LA JOLLA, Calif. (KGTV) — Coast Boulevard in La Jolla was shut down Thursday, and will remain temporarily closed, as city crews began emergency construction to stabilize a nearby cave.The city closed Coast Blvd. late Thursday to begin an emergency project to stabilize Cook's Crack after geology experts discovered a zone of weakness in the cave, which is located underneath the street.During a press conference, crews said the concern is an outright collapse of the section of road over the cave. Currently, the weakness "is not a slow settlement" and could fail if erosion happens underneath the street. Much of the dense rock had eroded, and now sand and roots were showing through from underneath.As part of the project, sections of Cave St. and Coast Blvd. will be temporarily closed to traffic for about six weeks. The city said it will make accommodations for nearby residents and business affected by the closure.Officials said the discovery came as the city assessed repairs to Coast Blvd."They said there's been some shift in the road itself," David Heine, owner of nearby Brockton Villa Restaurant, said. "The busiest two weeks of summer, literally ... Obviously safety's the number one concern for any city, and we respect that." Heine said crews are allowing pedestrians to continue to walk through the area.The city called in crews from Texas, who drove in overnight to take over the project. Friday, the crews began drilling into the street above to locate some of the weakest points. Eco-friendly polyurethane will be used to shore up those weak points, crews say.Cook's Crack is located in the area between La Jolla Cove and the popular Cave Store. The section of coastline is populated by several small caves that tourists can explore through an entrance in The Cave Store or kayaking nearby.The section of Coast Blvd. over the cave is a popular route to visit the cove and coastline, as well as restaurants that dot the street. 1954

KENOSHA, Wis. — A man was air-flighted to a local hospital after he was shot by a Kenosha police officer Sunday evening, police say.Kenosha police said the man was shot near a home at 40th and 28th streets in Kenosha just after 5 p.m. Officers were called to a 'domestic incident' at the location.A family member confirmed to Scripps station WTMJ in Milwaukee that the man was Jacob Blake, 29.Police did not say what led up to the shooting but said that officers offered immediate aid.Kenosha police said Blake is in serious condition. The video shows that police shoot the man in the back as he opened the driver's door of the car.Blake's family says children were in the vehicle at the time of the shooting.The Kenosha County Sheriff's Department and Wisconsin State Patrol are currently investigating the incident.No other details were released.Crowds of protesters gathered in Kenosha after the video of the shooting spread on social media. Fires were set to dumpsters meant to block off roads in the area.The Kenosha County Courthouse and Administration Building were both closed Monday due to overnight damage from the unrest.Wisconsin Gov. Tony Evers released a statement regarding the shooting late Sunday evening."Tonight, Jacob Blake was shot in the back multiple times, in broad daylight, in Kenosha, Wisconsin. Kathy and I join his family, friends, and neighbors in hoping earnestly that he will not succumb to his injuries. While we do not have all of the details yet, what we know for certain is that he is not the first Black man or person to have been shot or injured or mercilessly killed at the hands of individuals in law enforcement in our state or our country," said Evers. "We stand with all those who have and continue to demand justice, equity, and accountability for Black lives in our country—lives like those of George Floyd, of Breonna Taylor, Tony Robinson, Dontre Hamilton, Ernest Lacy, and Sylville Smith. And we stand against excessive use of force and immediate escalation when engaging with Black Wisconsinites."Civil rights attorney Ben Crump, who represents the families of George Floyd and Breonna Taylor, has been retained to represent Blake's family. He issued this statement Monday: “We all watched the horrific video of Jacob Blake being shot in the back several times by Kenosha police. Even worse, his three sons witnessed their father collapse after being riddled with bullets. Their irresponsible, reckless, and inhumane actions nearly cost the life of a man who was simply trying to do the right thing by intervening in a domestic incident. It’s a miracle he’s still alive. We will seek justice for Jacob Blake and for his family as we demand answers from the Kenosha Police Department. KENOSHA, Wis. – Jacob Blake, the man shot in the back by a police officer in Kenosha, is no longer shackled to his hospital bed.Friday morning, Blake’s father told CNN during an interview that his son remained shackled to his bed, even though he is currently paralyzed from the waist down as a result of the officer-involved shooting on Sunday.In the interview, Jacob Blake, Sr. said it "bothered" him that his son remained shackled in "cold steel" despite his condition."He can't get up. He can't get up if he wanted to," Blake Sr. said. "So, that's a little overkill to have him shackled to the bed. That makes no sense to me."Blake’s attorney, Patrick Cafferty, confirmed to WTMJ that the handcuffs confining the 29-year-old to his bed were removed around noon Friday and the officers that were posted in his hospital room have left.A spokesman for the Kenosha County Sheriff’s Office explained to CNN on Friday that Blake was handcuffed to the bed because he had felony warrants for his arrest from crimes he allegedly committed prior to the shooting.Cafferty says the warrant has since been vacated, but domestic violence charges from July are still pending.The attorney also says a district attorney helped in the process of getting the cuffs removed and that 0 cash bond was posted in relation to the July charges.Blake has been hospitalized since Sunday afternoon when he was shot in the back at least seven times as Kenosha police officers attempted to take him into custody. The officer who fired his weapon, Rusten Sheskey, has been placed on administrative leave.While police have not announced formal charges against Blake or said why they attempted to arrest him, they've claimed that officers had been called to his girlfriend's house because he wasn't "supposed to be there." Police have also said that Blake admitted he was in possession of a knife, which was later found in his car.Throughout the country, it's standard procedure for police to shackle a suspect to a hospital bed if that person is under arrest.Blake's father also told CNN that his son was "hallucinating" when he went to visit."He grabbed my hand and began to weep and he told me that he was hallucinating. And then he said, 'I love you, dad. Daddy, I love you.,'" Blake said. "His next question was, 'Why'd they shoot me so many times?' I said, 'Baby, they weren't supposed to shoot you at all.'"He also told CNN that he spoke to Democratic presidential nominee Joe Biden and his running mate, Sen. Kamala Harris, earlier this week. He said he has not heard from the White House or President Donald Trump.Wisconsin's Department of Criminal Investigations is leading the inquiry into Blake's arrest and the police shooting that left him paralyzed. 2744

  

KANSAS CITY, Mo. — Rep. Steve Watkins, R-Kansas, faces criminal charges associated with voting irregularities.Shawnee County District Attorney Mike Kagay announced Tuesday that Watkins has been charged with interfering with law enforcement by providing false information, voting without being qualified and unlawful advance voting. All three charges are felonies.Watkins also faces a misdemeanor charge of failing to notify the Department of Motor Vehicles of a change of address.Kagay said his office was notified of the allegations in December and asked the Shawnee County Sheriff’s office to conduct an investigation.An affidavit in the case was submitted Tuesday by the sheriff’s office to Shawnee County prosecutors.Kagay said the sheriff’s office is handling the investigation.Watkins serves as representative for Kansas’ 2nd Congressional District, which includes Topeka, Lawrence, Atchison and other parts of eastern Kansas outside the Kansas City area.This story was originally published by Sam Hartle on KSHB in Kansas City, Missouri. 1052
