SAN DIEGO (KGTV) - Mayor Kevin Faulconer detailed his plan to bolster San Diego's infrastructure in a proposed budget Tuesday.The plan calls for a total of about 3 million in investments into the city's streets, parks, and water system — among other improvements. The investment in infrastructure is the largest in San Diego's history, according to the mayor's office.The investments are part of the mayor's proposed .8 billion budget, which City Council leaders are set to adopt at a June 11 meeting.RELATED: San Diego Mayor Kevin Faulconer unveils 2019 budget"After decades of neglect, we have a lot more to do, which is why I’m focused on fixing more streets, building more parks and making more neighborhood upgrades than ever before," Faulconer said in a release. "We also need to invest in aging buildings like those in Balboa Park so they stand the test of time and that’s exactly what this budget will do."Here's a look at some of the financial commitments the mayor's plan proposes:Pure Water: Among the commitments is a 1 million investment into Pure Water San Diego to create an independent, drought-proof local water supply for San Diego. SAN DIEGO (KGTV) — Jurors have reached their verdict in the trial of a man accused of killing a Navy sailor on a Logan Heights freeway ramp in 2018.Edson Acuna, 26, was found guilty of first-degree murder, robbery, and several other charges in connection with the murder of 21-year-old Curtis Adams on Oct. 27, 2018. Adams was driving on I-15 at about 2 a.m., when he came upon what appeared to be a disabled vehicle. As Adams got out of his vehicle to check on the car's occupants when he was shot.Prosecutors say Acuna and three others had burglarized a Mt. Hope home that night, before getting into a shootout with the home's residents. As they fled, one of their vehicle's tires were shot out. Adam's girlfriend was also in the car with him at the time of the shooting.Acuna's 22-year-old brother, Brandon, and two other co-defendants, Harvey Liberato, 25, and Susana Galvan, 39, have pleaded guilty to charges including voluntary manslaughter and being an accessory after the fact.Adams enlisted in the Navy in 2016. At the time of his death, he worked as a steelworker with Amphibious Construction Battalion 1 at Naval Amphibious Base Coronado.Acuna was also found guilty of burglary, possession of firearm by a felon, transporting assault weapon, possession of assault weapon, prohibited person holding or possessing ammunition, and carrying loaded firearm in a vehicle. He was found not guilty of shooting at an inhabited structure, building or aircraft.He's set to be sentenced to life imprisonment without parole on April 10. 1965

SAN DIEGO (KGTV) - Inside an MCAS Miramar courtroom Thursday, the military held a preliminary hearing for a Navy corpsman who's charged in connection with the death of a fellow Navy corpsman, HM3 Michael Vincent De Leon. A corpsman is a type of medic.ABC 10News' cameras were not allowed inside, where accused corpsman HM1 Ryan Dini appeared in his military fatigues alongside his private counsel."A cover-up is what I felt [happened] from the get-go," Jose De Leon told ABC 10News just after the hearing. He has suspected a possible cover-up since his 30-year-old son died on the Twentynine Palms military base last year.At Thursday's hearing, the prosecution argued that HM1 Dini should face additional charges related to negligence. He's already charged in part with dereliction of duty resulting in death and drunk and disorderly conduct. HM1 Dini has 19 years of service with the military.The prosecution stated that HM1 Dini and a handful of others service members including Michael were at a house party on-base where alcohol was flowing, and guns were being dry-fired the night of the death.HM1 Dini's defense denied any wrongdoing."[HM1 Dini] being the most senior individual at this going-away party failed to protect not just Michael but everyone there because they were in danger when these firearms came out," said Jose De Leon. He told us in September, "We know that the firearm was dry-fired at Michael. The firearm was put away and it came out again and according to some statements they were horsing around, and the firearm came out again and that's when Michael was killed."He said that the shooting was first called in as a suicide but ABC 10News then learned from a source with close military ties that the death was being investigated as a homicide.A prosecutor named three other service members in the hearing. Their involvement remains unknown.The prosecution told ABC 10News that in about three weeks a judge will determine whether HM1 Dini's charges will be sustained and whether he'll face additional charges.Naval Criminal Investigative Service wrote to ABC 10News on Thursday that the investigation is still open. 2149

SAN DIEGO (KGTV) - Local VFW posts are bracing for the new restrictions to kick-in on Saturday.The restrictions result from an increase in COVID-19 cases in the county, putting the county in the state's purple tier, the tier with the toughest covid-19 related restrictions.Mike Hill, the post commander at VFW 5985 in Pacific Beach, says they are already struggling to make ends meet during the pandemic because of the restrictions."There are 22 VFW posts and more American Legion posts through San Diego County, and all of us rely on having events and having people coming to our canteen, which is sort of military for a bar and spend money there, and that helps support us," Hill said. "We've eaten up most of our savings to pay the bills while we've been closed."He says they have relied on donations so far and will be needing more the longer the pandemic lasts."I will tell you the members, and I will be dialing for dollars," Hill said. He says they will start within their members first, then the community."We'll reach out to the community and hope that some of them will value this place that's been in the community for 90 years and let it still be a home for veterans to be around other veterans," he said.VFW 5985 has been closed most days except Tuesdays and Fridays to make meals for dozens of veterans, their families, and those who need it.
