Jerry Brown announced Friday he pardoned three former prisoners facing the threat of deportation to Cambodia, including one who became a youth pastor after serving six years in the 1990s for murdering a rival gang member.The three were among 36 pardons granted by Brown within the past week. He's also commuted the sentences of 31 current inmates who can now seek speedier paroles.Among the pardons are Cambodian refugee Vanna In, who entered the United States at age 3. "Pardons are not granted unless they are earned."Brown has granted 1,186 pardons since returning to the governor's office in 2011 and granted 404 during his first two terms as governor from 1975 to 1983.Brown's father, Edmund G. "Pat" Brown had 467 pardons and 55 commutations, but there have been long stretches of very few. From 1991 through 2010, former Govs. Pete Wilson and Gray Davis issued no pardons while Arnold Schwarzenegger handed out just 15.Brown has commuted 82 sentences in his most recent two terms, compared to 10 by Schwarzenegger, none by Davis and four by Wilson. 2678

SACRAMENTO, Calif. -- Legislation was announced Thursday to raise the purchasing age of long guns such as rifles and shotguns from 18 to 21 in California.The legislation was introduced by Assemblymember Rob Bonta, a Democrat from Oakland.Assembly Bill 3 would mirror existing laws for purchasing handguns which state that a person must be at least 21-years-old to purchase a handgun.“California already wisely mandates that someone be at least 21 years of age to purchase a handgun,” said Assemblymember Bonta. “It’s time to extend that common-sense law to long guns in order to enhance public safety.”"We must take every reasonable measure to protect Californians from gun violence," said Assemblymember David Chiu (D-San Francisco), Joint Author of the bill.According to a 2015 report by the FBI, adults 18 to 20 represent four percent of the population but commit 17 percent of gun homicides.“Californians under age 21 can’t purchase alcohol, tobacco and other health hazardous items,” said Senator Nancy Skinner (D-Berkeley), Principal Co-Author of AB 3. ”So why should they be able to buy guns? SACRAMENTO (KGTV) -- California ranks 37th in the nation for DUI fatalities and some cities have a DUI fatality rate two times higher than the state average, according to a new study.According to the study by ValuePenguin.com, mid-sized cities in The Golden State pose the largest risk.The study shows that several mid-sized cities, Barstow, Desert Hot Springs and San Pablo had an average of more than 10 DUI-related fatalities per 100,000 residents in recent years, or more than 10 times the state average.The study also found that five California cities, Vista, Hemet, Delano, Murrieta and Pittsburg saw DUI fatalities increase between 140 to 700 percent between 2012 and 2017.See the chart below for the complete list of cities with the highest DUI fatalities:  783

  

SACRAMENTO, Calif. (KGTV) -- A federal lawsuit was filed Tuesday after a state audit found the California DMV's "motor voter" program that started in 2018 was riddled with technical problems that led to discrepancies in voter registrations.Attorney Harmeet Dhillon, a member of the National Republican party, filed the federal lawsuit Tuesday against the state of California that accuses Secretary of State Alex Padilla of violating the National Voter Registration Act.Padilla responded in a statement saying the lawsuit "is a fundamental misrepresentation" of the act. He called the lawsuit an "underhanded attempt" at voter suppression.Dhillon filed the lawsuit on behalf of three California residents who are Republican voters. The lawsuit also names the director of California's Department of Motor Vehicles, Steve Gordon.Dhillon said that a recent audit that found a variety of problems with California DMV's "motor voter" program, which automatically registers people to vote, helped bring the issues in her lawsuit to light. 1039
