SAN DIEGO (KGTV) - A Palomar College student told deputies he wanted to cause a mass casualty shooting at the school and carry it out in April to commemorate the Columbine High School shooting.Team 10 has learned the student is the same person who made threats involving the San Diego County Administration Center last week.10News is not naming the student because no records are showing he’s been charged with a crime at this time.According to court documents obtained by 10News, the student stated to San Diego County Sheriff’s deputies he intended on “targeting the egress walkways by using an elevated point and shooting a firearm upon bystanders.”The court filing, a petition for workplace violence restraining orders, included a Palomar College Incident Reporting Form that stated, “he intended on targeting the egress walkways by using an elevated point and shooting a firearm upon bystanders.” It also noted he “began planning this assault in January 2018 and wanted to carry it out on Friday, April 20, 2018, to commemorate the Columbine High School shooting.”The student didn't have a specific staff member or student targeted but was looking at any bystanders that would be in the area.A spokesperson for Palomar College tells 10News,  1269

SAN DIEGO (KGTV) - A man fell to his death from state Route 125 in the Bonita area Tuesday morning after a crash in which his car struck and killed a deer on the freeway.Friends told 10News the victim was Martin Lapisch, 44, a Chula Vista resident who is survived by his wife, Linda, and 15-month-old son Kenneth. He was a German immigrant who became a U.S. citizen in 2003, friends said.“He was a new dad with big dreams, whose life was cut short after a terrible, early morning accident," said a close friend of the victim. “He was a loving father, husband, brother and an awesome friend. He always helped people in need and never asked anything in return," said Lapisch's friend Peter Kritzko.Friends and family gathered together after the incident at Lapisch's home and spoke with 10News but asked not to be identified at this time.California Highway Patrol Sgt. Steve Jio said they received reports just before 4:45 a.m. of a car that hit a deer and then stalled on northbound SR-125 just before the transition to state Route 54.Jio said responding officers and fire crews arrived to find the car in the No. 2 lane abandoned with the dead deer in front of it. 1207

The city approved to lower rates and extend parking hours along Third Avenue and Cedar Street on Thursday. It's no secret downtown parking is tough. "Sometimes it’s just hard to find one," said Oday Yousif. "That’s the problem. It’s never guaranteed."For students at Cal Western Law School, it's not any easier. "8 o'clock in the morning, that’s when the meters start running. That’s when most classes start; they’re already full," said Yousif. There are 26 metered spots on Third Avenue and Cedar Street right next to the school. "My bank statement is just filed 'City of San Diego parking'. .25 an hour for a max of two hours. So, after those two hours, you have to move your car or you’ll get a ticket," said Yousif.He got three tickets in one year. "They’re about 60 to 70 dollars, and then there’s a fee. I've appealed every single one I've got."Yousif wrote an email to the city to try to fix the situation. He worked on a resolution with the Downtown Parking Management Group for ten months. They proposed lowering the rate to 50 cents per hour for up to four hours of parking. "Giving us 50 cents an hour is not only beneficial to help students, but doing it at four hours is the perfect combination to help students who are just trying to have an ideal parking scenario," said Yousif. That proposal was approved unanimously by the City Transportation Engineering Division on Thursday. SAN DIEGO (KGTV) — A man was hospitalized after becoming stuck in a cargo elevator shaft at a downtown grocery store.San Diego Fire-Rescue was called to Ralph's grocery store on G St. just after 7:30 p.m. on Saturday to a report of someone stuck in the elevator. Crews arrived to find a man who had been working on the elevator trapped in the elevator shaft.Firefighters worked to free the man and take him to a nearby hospital. The extent of his injuries wasn't immediately known.A witness who works at the grocery store said the man was working on the cargo shaft when someone pressed the elevator button, trapping the man inside. 640

SAN DIEGO (KGTV) - A Portland nonprofit is spreading hope and strength where it's needed most, to children and teens battling cancer, living with special needs, or coping after trauma.The Capes and Crowns Foundation gives these warriors a chance to live out their superhero fantasy for a day, dressing them up in the hero, princess or athlete of their choice.With the help of imagination and Photoshop, the result is a captivating photo the family can cherish forever. “It reminds these kids they are the real superheroes," said Kylie Cole, Founder and President of the foundation.Because many of the children have a terminal illness, Cole says every photo shoot must be perfect.Her team goes the extra mile, not only with staged photo shoots but also photographing hospice sessions and memorial services.“It's very obvious, this is what my entire life was meant for," said Cole.Capes and Crowns is touring the country to reach as many kids as possible.For the Los Angeles/San Diego trip, costumes alone cost ,000.The team hopes people watching will be inspired by their mission and donate to help more kids live out their wildest imaginations.  1165
