SAN DIEGO — San Diego County is falling into the state’s most restrictive tier of Coronavirus restrictions, just as holiday shopping season kicks off.Under the purple tier, retailers are limited to 25 percent capacity in their stores, down from 50 percent that they had been operating under.Ariel Hujar, who owns the Whiskey and Leather boutique at One Paseo, stocked up on all sorts of gifts for the holidays, including books, cocktail shakers and card games.“We prepare, we buy extra so if we don't sell it during this time it's really hard on us,” she said.The new tier is the latest turn in a topsy turvy year that has seen retailers go from curbside pickup only to 50 percent in store capacity, cut to 25 percent. The new tier takes effect at midnight Saturday "It doesn't help me to be angry about the loss of business," said Nancy Warwick, owner of Warwick's bookstore in La Jolla. "What we can do is just do our best right now and hope that customers still support us."At Grossmont Center's Prevue Formal and Bridal, General Manager Caitlin Todd said walk-ins could soon have to be turned away. SACRAMENTO, Calif. (KGTV) -- Republican California State Senator Brian Jones is behind a new bill that, if passed, would change the way military retirement pay is taxed. The bill, titled SB 1071, would exempt military retirement pay from the state’s income tax. According to Jones, California is one of only seven states that fully taxes military retirement pay. Other states include Montana, New Mexico, Rhode Island, Utah, Vermont, and Virginia. Samuel and Ronan Peterson will have an interesting story to tell for the rest of their lives, thanks to Daylight Saving Time.The infant twins — born overnight on Nov. 6, 2016 — have a strange twist to their ages because of the time change.According to Cape Cod Healthcare in Massachusetts, Ronan is the older twin despite being born 31 minutes after Samuel.How does that work?According to hospital officials, Samuel was born at 1:39 a.m. Eastern and when his twin Ronan was born 31 minutes later, the clock had reset to 1:10 a.m., instead of being 2:10 a.m., because Daylight Saving Time had come to an end.So, despite technically being 31 minutes younger, Ronan's official time of birth is listed as 29 minutes earlier than Samuel's.One of the hospital's maternity nurses, who has 40 years on the job, said she'd never seen anything like it.Seth Peterson, the boys' father, figured something strange was going to happen due to his wife Emily giving birth on the night of Daylight Saving Time's end."I said earlier that night that they were either going to be born on two different days or the time change was going to come into play," he said, according to Cape Cod Healthcare.Clint Davis is a reporter for the Scripps National Desk. SAN DIEGO (CNS) - A 17-year-old from San Diego driving a vehicle police suspected to be stolen was shot by a detective during a traffic stop, Hemet police said Saturday.Detectives with the department's Crime Suppression Unit conducted the traffic stop at about 9:45 p.m. Wednesday in the 300 block of North San Jacinto Street, Lt. Jeff Davis said."Detectives transitioned to a high risk stop after a records check revealed the vehicle was reported stolen from the San Diego area. An officer involved shooting occurred during the stop," Davis said.The San Diego teen was hospitalized with a non-life-threatening gunshot wound and later released to his guardian after receiving treatment, according to the news release.It was unclear what led to the shooting, and a call to Davis by a reporter Saturday morning was not returned.No officers were injured in the encounter, and an investigation was ongoing. 910

SAN DIEGO (CNS) - A 17-year-old boy who was allegedly behind the wheel during a solo-vehicle crash in Mission Valley that killed two teenage passengers and injured two others pleaded not guilty to multiple charges Thursday during an arraignment conducted at a Hillcrest hospital room.The unidentified teen was allegedly driving a 2008 BMW that veered off a freeway off-ramp and caught fire around 3:15 a.m. Saturday, killing two 15-year-old boys, according to the California Highway Patrol.
