LOS ANGELES (AP) — A study of a disastrous wildfire that raged through Los Angeles and Ventura counties last year found the inferno presented unprecedented challenges to emergency agencies, according to a draft of a consultant's report released Wednesday.The review by Citygates Associates LLC for Los Angeles County mixed praise with 86 recommendations for improvements in response, communication, evacuation and repopulation, and transition to recovery.The so-called Woolsey Fire broke out Nov. 8, 2018, in Ventura County during a spate of emergencies including a fire that destroyed the Northern California town of Paradise and killed dozens, a mass shooting and a nearby wildfire an hour earlier.The report called the scenario "a perfect storm of factors that, when aligned, drove an event never experienced in the Los Angeles region."Fanned by strong Santa Ana winds, the fire raced into western Los Angeles County, burning simultaneously through three of four historic fire corridors in the Santa Monica Mountains and through part of the city of Malibu until it reached the Pacific Ocean the next day.The fire scorched 151.5 square miles (392 square kilometers) and destroyed 1,643 structures, mostly homes. Another 364 structures were damaged. Three people were killed and about 250,000 people were evacuated.Among key findings, the report found that fire services' mutual aid resources were exhausted by the fire's first evening and fire commanders strategically shifted all resources to prioritize life safety as the blaze rapidly grew in 50 mph (80 kph) gusts.The report called for rethinking how to prepare, fight and recover from wildfires across jurisdictional boundaries. LOS ANGELES (AP) — A fiery crash involving a big rig has injured three people, two critically, and backed up traffic on a Southern California freeway for miles.Authorities say a truck loaded with concrete and gravel hit a car shortly before 3 p.m. Monday on northbound Interstate 405 in the busy Sepulveda Pass area of Los Angeles. The trailer overturned on top of the car, pinning someone underneath and both vehicles burst into flames.Bystanders stopped and managed to pull the trapped person and two others to safety.However, the three reportedly suffered burns, including the truck driver. Two people were hospitalized in critical condition and the third was in fair condition.Lanes on both sides of the freeway were closed, backing up both northbound and southbound traffic. 787

LIVE OAK SPRINGS, Calif. (KGTV)- Some residents in the Live Oaks Springs, Boulevard and Jacumba neighborhoods woke up with power. Others in East County haven't been so lucky. Residents without power say the outages happen every year, and they're frustrated. A local store owner in Live Oak Springs says he works hard all year to keep his store running, but the recent power outage will cost him almost a year's worth of earnings. "I lose business, I lose customers, now I lose all my stuff," says Sam Matthe. Matthe has been running the Live Oak Springs Market for four years. He says he's had power outages for the past two years, with some going on for days. Inside the store sits a large deli counter, freezers full of dairy items, produce, and a walk-in meat freezer in the back. Matthe says it's frustrating because he is on a different SDG&E circuit than others in the area. Just a mile north and south, those neighbors have power. "I don't know why. What's the difference?" says Matthe. "(It's) not too windy. They say its the wind, it's not; the wind it's normal."Matthe estimates he will lose more than ,000.
