ESCONDIDO, Calif. (KGTV) — Last week, police arrested a suspect in connection with a shooting at an Escondido movie theater that left one man injured in June.The 20-year-old suspect, whose name is being withheld to protect the investigation, was arrested on July 5, Escondido Police said in a release Wednesday. Police then executed a search warrant at the Escondido resident's home.The June 28 shooting occurred at about 8:45 p.m. outside the Regal Cinema on West Valley Parkway. A male victim was shot in the calf and taken to a nearby hospital with non-life threatening injuries.RELATED: Teenager shot outside of Escondido movie theaterThree Hispanic males that are considered suspects were seen fleeing from the theater in a purple Scion Xb after the gunfire.Police said the suspect in custody is being held on .2 million bail. The Escondido City Council voted 3-2 Wednesday night. This means they will move forward with "The Villages" development on the 109 acres of former Escondido Country Club land.The country club was closed years ago when purchased by a new owner with plans to build 380 homes. ENCINITAS, Calif. (KGTV) - A dog owner is sharing her story after she says a neutering procedure turned into a month-long nightmare.On the morning of February 21st, Brigitte Yvon dropped off 2-year-old Yellow Lab Davie at her veterinarian in Encinitas to be neutered. Hours later, she got a call saying everything went well and she picked up her dog early that afternoon. For the next nine days, Yvon tended to him. Davie kept whimpering and trying to get at his back, but Yvon thought it was part of the recovery from the neutering. Yvon then noticed something on Davie's back."Fur was matted. Skin was raw and bleeding in places," said Yvon.She used a clipper and found more of the same under the fur. She took him to another vet, who shaved his back to reveal third-degree burns across his back. "They told me to prepare for what I was about to see. I was horrified and devastated," said Yvon.Yvon brought photos to the original veterinarian."He did apologize and admit responsibility," said Yvon. She says he didn't go into detail, but pointed to saline bags used to warm up and regulate body temperature during and after the procedure. Yvon says he agreed to pay for treatment. Yvon says the veterinarian has since filed a claim with his insurer.For Davie, the treatment has included surgery and several rounds of antibiotics. For Yvon, there have been plenty of sleepless nights. She has this message for other pet owners: Ask questions and educate yourself on the most basic of procedures.Yvon asked us not use the name of the vet, because her only goal is to increase awareness of the risks. Experts suggest asking your veterinarian how they warm up animals when anesthesia is used. Devices like warming blankets with temperature alarms are considered safer.The veterinarian who performed the procedure issued the following statement: "While I would like to respond with an accurate account of what transpired, it is my professional responsibility to respect client confidentiality. When this client called with a concern I responded immediately. I worked with her to identify how to move forward with his healing. We provided treatment for the wound and care for the pet and consulted with specialists and offered the best options, and the client was not charged. We understand that pets are part of the family. We want to make sure that our clients receive the highest level of care available. We are truly glad to hear that Davie is doing well and expected to have a full recovery and hope he has a long and happy life." 2539

And when his friend recently approached him to buy her two 1932 and 1946 model tractors, he jumped at the chance.After purchasing the tractors in July, he displayed them in his front yard with plans to have them running by this summer.But it wasn't until this month that he was slapped with a code enforcement violation by the City of Escondido."I parked them out there in late July and all of a sudden someone complained about me," Master said. "When I tried to talk to the enforcement officer, he just said they have to be out of public view."The code violation referenced "Sec. 33-96: Prohibited primary uses and structures" of the city code. The ordinance says, "All industrial, commercial and residential uses and structures not listed in this article are prohibited."Masters said he tried to speak with an enforcement officer about taking two weeks to move the machines, but was told he needed to move the tractors immediately — a tight timeline made all the more difficult when Masters believed his antiques were welcomed."At Halloween, we had a line of people posing and taking pictures with them," Masters said. "I don’t know who is complaining ... They were the centerpieces of our yard, it’s a little front yard."Masters said he is in the process of moving the classic tractors to his backyard. Families in 17 states will receive nearly 15,000 devices and 7,500 Lego Education Solutions as part of a new partnership aimed at supporting 45 school districts that serve students who are in critical need and who were hit hard by the pandemic.“We often get kids who are under educated and under served from our community, 90% on free and reduced lunch,” Rose Norman, chief operations and grant officer of Southwest Schools in Houston.It's a district that struggles to meet the needs of their students. COVID-19 hit them hard and the abrupt switch to e-learning was problematic for many reasons.“We found out that our high school students were turning in assignments but when we looked closely, we realized they were doing those assignments off of a cellphone,” Norman said.One day, Norman was reading a newsletter, and saw a way for schools to apply for a new initiative that would help with connectivity, devices and educational materials. Norman says, she wrote from her heart, describing what life was like for her students. Less than 10% had a device at home. Some parents lost their jobs and needed help with rent and food, and the district didn't have enough computers for virtual instruction.“What we’ve learned from the COVID was that for a student to have a laptop is a must, not a privilege. It’s a must. But because our kids are not privileged, we have to make that must come to fruition,” Norman said.Southwest Schools was among more than 40 other school districts selected for a program aimed at providing technology for low-income students. Working off a survey from First Book stating that 40% of children in need in the U.S. do not have reliable internet access and another 40% are without access to devices, Intel and CDW-G, a tech solutions provider, joined forces with First Book to give students a fighting change as they head into the fall.
