SAN DIEGO (KGTV) -- A new WalletHub report found that California is among the least affordable states in the country to raise a family. Among the 50 states, California ranked last for housing affordability, 47th for median family salary (adjusted for cost of living) and 42nd for child care cost. The Golden State may not be so golden for a decent percentage of families as it also ranked 29th for percentage of families in poverty. But it’s not all bad news, California also ranked 12th for families with young kids and 11th for its separation and divorce rate. SAN DIEGO (KGTV) - A preliminary hearing was held Monday for a parolee accused of sexually assaulting an 88-year-old woman at a Hillcrest nursing home. Police say 49-year-old Lusean Arline was arrested November 4th in connection with the alleged October 27th sexual assault at the Balboa Nursing & Rehab Center on Fourth Ave.Prosecutors say Arline entered the nursing home, possibly through an unlocked door, around 3 that morning and was found completely nude on top of the victim in her bed. SAN DIEGO (KGTV) -- A group of women is trying to appeal the decision by a judge to release the 'Bolder than Most' rapist, Alvin Quarles. Quarles is set to be released in Jacumba Hot Springs by Nov. 30. The women, including two of his victims, created a petition called Your Voice has Power. They are collecting signatures to be delivered to District Attorney Summer Stephan's office. Cynthia Medina and Mary Taylor were both assaulted by Quarles in the late 1980s. They are worried that he will re-offend when he's released. "He will re-offend. I fear for your daughter, your sister, your grandmother, your mother, your boyfriend, your son," said Medina. Judge David Gill ordered the 56-year-old's release at a hearing on October 12th. He will be forced to wear a GPS tracker. Quarles earned his nickname because authorities said he attacked women at knifepoint while they slept and often forced his victim's male partner to watch or participate in the sex crimes. Jacumba Hot Springs residents call the release outrageous, saying it's not the first time a sexual predator has been released into their community. "It's become the junkyard for these terrible criminals. It's like setting off a bunch of wild tigers out in the community," said Alice Keyser, a 15-year resident. Summer Stephan has gone on record saying that she disagrees with the judge's decision and that her office is looking at all options to reverse Quarles' release. If you'd like to sign the petition click here. 1572

  

SAN DIEGO (KGTV) - A new streaming documentary follows young San Diegans on a life-changing trip to the Philippines."Filgrimage" focuses on eight Filipino-Americans during a 2019 summer trip to the Philippines with The Filipino School."If we don't have programs like this, then we as Filipino-Americans are only going to know what we have time to know, or what we're exposed to," says Tony Olaes, the founder of The Filipino School and organizer of the trip.He says a similar trip to the Philippines 14 years ago inspired him to learn more about his culture. That's what he hopes this trip does for the people who take it."I went from not wanting to be Filipino to 'Mr. Filipino,'" he says. "It's because I understood something amazingly beautiful about who I was. So that's how this all started."Olaes took 23 people on the trip in 2019. A documentary crew followed them as they visited several parts of the archipelago."This is something that you can't really get unless you actually experience it for yourself," says Jocelynne Monteheromoso, one of the teens profiled in the documentary. "The fact that we were going through it and it was recorded on camera is just something so beautiful that I feel that our generation especially needs to know about.""I hope this encourages anyone who is embarrassed of their culture, or straight away or doesn't even know about their culture, to try and put some work to figure out more about it," says Ryah Hernandez, who says she discovered a beauty in the region that she didn't know about from family trips as a child.San Diego has the second-largest Filipino population of any county in the US. Olaes says he hopes this documentary will give people who don't have the time or means to take a trip like this a glimpse into their ancestral homeland. He calls it a typical American story."The minute we start to reach into an inquire into where we all came from and the beauty of where we came from, it's that beauty that we get to bring to the United States," says Olaes.As part of the trip, the teens also helped build homes for low-income people in the Philippines.The documentary is 14 parts and lasts around two hours. SAN DIEGO (KGTV) — A man was rescued from the top of a section of the border wall in Otay Mesa Tuesday.Cal Fire firefighters were called to a section of barrier in Otay Mesa just before 6 a.m. Crews arrived to find one person stuck on top of the border wall structure.Crews used a 35-foot ladder to reach the man and assist him down. No injuries were reported.Tuesday's rescue comes more than a month after San Diego Fire-Rescue firefighters and Border Patrol agents helped rescue three people stuck on top of a portion of the border wall in Otay Mesa. 560
