SAN DIEGO (KGTV) - Students and staff at the King-Chavez Community High School Freshman academy have had a tumultuous few months.  They were displaced from their classrooms location at 1010 Second Avenue in downtown.The building closed down earlier this year for asbestos treatment, displacing many tenants including the school.RELATED: 550 San Diego city workers relocated due to asbestos“It’s been a nightmare,” Principal Kevin Bradshaw said, saying it was a very abrupt closure. “We left school on a Friday evening, came back on a Monday morning and we were locked out," he said.In a statement, the building manager said this to 10News: “We sent an email notice to all tenants immediately following notification from the regulatory agency."Bradshaw says they were not given time to move their things out of the classroom, in fact, they weren’t even allowed to retrieve their equipment. “We have televisions, computers, student’s work, teacher’s items, anything you would have in any normal campus is still in the building,” Bradshaw said. He says they’ve had to replace all those things in order to continue the education of students. The school also had to move their classes to the Boys and Girls Club in Clairemont. Bradshaw says that means they've had to bus their students to that location every day for more than two months, and the bills are racking up.He’s hoping they will be reimbursed.“The owner and all parties involved are actively evaluating the expenses associated with the shutdown,” building management told 10News in a statement. They went on to say that “the building has undergone extensive testing in accordance with the regulatory requirements for occupancy,” and is completely safe now.Bradshaw says he’s still not ready to bring students back to the building until he’s sure it’s safe and they won’t be displaced again. 1889

SAN DIEGO (KGTV) - San Diego Police say their recruitment numbers are up, in part due to their innovative recruitment strategies.In a presentation at the Public Safety and Livable Neighborhoods Committee, data showed they've hired more people in 2018 compared to 2017 and 2016. "We had 63 candidates that applied for there and are in the academy, that was the largest, highest number academy we've had in 25+ years," Lt. Steve Waldheim, with SDPD's Backgrounds and Recruiting Unit said.So far this year, the department's hired 94 total officers, 15% are women.Here's the breakdown:2016: 3,229 took written exam, 137 hired2017: 3,184 took written exam, 126 hired2018: 2690 took written exam, 198 hiredWaldheim said their recruitment officers are doing a better job selecting applicants and preparing them for the hiring process, creating a lower drop off rate."The more officers we put on the street, the safer it is for the community, the faster response times we have," Waldheim said they need to fill 175 vacant positions, and to do so, they've gotten creative.Those innovative ways include everything from going to schools, military bases, Comic Con, working with the Padres to advertise and getting on social media."One of the biggest challenges is our unemployment rate," he said. San Diego County's unemployment rate remains low, hovering around 3% providing a limited pool to pull from.Once sworn in, Waldheim said there's multiple career options within the department, "helicopter, you can ride on a boat with our beach team, we have canines, motorcycles, we have detectives, investigations."He said the city's worked to increase their pay, to become competitive with other law enforcement agencies. SAN DIEGO (KGTV) - San Diego Sheriff's Deputy Richard Fischer was re-assigned to administrative duties after a woman's allegations of inappropriate behavior surfaced this week.Now, a San Marcos woman is alleging Fischer did the same thing to her last year.    The woman is accusing Fischer of inappropriate conduct and touching in August of 2016, according to her attorney, Dan Gilleon.RELATED: Woman claims she was groped by San Diego deputy, files claim against department"Her house was burglarized during in the day and Fischer was one of the deputies that arrived to investigate the burglaries. They all leave," Gilleon said of his client's claims.Later, Gilleon said she heard a knock at her door."It's Deputy Fischer again. She opens the door and he looks at her and says, 'It looks like you could use a hug,' and without her consent reaches in and hugs her," Gilleon said.Gilleon added Fischer knew no one else was home."It shocks her, she's startled. The hairs going up on the back of the next," Gilleon said, alleging Fischer then uses the same ruse as another woman claims - asking to use the bathroom."Now he's deeper into the house and hugs her again. Now she's resisting and walks him to the door and he says - don't worry. I'll be in the community and I'll be keeping an eye out for you," Gilleon said.The second woman saw a news story about the other woman's similar allegations and recognized Fischer, according to her attorney."When she saw the story she knew word needed to get out. She wanted the other woman to know the same thing happened to her and she wanted the community to know this is what he is out there doing," Gilleon said.   Gilleon is filing the second claim next week.An SDSO spokesman told 10News  he will look into this second allegation and issue a statement. 1894
