SAN DIEGO (CNS) - Sales of previously owned single-family homes and attached properties like condominiums and townhomes increased between September and October while home prices decreased, according to data released by the Greater San Diego Association of Realtors.Sales of single-family homes increased from 1,605 in September to 1,644 in October, a 2.4 percent jump. Attached property sales rose 8.8 percent from 820 in September to 892 in October.The increases are a minor rebound after SDAR data showed sales of single-family homes and attached properties fell 25 percent from August to September.Monthly home prices dipped slightly for both single-family and attached properties. Single-family prices fell 0.4 percent from 7,000 to 5,000 while condo and townhome prices fell 2.7 percent from 9,000 to 8,000."The temperature of home prices seems to be cooling, which may lead to a period of calm for the rest of the year," SDAR President Steve Fraioli said. "However, the strength of the economy and the strong job market remains great news for buyers and industries related to real estate."Year-over-year increases show significant declines in listings sold and increases in home prices. Single-family home sales fell 16.8 percent from October 2017 to October 2018, from 1,977 to 1,644. Year-over-year condo and townhome sales fell 15.3 percent, from 1,053 to 892.Sale prices rose 6.3 percent for single-family homes, from 7,000 in October 2017 to 5,000 in October 2018. Condo and townhome prices rose from 0,000 to 8,000 in that same time span, a 4.5 percent increase.Realtors sold 43 single-family homes in Ramona in October, the most of any zip code in the county. 1709

SAN DIEGO (CNS) - The president of the NAACP San Diego Branch Saturday criticized the proposal to de-escalate confrontational law enforcement situations adopted Wednesday by the San Diego County Police Chiefs and Sheriff's Association.The plan calls on all police personnel to "use tactics and techniques to persuade" suspects to "voluntarily comply" and mitigate the need to use increased physical tactics to resolve situations safely, the association said.Francine Maxwell, NAACP San Diego Branch president, issued a statement in reaction to the proposal: "We find this document to be profoundly tone- deaf and utterly inadequate. This document seems to have been prepared inside an echo chamber of highly paid law enforcement officials. Where was the input from the taxpaying public?"The policies unanimously adopted by the group are the culmination of a project that began last June with the creation of a committee tasked with exploring the hot-button issue. The committee included representatives from all countywide municipal police agencies, the San Diego County District Attorney's Office and a local psychiatric emergency-response team.Guiding the development of the new policy was "the overarching principle of reverence for human life in all investigative, enforcement and other interactions between law enforcement and members of the community," according to the association.But Maxwell responded to the proposal by asking, "Where in this document is it affirmed that the purpose of law enforcement is to protect and to serve, not to dominate and control? Where in this document are the policies and procedures needed to reign in the abuse, violence, and death that so regularly occur in citizen interactions with law enforcement?"Maxwell asked the law enforcement group to apologize for and withdraw the proposal, which said argued "does nothing to restore the public's trust and faith." She made a few other recommendations as well, including asking law enforcement to sit down with individuals who have suffered trauma and abuse, and she asked that officials move swiftly to build a new spirit of service and protection into their departments.She said officers who will not change should be removed, "rather than allow them to corrupt another generation of recruits with their aggression and violence."According to the association's strategy, peace officers should consider these concepts:-- Pre-engagements which involve "the process of gathering and assessing information prior to deploying the available personnel, tactics, equipment and other appropriate and obtainable resources" so as to "enhance the probability of a peaceful outcome."-- De-escalation, which hinges on the use of techniques intended "to gain voluntary compliance from an individual in order to gain or maintain control of an incident while reducing the need for physical coercion."-- Disengagement, or "tactical withdraw," an enforcement method that can "be a viable option for individuals in crisis who pose no additional threats to others, or resistant offenders who may later be apprehended under safer conditions."The mission of the project "was to not only define best practices for de-escalation, but to do so collectively to ensure the county is of one mind on the philosophy," said Chula Vista Police Chief Roxana Kennedy, president of the police-leadership body. "As part of this community, we understand the importance of violence prevention whenever possible, and de- escalation techniques are the best way to get there."The association included the law enforcement leadership of the county and all local cities, as well as San Diego Harbor Police, the county Probation Department and the police departments of the San Diego Community College District, San Diego State University, San Diego Unified School District and the University of California San Diego. 3867

Derik R. Holley of Dayton, Ohio, and his crew mates were taking part in training exercises near El Centro when the CH-53E Super Stallion they were aboard went down for unknown reasons on the afternoon of April 3. The cause of the crash is under investigation.Holley's body will arrive at San Diego International Airport late Saturday afternoon, then be transported via a military procession to a Mountain View- area mortuary, according to Laura Herzog, executive director of Honoring Our Fallen, a support group for families of military casualties.Also killed in the accident were Lance Cpl. Taylor J. Conrad of Baton Rouge, Louisiana; 1st Lt. Samuel D. Phillips of Pinehurst, North Carolina; and Capt. Samuel A. Schultz of Huntington Valley, Pennsylvania.The personnel, with Marine Heavy Helicopter Squadron 465, Marine Aircraft Group 16, 3rd Marine Aircraft Wing, had flown to the remote desert area from Strategic Expeditionary Landing Field at Marine Corps Air Ground Combat Center Twentynine Palms to practice making landings in unimproved terrain, according to USMC officials.Holley enlisted in the Marines in November 2003 and deployed to Iraq twice in support of Operation Iraqi Freedom, to Japan as part of the Unit Deployment Program and with the 15th Marine Expeditionary Unit.During his service, he received a Navy and Marine Corps Commendation Medal, Navy and Marine Corps Achievement Medal, Air Medal-Strike/Flight, and Navy and Marine Corps Good Conduct Medal.A ceremonial memorial service for Holley is scheduled for Tuesday at Marine Corps Air Station Miramar, Herzog said. 1842

  

SAN DIEGO (CNS) - The San Diego County Regional Airport Authority announced a 10-year agreement with its airline partners Tuesday to improve transportation access to San Diego International Airport and potentially pave the way for a Metropolitan Transit System trolley route to the airport.The investment pact, totaling more than a half-billion dollars, could eventually fund multiple infrastructure projects to increase transit connections between the city of San Diego and the airport. The agreement includes funding from both the Airport Authority and its associated airlines that serve the San Diego International Airport.The projects, which are not yet approved, could include a multi-modal access road between the city and the airport, which would reduce traffic on Harbor Drive by roughly 45,000 vehicles each day. Harbor Drive is currently the main connection between the city and the airport.RELATED: San Diego's Lindbergh Field moves cell phone lot to new airport locationThe Airport Authority continues to work with the city, MTS, San Diego Association of Governments, Port of San Diego, Caltrans and the North County Transit District to draft potential transit connections. According to the Airport Authority, the reduced congestion on Harbor Drive could allow for the addition of MTS Rapid bus and trolley lines along the street."This agreement ensures that the Airport Authority will have the means to effectively partner with other regional agencies to improve access to the airport through transportation and transit projects," said Airport Authority Board Chair April Boling.The agreement includes 0 million to on- and off-airport transit projects that will be completed collaboratively with the Airport Authority's partner agencies and 5 million for the planned multi-modal corridor. SAN DIEGO (CNS) - SeaWorld San Diego announced Friday that it reached a milestone in the construction of its ``dive'' roller coaster by installing the ride's highest section of track 153 feet above ground. The ``topping-out'' ceremony included a crane placing an American flag at the ride's highest section. The ride, slated to open next summer, is being built adjacent to the Journey to Atlantis attraction, on what had previously been a parking lot. Construction on the ride, advertised as the tallest, fastest and longest such coaster in the state, began in August. The park originally announced the ride in January with the name ``Mako'' after the endangered shark species, which is considered the fastest shark in the world. Park officials announced its new name, Emperor, last month, saying it would reflect the ability of emperor penguins to dive to depths of 1,800 feet in the waters of their native Antarctica. After the 153-foot climb, Emperor will plunge back down 143 feet while reaching speeds of more than 60 mph, according to SeaWorld. The ride will include nearly 2,500 feet of track, ``floorless'' cars that will hold 18 riders in three six-person rows and penguin conservation and awareness elements through a partnership with Penguins International. The ride is being built by Swiss roller coaster manufacturer Bolliger & Mabillard Consulting Engineers. The company has built four other roller coasters for SeaWorld since 1997, one in San Antonio and the other three at SeaWorld Orlando. 1518
