MADRID, Jan. 5 (Xinhua) -- Vice Premier Li Keqiang's visit to Spain will vigorously boost the development of the comprehensive strategic partnership between China and Spain, and turn a new chapter of bilateral trade and economic cooperation, a Chinese official said here on Wednesday.Gao Hucheng, China's international trade representative and vice minister of commerce, told reporters in Madrid that Li's ongoing Europe tour is the first foreign trip by Chinese leaders in 2011 and the choice of Spain as the first leg demonstrates the importance that China has attached to its ties with Spain and its strong will to promote cooperation with Spain.Li arrived here Tuesday for a three-day official visit to Spain. BEIJING, Nov. 19 (Xinhua) -- Officials from the Ministry of Housing and Urban-Rural Development on Friday ordered local governments to begin a campaign to inspect projects under construction to eliminate safety risks in the wake of recent fire accidents.Local authorities should work on "effective prevention of accidents" and improve safety, especially in winter when fire and gas poisoning accidents tend to be more frequent, the ministry said in a statement on its website.Special monitoring should be undertaken of reconstruction work and of projects involving the expansion of existing buildings, it said, urging a "serious" crackdown on illegal practices during building operations, according to the statement.The notice followed the call from the State Council on Wednesday demanding tougher fire prevention measures, after a blaze Monday gutted a high-rise apartment building in Shanghai, killing at least 58 people, and another fire engulfed a 99-year-old building at Tsinghua University in Beijing on Nov. 13.

BEIJING, Jan. 14 (Xinhua) -- China will increase the flexibility of the yuan exchange rate and further push forward the opening-up of its financial markets, a senior central bank official said Friday.China will continue the reform of the yuan exchange rate mechanism and keep the rate basically stable at a reasonable and balanced level, Li Dongrong, assistant governor of the People's Bank of China, said at a forum. The speech was posted on the central bank's website.The Chinese yuan strengthened to a record high against the U.S. dollar Friday, the central parity rate reaching 6.5896, the second straight day it has been set below 6.6 per dollar, according to the China Foreign Exchange Trading System.The currency has risen by more than 3 percent since the country's central bank announced in June 2010 it would further reform the yuan exchange rate formation mechanism to improve its flexibility.Li also said the central bank will work to expand trials of cross-border yuan settlement, to facilitate trade and investment.The central bank will promote the policy of allowing exporters to park their foreign revenue overseas, Li said, adding that it will further develop the foreign reserves market and create tools to hedge exchange rate risk.Li's speech came after the central bank announced Thursday the nation's qualified businesses and banks may settle their overseas direct investment in yuan, a move that expands the Chinese currency's global reach and eases excess domestic liquidity concerns.Li also voiced concern about loose credit globally, saying such policies are adding to capital-inflow and currency-appreciation pressures, leading to asset bubbles in some emerging economies.China still faces many challenges, Li said. "Expectations for inflation are rising. Housing prices are still high in some cities. Pressure from continuous inflows of foreign capital is increasingly evident," he said.The central bank will soundly manage money supply and maintain reasonable growth in credit, he added.

BEIJING, Dec.25 (Xinhua) -- Chinese vice premier Li Keqiang said that China's tax officials should continue to promote reform in the tax system and improve services to contribute to the country's economic development and social harmony.Li made the remarks in a written instruction to a recently-held national conference on taxation, which coordinated next year's working plans for the tax administration system.Li called on tax officials to further enact structural tax reductions, promote tax reforms, strengthen tax collections and management and improve services for taxpayers.Chinese tax officials should work to allow taxation to play a more important role in the transformation of economic development patterns, adjust income distribution and improve people's livelihoods, Li said.
