Drivers in New Orleans are claiming that they have been issued speeding tickets, even though their cars are in park, thanks to a speed camera operating in the city, WWL-TV reported. Donald Schulz told WWL that he has been issued speeding citations 10 or 11 times while his car remained parked. The camera, which is designed to ticket speeders, captured Schulz's license plate, instead of the car passing by Schulz's car. Schulz has had to make frequent stops at New Orleans City Hall to fight citations, causing him a headache and time wasted. "Whoever is responsible for reviewing these violations is not doing their job," Schulz told WWL.According to Fox News, the citations range from to 0.  City officials told WWL that a contractor is to blame, and that the contractor will train its employee how to properly issue citations.  906

EL CAJON, Calif. (KGTV) -- Students in the Grossmont Union High School District will head back to class on Monday, Aug. 10, but the start of the new school year comes with a number of changes.For starters, all classes will be online because of the coronavirus pandemic.The district will also have new leadership, as Superintendent Theresa Kemper takes over."We have a plan that's scalable and flexible," Kemper told ABC 10News.Kemper took over as the superintendent on July 1 after Tim Glover left the position. Kemper has been with the district for nearly 25 years, with stints as an assistant principal, principal and assistant superintendent.Since May, Kemper has been leading the effort to create a back to school plan for this fall amidst the pandemic."We knew it was not entirely in our control which is exactly why we created the plan the way we did," she said. "We're committed to moving into it slowly and carefully and not making mistakes as we go."According to their "Roadmap for Reopening," GUHSD will start the 2020-21 school year entirely online, complying with state and county health guidelines that say schools cannot return to in-person learning until San Diego County has been off the state coronavirus watch-list for 14 days.The full plan calls for five levels of reopening that gradually increase the number of students on campus. Level 2 allows for 25% capacity and Level 3 is 50%; Level 4 is 100% capacity, with some limited online learning. Level 5 is a return to full, in-person school.Kemper said the goal is to ease teachers and students back into the classroom, and allow for flexibility as things change."It's been a long time since teachers and students have been in classrooms together," she said. "So, we want to ease them into the process and make sure conditions are still holding for them to all be there."In response to the plan, the Grossmont Education Association, which represents the teachers in the district, released a statement on their Facebook page on July 2. It says, in part, that the changes for the coming school year "reflect our ongoing commitment to innovation and learning for all students."The statement concludes by saying, "While there are many, many other issues and details that still need to be determined, we are excited to move forward with our plans to prepare to have students on campus this fall."Teachers, meanwhile, spent the summer training and adapting their lesson plans to what Kemper calls "distance learning 2.0.""It's more interactive," she explained. "We'll have daily interaction with students and teachers. More hands-on experiences for students, more project based and more interactive learning."Grossmont also just completed million worth of construction projects. They were part of more than 0 million in voter-approved bonds since 2004.But the pandemic has left the new buildings empty and unused. They'll stay that way until students come back.Kemper said the new facilities will help the students readjust to the new normal."They're modernized, updated, better able to use the technology that is state-of-the-art," she said. "We have spaces for students that we didn't have, inside and outside."Even before the pandemic, the district gave every incoming student a Chromebook laptop and made them comfortable with online and digital learning. Kemper said that's helping students and teachers adapt to distance learning.Now, she's waiting to see what the new school year brings."We've never gone through this before and it's really challenging opening school in the midst of a pandemic," said Kemper. Earth sweltered to a record hot September last month, with U.S. climate officials saying there’s nearly a two-to-one chance that 2020 will end up as the globe’s hottest year on record.Boosted by human-caused climate change, global temperatures averaged 60.75 degrees (15.97 Celsius) last month, edging out 2015 and 2016 for the hottest September in 141 years of recordkeeping, the National Oceanic and Atmospheric Administration said Wednesday. That’s 1.75 degrees (0.97 degrees Celsius) above the 20th century average.This record was driven by high heat in Europe, Northern Asia, Russia and much of the Southern Hemisphere, said NOAA climatologist Ahira Sanchez-Lugo. California and Oregon had their hottest Septembers on record.Earth has had 44 straight Septembers where it has been warmer than the 20th century average and 429 straight months without a cooler than normal month, according to NOAA. The hottest seven Septembers on record have been the last seven.That means “that no millennial or even parts of Gen-X has lived through a cooler than normal September,” said North Carolina state climatologist Kathie Dello, herself a millennial.What’s happening is a combination of global warming from the burning of coal, oil and natural gas and natural variability, Sanchez-Lugo said. But the biggest factor is the human-caused warming, she and Dello said.The globe set this record despite a La Nina, which is a cooling of parts of the central Pacific that changes weather patterns and usually slightly lowers temperatures.“A La Nina is no match for how much we’re warming the planet,” Dello said.The first nine months of 2020 are the second warmest on record, a shade behind 2016 when there was a strong warming El Nino. But Sanchez-Lugo said her office’s calculations show that there’s a 64.7% chance that 2020 will pass 2016 in the last three months to take the title as the warmest year on record. EL CAJON, Calif. (KGTV) - Renovations are underway at the East County Performing Arts Center to turn the nearly 50-year-old performance hall into a rock and roll concert venue."We have to change the vibe, the feel of what this building is," said Dirk Epperson, El Cajon's Director of Public Works.The venue closed in 2009 when the recession forced cuts in the city budget. Now, the renovations come as tour promoter Live Nation prepares to take over the venue. The City of El Cajon entered into a five year deal with the concert company to manage the building. As part of the agreement, Live Nation will bring 50 events to the venue in 2019, and as many as 70 events by 2023. Live Nation also manages the House of Blues in San Diego and Mattress Firm Amphitheater in Chula Vista."We're not sure what it will be like," said Mayor Bill Wells.  "We've never had this regular, steady diet of top name acts that are coming in. So nobody's quite sure how much this is going to have a ripple effect around El Cajon. But everybody thinks it will be positive."The city is now spending .3 million to upgrade the facility. Improvements include new amenities like modern concessions, a more open entrance, and lobby area and new plush seating in the first few rows. The seating capacity for the main hall will also increase to 1,300. Part of the plan also calls for a brand new VIP Lounge at the back of the venue. The money for the project comes from the sale of the old police headquarters.As for what kind of acts will fill the venue, Epperson said it's entirely up to Live Nation."It can pretty much be any type of act or band," he said, adding the city will let the experts decide. "But you can imagine the ones that are on their way up or on their way down will be coming to this size venue."Smaller, local performances like school concerts and recitals will still be held at the venue, which Wells says is part of the community. With the upgrades, he said it should stay that way for a long time."We're in it to win it," said Wells. "We'll be successful with this." 2120

  

Due to a recent rise in reported health issues, the US Food and Drug Administration warned on Tuesday against using or purchasing Rhino male enhancement products.Since 2007, the FDA said, it has identified more than 25 Rhino products, some with names such as Platinum Rhino 25000 and Krazzy Rhino 25000, that have hidden drug ingredients.The FDA said the products are often sold in single-serving packages at locations such as gas stations and convenience stores, or through online retailers such as eBay and Amazon. Recently, the products have also been found in international mail shipments, the agency said.In an email, eBay spokesman Ryan Moore said, "Product safety is important to eBay and we work hard to ensure our marketplace is free of harmful products. These types of items are prohibited under our policies, and therefore not allowed to be listed on the eBay market place." EBay regularly sweeps the site to remove such items, he said.Amazon has not responded to a request for comment."Over the past few years, the FDA has been combatting the retail sale of male enhancement drug products that are frequently misrepresented as dietary supplements and that contain hidden and potentially harmful active drug ingredients," said Donald D. Ashley, director of the Office of Compliance at the FDA's Center for Drug Evaluation and Research.According to the FDA, the "products contain undeclared ingredients that are the same as or structurally similar to active ingredients found in FDA-approved prescription drugs used to treat erectile dysfunction."For example, some Rhino products contain the same active ingredient as Viagra and Cialis, sildenafil and/or tadalafil, respectively. These undeclared ingredients can lead to "significant safety issues and the risk of serious adverse events," the FDA said."The FDA has received reports of people experiencing chest pain, severe headaches and prolonged erections after taking a Rhino product that led to surgical intervention and hospitalization due to extreme drops in blood pressure," according to the agency.People who experience negative health effects or have issues with the quality or safety of a dietary supplement can report it to the FDA's MedWatch Safety Information program. Products identified by the FDA as having hidden active drug ingredients can be found in the tainted products database.Not all misrepresented products are included in the database, and consumers should still be wary, the FDA noted."Consumers should be cautious about using certain products, especially those promoted for sexual enhancement, weight loss, bodybuilding and/or pain relief. Consumers should also be on the alert for products that offer immediate or quick results and that sound too good to be true," the agency said. 2778
