IMPERIAL BEACH, Calif. (KGTV)— The San Diego Sheriff’s Department is looking for a mother of two accused of stealing thousands of dollars from her children’s school. Last week, the department’s financial crimes division issued a public warrant for 30-year-old Kaitlyn Faith Birchman for felony embezzlement.Birchman was the President of the Imperial Beach Charter School’s PTA, until she was voted off the board in March. Months before, board members said they began noticing a lack of funds.“There were thousands of dollars that hadn’t been paid,” current PTA treasurer Elizabeth McKay said. McKay told 10News, she began connecting the dots last year when vendors from previous years continued to bill the PTA saying they hadn’t gotten paid. That’s when McKay, a former Coronado Police Department Sergeant began investigating. When she contacted the bank, they told her their account no longer existed. "We were very lucky that the bank was willing to work with us to put together a paper trail,” McKay said. “The checks she had written to herself and signed herself. ATM withdrawals that weren't anywhere near Imperial beach or had anything to do with a PTA event."In March, the board confronted Birchman. They had a Sheriff’s Deputy come to the board meeting to explain exactly what “embezzlement” meant."She [Birchman] said that it was just a misunderstanding,” McKay said. “It was a lot of blind faith that they thought if she says everything is okay, then everything must be okay."At the end of the meeting, Birchman was removed from the Board.Now the Sheriff’s department is looking for the woman they said stole directly from kids, forcing the PTA to cancel students field trips and special events. “I want her to think about her own kids. She needs to at this point, make things right by taking responsibility of her actions,” McKay said. “That's the best lesson that she can teach her own children. And to make herself a better person from here."Birchman’s children no longer attend Imperial Beach Charter school. McKay said with the generous support of the community and a large donation from General Mills Box Tops, this school year, the PTA is financially stable again. In an industry like cosmetology, where all services revolve around hair, skin and nails, getting up close and personal to people is a big part of the job.For those looking to make a career in the beauty business, the pandemic is taking a toll. “I had 84 students pre-COVID,” said Donna Kramer, executive director at Empire Beauty School. “I have 72 right now.”Kramer says COVID-19 initially caused the campus to close.It’s recently reopened with new restrictions set by the local health department. Class sizes are smaller, fewer clients can come in due to social distancing and all students have to wear masks.The area that’s taken the biggest hit, however, is attendance.“It’s kind of toying with people’s personal lives,” Kramer said. “We’ve had students that have had to miss a lot of school because of daycare issues. We’ve had students that have had to actually stay away temporarily because their spouses.”According to the U.S. Bureau of Labor Statistics, employment of hairstylists and cosmetologists is projected to drop by 1% by the end of the decade, which is leaving many students concerned that their career opportunities might be going down the drain.“I know a lot of students kind of have that fear of not being able to find a job now with COVID,” said Alexis Lovato, a cosmetology student at Empire Beauty School.Lovato says many of her classmates are concerned about their employment options once their training is complete.“I think a lot of its just worried about being placed and what’s going to be available for them after their graduation,” she said.Kramer says despite the challenges, students are still getting their hours in and while hands-on training may be a little different, it’s a style they can adapt to.“This industry is going to really flourish once we can get through this,” she said. 1826

Hurricane Hunters have been flying in and out of Hurricane Delta continuously for days, getting a close-up look as the hurricane has re- intensified.Delta regained some of its previous fury. The hurricane, which was once a Category 4 before striking Mexico, dropped to a Category 1 on Wednesday. As the storm is set to strike the Louisiana coast on Friday, Delta has re-intensified into a Category 3 hurricane with top winds of 115 mph.As of Thursday evening, the hunters found that Delta had a 30-mile wide eye. Getting such detailed data from inside the hurricane can give forecasters a sense of the impact a hurricane will produce.There are two Air Force Reserve groups that fly into hurricanes to send back data to the National Hurricane Center.In total, the Air Force Reserve utilizes 20 WC-130J aircraft that are equipped with palletized meteorological data-gathering instruments.According to the Hurricane Hunters, “The navigator keeps track of the aircraft's position and movement and monitors radar to avoid tornadic activity. The flight meteorologist acts as flight director and observes and records meteorological data at flight level using a computer that encodes weather data every 30 seconds. The weather reconnaissance loadmaster collects and records vertical meteorological data using a parachute-borne sensor known as a dropsonde.
