(KGTV) - New details have been released in the moments leading up to a small plane crash in Scottsdale, Ariz., that killed six people this month.The National Transportation Safety Board report said video showed the plane take off from Scottsdale Airport on April 9, its wings "rocking during and shortly after."A traffic camera also recorded the plane in a left bank executing a left turn about half a mile from the airport. (KGTV) -- Proposition 22 was approved by California voters on Tuesday, allowing app-based and delivery drivers to be classified as independent contractors.Under Prop. 22, workers would be guaranteed an hourly wage and sick leave.The proposition also states that drivers who work more than 15 hours per week would qualify for a monthly health insurance stipend, new medical and disability benefits if injured on the job, and new rules pertaining to rest periods, sexual harassment, and criminal background checks.Supporters say Prop. 22 protects app-based drivers’ choice to be independent contractors. The proposition is also endorsed by a majority of drivers, community members, and small business groups.Those opposed to Prop. 22 say a “no” vote stops companies from writing their own exemption to California law. Opponents also say the proposition denies drivers rights and safety protections.Proposition 22 was launched and partially funded by Lyft and Uber. (KGTV) -- The U.S. Geological Survey says a pair of earthquakes struck Costa Rica's Pacific Coast Friday evening, including magnitude 6.0 temblor. There were no immediate reports of damage.The first quake was reported at 11:22 p.m. and was centered in the port town of Golfito on the southern Pacific Coast, according to USGS.The jolt was followed by a smaller but strong magnitude 4.9 quake centered in San Vito, about 40 miles east of Golfito.  That quake struck about 27 minutes after the quake in Golfito.Stay with 10News for updates to this story.  606

(KGTV) -- Margaret Wardlow doesn’t dwell on what happened to her one night in 1977 - a night that she became victim number 27 of the Golden State Killer. Just because she doesn’t dwell on it, doesn’t mean she doesn’t remember. Wardlow was the youngest of the serial man's victims, just 13 when she was tied up in her Sacramento home and raped.On Wednesday Joseph James DeAngelo, 72, was arrested in connection with a series of killings, rapes and burglaries that occurred around the state in the 1970s and ‘80s. Authorities from jurisdictions across California gathered in Sacramento to announce the arrest of a suspect in the decades-long East Area Rapist/Golden State Killer case.RELATED: Suspect identified, arrested in East Area Rapist/Golden State Killer caseIt's an arrest that brought back the memories of that night for Wardlow. She says at first, she had no idea her attacker was the Golden State Killer - aka the east area rapist, aka the original night stalker in her home. It wasn't until she looked up at the clock and saw it was 2:30 a.m. that she realized who he was.  "'This is the east area rapist, and this is what’s going on,'" she recalls thinking. "It was time for me to realize, ‘I’m dealing with a serial rapist.'”The man also tied up her mom, stacking plates on top of her so he would know if she moved.What he didn't know about Wardlow is that before her attack, she was on top of every story that came out in the newspaper about him. Knowing that he seemed to thrive on powerless victims, when he asked in a harsh whisper, ‘Do you want to die?
