SAN DIEGO (KGTV) – A man involved in a reported domestic violence incident in City Heights early Wednesday morning made his way onto the roof of a building and refused to come down, prompting a standoff with San Diego police.According to SDPD officials, officers responded to a domestic violence-related call at around 2:30 a.m. at a home in the 4100 block of Wilson Avenue. Police say the incident involved a man and his girlfriend, and the man allegedly destroyed a phone line or cell phone.When officers arrived, they spotted the man in the incident and tried to get him to surrender, but he ran away.With police in pursuit, the man climbed onto the roof of a home on 35th Street. Officers surrounded the home, but when police placed a ladder for the man to come down, he grabbed the ladder and pulled it onto the roof with him.The man used the ladder to help him cross onto the roof of a two-story apartment building in the 4000 block of 35th Street.As police negotiators tried to get the man to come down, he reportedly threatened officers with makeshift weapons and threw objects at emergency responders.After nearly 19 hours, the man was taken into custody just before 9:30 p.m. Wednesday night. 1211

SAN DIEGO (KGTV) -- A group of women is trying to appeal the decision by a judge to release the 'Bolder than Most' rapist, Alvin Quarles. Quarles is set to be released in Jacumba Hot Springs by Nov. 30. The women, including two of his victims, created a petition called Your Voice has Power. They are collecting signatures to be delivered to District Attorney Summer Stephan's office. Cynthia Medina and Mary Taylor were both assaulted by Quarles in the late 1980s. They are worried that he will re-offend when he's released. "He will re-offend. I fear for your daughter, your sister, your grandmother, your mother, your boyfriend, your son," said Medina. Judge David Gill ordered the 56-year-old's release at a hearing on October 12th. He will be forced to wear a GPS tracker. Quarles earned his nickname because authorities said he attacked women at knifepoint while they slept and often forced his victim's male partner to watch or participate in the sex crimes. Jacumba Hot Springs residents call the release outrageous, saying it's not the first time a sexual predator has been released into their community. "It's become the junkyard for these terrible criminals. It's like setting off a bunch of wild tigers out in the community," said Alice Keyser, a 15-year resident. Summer Stephan has gone on record saying that she disagrees with the judge's decision and that her office is looking at all options to reverse Quarles' release. If you'd like to sign the petition click here. 1572

SAN DIEGO (KGTV) - A Marine was honored Monday at Camp Pendleton for his bravery mid-September when he saved a choking baby.Private First Class Jonathan Lewellen was on leave after graduating boot camp before starting combat training. He was upgrading his phone at the Liberty Station Verizon store when he heard a mother screaming her son's name."She wasn’t hysterical but she was panicked," Verizon Store Manager Cecil Silva said. "He [Lewellen] looked and his instincts just kicked in, like he literally jumped over a desk we had, jumped over the railing, ran through the bushes and just attended to the baby."Lewellen asked the mother if he could help, then performed CPR, and scooped mucus out of the baby's throat."The baby was pretty pale, started getting a little blue-ish," Silva said he called 9-1-1 and was asked to stay on the line, saying several others calling couldn't hold a connection due to bad cell service."Once the ambulance was here they were just like, you’re lucky this guy was here," Silva said both parents were shaken from what happened. He added he has nieces and nephews of the same age and admired how Lewellen had the training and response to provide aide."That just shows, you never you never just turn that part of you off. Good people are just good people," he said, calling him a hero."I did what I was trained to do I don't think I'm a hero more than anyone else would be," Lewellen said. He was thinking of his own two children while saving the baby. He has a 3-year old and a 3-week-old.After combat training, he will go on to work as an aviation mechanic. 1637

  

SAN DIEGO (KGTV) - A large group of city leaders, hotel workers, homeless service providers and community members gathered Thursday outside the Hilton San Diego Gaslamp Quarter to show support for the Yes! For a Better San Diego initative.The initiative, which will appear on the March ballot, has bipartisan support and seeks to address the city's homelessness issues, street repairs and job creation with a hotel tax increase. Supporters say the initiative would generate 7 million in the first five years. According to San Diego Mayor Kevin Faulconer, the highest hotel tax increase would be in downtown San Diego at 3.2 percent, with 2.25 percent for hotels on the outskirts of downtown and 1.25 percent for hotels on the outskirts of the city.San Diego's current transient occupancy tax is 10.5 percent."It's not only about the thousands of jobs that you just heard, the infrastructure and the roads, the most important issue that is facing our city the issue of homelessness and for the first time a dedicated funding stream," said Faulconer.He said the initiative would also expand the San Diego Convention Center and create 7,000 new jobs.Some tourists tell 10News raising the hotel tax could backfire and make some visitors simply stop coming to San Diego on vacation."It probably means I'll choose somewhere else next time I travel, somewhere more affordable for me," said one tourist who did not want to be identified."I definitely think it's important to deal with the homeless population and expand your economy, but I don't think that should happen with your tourism dollars. I think that's a local issue that you should fix locally."The measure would need need two-thirds the vote to pass. 1715
