Alan Derby, a commercial pilot from Santee, and 36-year-old Ryan Michael Willis of San Diego, were found early Thursday morning after their plane didn’t return on schedule.The two took off from Gillespie Field Wednesday evening in a 1682G Champion 7KCAB certified aircraft. When the single-engine plane didn’t report back, a search ensued, leading investigators to find a possible crash site after observing a steep descent on radar.RELATED: Wreckage of missing plane with two people on board found in East CountyA helicopter was able to locate the plane near Descanso, roughly 17 miles northeast of Gillespie Field.Derby and Willis were both determined to have died in the crash.Derby held his pilot’s license since 2003, according to the FAA. Despite pleas from federal and local leaders to stay home for the holidays and keep gatherings to household members, the TSA screened nearly 1.2 million travelers Wednesday, a record high during the pandemic.According to TSA reports, 1,191,123 people were screened at TSA checkpoints at the country’s airports on December 23. DENVER (AP) — A couple convicted of criminal charges in the so-called balloon boy hoax that fascinated the country more than a decade ago were pardoned Wednesday by the governor of Colorado.Dozens of rescue crews scrambled to save the 6-year-old boy after Richard and Mayumi Heene reported he had floated away in a homemade UFO-shaped silver helium balloon in 2009.According to the Associated Press, authorities said the couple staged the incident because they wanted publicity to pitch reality TV shows.But the child was never in the balloon. According to the AP, he was home in Ft. Collins.The couple eventually pleaded guilty, served jail time, and was ordered to pay restitution.Democratic Gov. Jared Polis says they don’t deserve to be dragged down by criminal records for the rest of their lives.“In the case of Richard and Mayumi Heene, the “balloon boy” parents, we are all ready to move past the spectacle from a decade ago that wasted the precious time and resources of law enforcement officials and the general public,” Gov. Polis said in a statement. “Richard and Mayumi have paid the price in the eyes of the public, served their sentences, and it’s time for all of us to move on. DEL MAR, Calif. (KGTV) - SANDAG will start a million project in September, hoping to stabilize Del Mar cliffs that support railroad tracks.Geologist Dr. Pat Abbott says this winter and spring have been rough for bluffs, "in the past few months with a lot of rainfall, we've seen cliff collapses galore in Del Mar."SANDAG says they're going to install pillars and repair drainage structures, "put in steel beams, tie backs, bits of concrete walls, to start to stabilize some of the beach cliffs," Abbott added.The nine-month long project stretches from Seagrove Park to Carmel Valley Road."I think it's a wonderful idea, it's better to do it now, get it behind us, before something happens and a train goes off the side of the cliff," neighbor Lynn Kunkle said.Abbott calls it a Band-Aid, "there's no easy way to get out of this...You have tall sea cliff standing here, ocean waves beating at the bottom, rains soaking into the ground you have trains going by better than 50 a day."Each of those factors eroding the cliff side. Down on the beach lies an example of the fight between amn and mother nature. A concrete drain's side sticks out past the eroded cliff by about two feet. Abbott said the same will happen with this project.A seawall has another negative effect, keeping sand from replenishing the beach below. The Coastal Commission made a compromise with SANDAG when they approved the project. SANDAG will build more beach access for pedestrians.Abbott says we need to think long-term, "let's just do a Band-Aid now like the one proposed here, pass it on to the next generation as if it will be simpler for them to solve than it is for us."SANDAG is planning for the long-term, saying they are still looking into options to move the railroad.
