SAN YSIDRO, Calif. (KGTV) - It’s been two days since 29 year old Frank Stricker drove his truck into a crowd of street vendors near the border in Mexico. Court records from Utah show Stricker should have never been behind the wheel in the first place because he has a suspended license. The court records show Stricker has been arrested six times since 2008 in Utah and has 47 criminal charges, all mostly drug related. RELATED: 'We were fleeing for our lives.' Passenger speaks out after Tijuana crashStricker was last arrested on May 6, 2019. Police say he was driving on a suspended license, without a registration and no proof of insurance. Police say he also had drug paraphernalia in the vehicle when they pulled him over. Mexican authorities tell 10News Stricker is facing charges of attempted homicide and property damages. They expect him to be arraigned Thursday in Mexican court. In the crash Monday afternoon, Stricker hit 17 vehicles, 12 vendor carts and injured three people. SANA DIEGO, Calif. (KGTV) - NOAA has issued a La Nina Watch, which means a dry winter and longer fire season are possible this year for Southern California.This stems from colder water along the equator in the Pacific which has a domino effect on other parts of the world, including an increased risk of hurricanes in the Atlantic Ocean due to weaker winds and also higher chances for a dry winter over Southern California because of a lack of moisture. A lack of winter rain means the fire season could be longer than usual.“So that means we enter the fall critically dry and then when you add a La Nina on top of that, it adds concern because we could likely go longer into the winter without seeing significant or beneficial rain,” said meteorologist Alex Tardy from the National Weather Service’s San Diego office.He said it’s not quite black and white though. According to the NOAA, there's about a 50% to 55% chance of a La Nina occurring this year, which will be monitored as the winter season approaches. Also, in the past 10-15 years, La Nina years and El Nino years have proven to be not as extreme as previously thought. He said while the watch has been issues and a dry winter is possible, it’s still being monitored.“It’s not time to panic but it is time to think and bring it back on your radar that fire weather is a major concern in Southern California,” he said. 1387

SAN MARCOS, Calif. (KGTV) -- A San Marcos school is in mourning after their principal died suddenly over the weekend. According to a statement sent to 10News by the San Marcos Unified School District, Carrie Geldard, Principal of Discovery Elementary died over the weekend. The cause wasn’t immediately clear. “She served the SMUSD community in a variety of capacities over the last 22 years including teacher, assistant principal and principal. Carrie was fiercely passionate about developing the whole child, while also emphasizing literacy and ensuring that every student was successful and prepared for the future of their dreams,” the district said in part. In response to the death, the district says crisis response teams were sent to support students and staff. “We extend our deepest sympathies to Carrie’s family, the Discovery Elementary community and the San Marcos Unified School District community,” the district continued. 946
