SAN DIEGO (KGTV) - San Diego Police say a Chula Vista woman killed her mother in a Mission Valley office building, then shot herself days later with the same gun.Homicide detectives investigated the 911 call from an office building on Camino Del Rio South in Mission Valley on July 22.Officers found Maria Kelly, 66, dead inside her office.RELATED: SDPD: Mother murdered, daughter deadKelly's 34-year-old daughter, Crystal Vasquez, drove to the location hours later.Vasquez went into the restroom of a nearby business and was discovered dead of a gunshot wound.San Diego Police said Vasquez shot and killed her mother the afternoon of July 20. The next day, Vasquez cashed a ,000 check written from her mother's bank account.Police told 10News the Vasquez likely shot her mother after being confronted about stealing money from the family business. Vasquez embezzled money from her mother's Mission Valley accounting business for about a year, according to police. Police believe Vasquez shot herself after learning about the possibility of cameras at the building's entry and exit.A forensic examination confirmed the handgun Vasquez used to commit suicide was the same gun used to kill Kelly.  Video surveillance also showed Vasquez was in the office with Kelly at the time of the murder. 1330

SAN DIEGO (KGTV) -- SeaWorld San Diego is closed Thursday as a storm moves through the county. The theme park made the announcement Wednesday night after the first round of rain battered the area. Officials with SeaWorld say they plan to reopen the park Friday, Dec. 7. The park closed last Thursday, November 29 also due to the rain. SAN DIEGO (KGTV) - San Diego winemakers say business is picking up, and there's a new way to for locals to get their foot in the door. A new report by the San Diego County Vintners Association says there are now 116 wineries in the region, with sales nearly doubling in the last year. The industry now has about 700 workers in the county. Now, the association has teamed up with Cuyamaca College for a Viticulture Technician Apprenticeship program. Participants work 1,500 hours a year, learning the ins and outs of winemaking. They earn an hour the first year and the second, with opportunities to make more doing side jobs once they get enough experience. "You can't really sell wine unless you know where it's coming from and what goes into it, creating the story behind the wine itself," said Kaylan Wedemeyer, who is an apprentice for La Mesa's San Pasqual Winery.Linda McWilliams, who owns San Pasqual, said many local wineries are mom and pops, but that apprentices can also grow with them."I think we'll find places for the people who graduate, and then we'll build together," she said. The program is accepting applications ahead of interviews in December, and January starts.  1227

  

SAN DIEGO (KGTV) – Stopping aggressive behavior before it starts is one of the many goals for schools within the San Ysidro School District.The San Ysidro School District partnered up with the District Attorney’s office to teach staff members restorative practices in school. These practices help students deal with their emotions and understand their behaviors.Kids take a few minutes a day to express how they feel and address different topics like who they trust and why. This practice is a way to swap punishment and instead provide support in hopes of reducing crime, bullying, and violence.RELATED: Bullying a major concern as kids go back to school“This is giving these students an opportunity to be more successful because when emotions get involved and you don’t know why you have them, and you don’t know how to deal with them that’s when a lot of students get in trouble,” said Manuela Colom-Ramirez.The District Attorney’s office and the and the San Ysidro School District hope this program provides an action plan guideline for students, staff, and parents.“It’s all under the philosophy that when you are doing with, rather than to, you are going to get more inspired kids, you are going to get more inspired youth, and we are able to build a more sustainable community,” said Khemal Johnson. 1319

  

SAN DIEGO (KGTV) -- San Diego will begin building its alternative to San Diego Gas & Electric, which it says could lower bills by about 5 percent. The City Council voted 7-2 Monday to begin creating what's called a Community Choice Aggregator -- an energy company that would help the city reach its goal of reaching 100 percent renewable energy by 2035. San Diego will begin approaching approaching other cities in this county, and Orange County, to create a region-wide provider. The idea is the more cities involved, the more negotiating power the city will have to buy energy to sell to residents. "Community Choice Aggregators can and will save money, but the people will bear the real consequences and reap the benefits of the decisions you're making are their children and grandchildren," John Atcheson, a Rancho Bernardo resident, told the council Monday. In a statement, Mayor Kevin Faulconer said this would give San Diegans a choice when it comes to how they get their power. "For decades San Diegans have only had one option on where they get their electricity," Faulconer said. "Community Choice will change that by injecting healthy competition into the marketplace, allowing customers to benefit from lower energy costs, and pick greener energy sources to power their home or business."The move is not without risks. Councilman Scott Sherman voted against the plan, noting the city's recent trouble with its existing utility, the water department. The department is undergoing major transformation after an audit found thousands were billed incorrectly. Plus, start-up costs could be as much as million, and residents would have to pay exit fees to SDG&E. A spokeswoman for SDG&E said it fully supports the city in creating the alternative. The mayor's office said it would give updates every two months starting in April. The city hopes to launch the new service in 2021. Councilman Chris Ward issued the following statement Monday: 1972
