SAN DIEGO (KGTV) — City leaders welcomed a new North County park Wednesday, highlighted by a specially created area for the playground's most adventurous.Pacific Highlands Ranch Community Park sports five acres of turf field, two dog parks, playground and "discovery play" area, skate plaza, and San Diego's first free, public parkour area and bike pump track. The park also includes a 17,000-square-foot recreation center, featuring a gymnasium, multi-purpose building, and outdoor courtyard. The center's solar panels also promise to lower the park's energy consumption by 36 percent, according to the city.RELATED: San Diego County park rangers recommend these trails in 2019The park is the 23rd park to open as part of Mayor Kevin Faulconer's ambition to open or improve 50 parks in five years. Another 32 parks are in various stages of design and construction, according to the Mayor's office.“Every neighborhood in San Diego deserves a great community park,” Mayor Faulconer said in a release. “That’s why we are in the middle of the largest park expansion project in modern history. With each new park we open, we’re improving the quality of life for our residents, investing in our neighborhoods and leaving behind a better San Diego.”The park was funded through the Pacific Highlands Ranch Facilities Benefit Assessment funds and will be maintained and operated by the city. The park is located off of Carmel Valley Road and open daily to the public. 1466

SAN DIEGO (KGTV) — As the unofficial start of summer came and went, one thing that many San Diegans were without was the use of community pools.Reopening community and apartment pools is listed in San Diego County's pilot program to phase into California's Stage 3 of reopening early. The county has submitted a letter petitioning the state to be allowed to enter the pilot program, but has yet to hear back.RELATED: Is it safe to swim in pools this summer amid COVID-19? CDC offers guidanceWhile Memorial Day weekend say many Americans looking to cool off, the Centers of Disease Control and Prevention offered new guidance on community pools. The agency says currently, "there is no evidence that the virus that causes COVID-19 can be spread to people through the water in pools, hot tubs, spas, or water play areas. Proper operation and maintenance (including disinfection with chlorine and bromine) of these facilities should inactivate the virus in the water."But for San Diego County, health officials are leaning on the state for the go ahead on pools. Sarah Sweeney, communications officer with the county's Health & Human Services Agency, says the risks go beyond pool chemicals.RELATED: Gov. Newsom: Reopening guidelines for California gyms, fitness businesses coming soon"In the case of pools, it’s not the water that’s the concern. It’s the gathering of individuals across different households for extended periods," says Sweeney. The county's public health orders allow for water activity in the ocean, bays, and lakes. But health officials says it's unlikely that large groups will swim together in the ocean and people aren't expected to wear facial coverings while engaged in active water sports. 1722

However, there were no injuries. The driver of the Impala told CHP he merely fell asleep behind the wheel, but after a sobriety test, he was arrested.“He was arrested for DUI,” said Steve Jio, with the CHP. “Possibly drugs, and we’re taking him to our station to be evaluated."Three lanes of I-5 were closed off for about an hour as crews removed the damaged vehicles and the downed light pole.Crews plan to replace the light pole Saturday morning. 974

SAN DIEGO (KGTV) — City Councilman Scott Sherman's newly announced candidacy will alter the race to become San Diego's next mayor.Sherman, termed out from City Council, is the first household Republican to run to lead America's eighth largest city. Sherman announced he would run just before the Dec. 6 deadline to file for the March 2020 primary. Current Mayor Kevin Faulconer, a Republican, is termed out. In an interview, Sherman said he did not want the mayoral debates to be dominated by two big-name Democrats: State Assemblyman Todd Gloria and City Council President Pro-Tem Barbara Bry. RELATED: Poll: Gloria pulls early lead in San Diego mayoral race"I couldn't walk away from this thing without a fight and let one side of the story be told," Sherman said. Sherman says he'll run on a platform of reducing regulations to bring lower cost market-rate housing. He also wants to increase enforcement of crimes by the homeless, compelling them to seek help. Finally, he says he wants to reduce what he calls union control at City Hall. "Listening to the two major candidates there, I'm going, 'Well, things that I care about aren't being discussed so let's see what I can do,'" he said. The Mayor is officially a nonpartisan job, but Sherman is facing an uphill battle as a Republican. RELATED: San Diego's top Democratic mayoral candidates square off in debateThat's because in San Diego, Democrats outnumber Republicans by a two-to-one margin in voter registration. The Registrar of Voters reports as of Dec. 2, there were 324,883 Democrats to 162,979 Republicans. There were 238,221 decline to state voters. "You have to assume that Scott Sherman will get the majority, if not the vast majority of Republican votes, and pick up some independent votes," said political analyst John Dadian. "There's a very good chance that he will get in the runoff."The top two vote-getters, regardless of party affiliation, will move on to the November primary. In September, a 10News-Union-Tribune scientific poll showed Gloria leading Bry by a two-to-one margin, with 31 percent of voters supporting Gloria, and 15 percent supporting Bry. Another 46 percent were undecided and 8 percent supported Tasha Williamson. In separate statements Friday, Gloria and Bry both said they looked forward to debating the key issues with Sherman. 2335
