SAN DIEGO (KGTV) - A new plan is calling for more than 170,000 new homes across the San Diego region over the next decade.The San Diego Association of Governments says the region needs 171,685 housing units by 2029 to meet demand. On Friday, its board approved a plan that divvied up those units across the region's 18 cities and unincorporated county based on a formula of job growth and access to transit. "We are in the midst of a housing crisis. It's time to act. Doing things the same way is not going to give us a different result," said San Diego Mayor Kevin Faulconer. The debate at the SANDAG meeting lasted about four hours, with some of the county's smaller cities saying the plan gave them an undue burden they could not meet. "It is impossible," said National City councilman Ron Morrison, who is not on the board. "Our urban reserve is the weeds behind the backstop in the little field. There is no place to build."National City's mayor Alejandra Sotello-Solis supported the proposal. Most of the homes, 107,901, will go in the City of San Diego. Chula Vista will be responsible for 11,105; Imperial Beach will add 1,375; Coronado 1,001, and Del Mar 163. Del Mar Deputy Mayor Ellie Haviland voted in favor of the plan, though she said she didn't know where those 163 homes could go. "If we are pushing housing away from transit and away from jobs, then that is not going to work with the regional transportation plan we are trying to build," she said. Del Mar Councilwoman Terry Gaasterland, who opposes the plan but did not have a vote, noted Del Mar added 20 housing units in the past 10 years. The board initially voted down the proposal, but Faulconer then called for a weighted vote based on population - getting the necessary votes to pass.Coronado, Lemon Grove, Imperial Beach, Poway, Escondido, Santee, Solana Beach, Vista, El Cajon. SAN DIEGO (KGTV) - A local group is teaming up with a non-profit organization to help fight the unemployment rates among young adults in San Diego. Casa Familia came up with the idea to start a coffee cart, training teenagers and 20-year-olds in different skills to run the coffee business. San Ysidro Health Center jumped on board to help with the funding of the project. Ana Melgoza is the Vice President of General Affairs for San Ysidro Health Center. She tells 10News it was an obvious decision."We said 'yes, of course' as soon as Casa Familia approached us with this wonderful and innovative endeavor," Melgoza said.El K-Fe hired six baristas, graduates of Casa Familiar's youth barista training program. The ,000 coffee cart now sits in the central hub of the health center. The baristas and managers are all young adults who have gone through many months of training. Francisco Dominguez is a student at Southwestern College and among the first to join the project."It’s kind of giving hope to the youth that think that they don't have a chance. They have a chance; we all have a chance. I started out like them now I'm looking forward to what the future has and what I can do with this and what we can do as a team," said Dominguez.Dominguez said the project is beneficial for many reasons but mostly for the skills learned at such a young age."Most jobs are 18 and older, so with this internship, it's 14 and older; so high school students: sophomores, freshmen, juniors, seniors in high school, can join the program, can get that job experience they need so once they graduate, they can get that job."The plan is to reinvest proceeds from the first El K-Fe coffee cart to establish more carts and create more youth job and training opportunities.  1820

SAN DIEGO (KGTV) - A new report released by the California Department of Forestry and Fire Protection states wildfire acreage burned in 2019 is down 96% compared to 2018.Stating from January to August in 2018, 621,784 acres burned. In 2019, only 24,579 acres scorched during the same time period.On top of this, the U.S. Drought Monitor released a report Thursday showing most of California is out of the drought. San Diego is the only county fully highlighted in yellow, indicating it is 'Abnormally Dry'.A very stark contrast to 2018, where most of the map is covered in dark shades of drought. In August of 2018 San Diego was labeled in 'Severe Drought'.While the winter rain cured California's drought, it brought a new problem to firefighters. Tall weeds, and new growth act as kindling, launching fires, according to Cal Fire Captain Thomas Shoots.So we're not out of the woods.Historically San Diego has had some of it's biggest fires in the Fall and Winter, whipped up by Santa Ana winds. "Our fuels are going to continue to dry out an we're not going to be getting rain for quite a while longer so even though we've had the marine layer sticking in and that's really helped us, in the long run those heavy rains that we need, we're probably not going to see for several months," he said. "Late October is usually when we see the Santa Ana winds. We are expecting our normal winds this year. We still have an above average fire potential for San Diego for October and November."Shoots said neighbors must stay vigilant, and create defensible space around their home."I think it's important for everyone to remember most fires are human caused," he said. 1670

SAN DIEGO (KGTV) -- A man is in custody after a chase ended in a standoff with police at a Mission Bay Motel Sunday morning. Police say the chase started just before 9 a.m. at the A-1 Storage on Garnett Avenue after officers received a citizens' tip. The suspect driving a U-Haul truck led police on a short chase to the 4300 block of Mission Bay Drive near Roadway in San Diego.According to police, the man is wanted on felony weapons charges. After the chase ended, a woman in the passenger seat was detained while the driver ran into the nearby motel. The woman was later released. While searching for the suspect throughout the motel, officers learned that the man broke through several walls to try and escape. “This guy starts forcing himself into apartments, and now we have to deal with a possible hostage situation. That’s the reason why we brought so many resources down here. We wanted to get this guy into custody as fast as we can," Lt. Christian Sharp with the San Diego Police Department said. Eventually, police had to use chemical gas and a K-9 to apprehend the suspect, who has yet to be identified.  1166

SAN DIEGO (KGTV) - A new court program in San Diego Juvenile Hall will help victims of sex trafficking find their way out of forced slavery.The RISE Court (Resiliency is Strength, Empowerment) will work with as many as 40 kids who have been victims in sex trafficking, giving them help to put their lives back together."We don't view them as an object to be used and abused," says District Attorney Summer Stephan. "We see them as whole human beings who need to be free to thrive in society."Many of the kids come to the court because they commit other crimes as part of their role in the sex trade. After they go through the criminal system, they fall right back into human trafficking because they have nowhere else to go. Sometimes, it's their pimp who is waiting to pick them up outside of Juvenile Hall .The court will work to find the underlying cause that drove the kids into human trafficking in the first place, and help them break the cycle."Some of them don't recognize themselves as victims or they don't see it as a problem or they don't think it's a big deal that they're involved in certain activities because they think it's normal," says Judge Carolyn Caietti, who will oversee the courtroom.Human sex trafficking is San Diego's 2nd largest underground economy, behind drug sales. A recent study by the University of San Diego estimates it brings in 0 million per year.Meanwhile, San Diego ranks in the top 13 of cities in the nation for human sex trafficking, according to the FBI.
