BEIJING, June 13 (Xinhua) -- Experts from the Chinese mainland and Taiwan Sunday started their third round of talks in Beijing to pave the way for a long-awaited pact to boost cross-Strait economic ties.During the talks, the two sides will discuss the main content of the Economic Cooperation Framework Agreement (ECFA), and goods and services trade in the "early harvest program."The ECFA is intended to normalize mainland-Taiwan economic ties and bring the two economies closer. The first round of talks took place in January in Beijing, and the second two months later in Taipei.Fan Liqing, spokeswoman of the State Council's Taiwan Affairs Office, told a press conference Saturday that negotiations had made pronounced progress and were approaching completion.Yang Yi, another spokesman of the same organization, was reported as saying in March that the two sides should work together to complete the pact in June.Chiang Pin-kung, chairman of Taiwan's Straits Exchange Foundation (SEF), said on April 2 the SEF also hoped to see the signing of the ECFA by the end of June.

NANNING, June 20 (Xinhua) -- Chinese Premier Wen Jiabao has urged that more efforts be implemented to fight floods, while reassuring those residents living in areas ravaged by flooding and inspecting flood damage, during his visit to Wuzhou city of Guangxi Zhuang Autonomous Region, which has been plagued by torrential rains.During the two-day visit ending Sunday, Wen checked on water levels and river banks in Wuzhou, and visited households in mountainous areas, urban downtowns and rural areas, pledging the government would use all means to prevent and fight flooding.Further, Wen called on local authorities to closely monitor weather changes and strengthen forecasting and warning systems to ensure an advanced emergency response.Further, more efforts were demanded to prevent damages from floods and landslides, Wen said. He highlighted the importance of relief work in schools, mines, railways and roads, as well as tourism sites.Wen required immediate reports and instant responses on risks of dam and reservoir breaks from local officials. More efforts should be taken to safeguard public safety, he added. Also, more relief funds and materials were needed to ensure food, clothing, accommodations, drinking water and health care are delivered to flood victims, Wen said.As of Sunday morning, mud flows and floods triggered by the intense rainstorms that began in mid-June had left 132 people dead and 86 missing in south China's nine provinces and regions, including Guangxi, Fujian, and Jiangxi, according to the Office of State Flood Control and Drought Relief Headquarters.More than 10 million people have been affected by severe floods, which has accounted for economic losses of 14.5 billion yuan (2.1 billion U.S. dollars), officials noted.

YICHANG, Hubei, July 28 (Xinhua) -- China's Three Gorges Dam on the swollen Yangtze River is experiencing another test as flood flows peaking at 56, 000 cubic meters per second, the greatest peak flood of the year, arrived at the dam at 8 a.m. Wednesday, engineers said. The dam buffered the flood by discharging water at a rate of 40,000 cubic meters per second, holding up 16,000 cubic meters in a second, they said. The water level of the reservoir behind the dam rose to 158 meters at 8 a.m. Wednesday, about 17 meters under its maximum capacity of 175 meters. Flood waters are sluiced with the water outflux monitored at 40,000 cubic meters per second at Three Gorges Dam in Yichang, central China's Hubei Province, July 20, 2010. China's Three Gorges Dam project on the Yangtze River stood its biggest flood-control test at 8 a.m onTuesday since completion.Continuous downpours in weeks boosted the water levels of the upper reaches of the Yangtze. The flow on the Yangtze's upper reaches topped 70,000 cubic meters a second on July 20, the highest level since the dam was completed last year and 20,000 cubic meters more than the flow during the 1998 floods that killed 4,150 people.
