BALTIMORE (AP) -- The U.S. Department of Justice won't bring federal charges against six police officers involved in the arrest and death of Freddie Gray, a young black man whose death touched off weeks of protests and unrest in Baltimore.The officers were charged by state prosecutors after Gray's neck was broken in the back of a police transport wagon in April of 2015. Bills are mounting for many Americans and another one being added to the pile for some on unemployment is a bill to pay back the money they were given.“This is a massive financial hardship,” said Michele Evermore with the National Employment Law Project (NELP).Evermore explained the notice to pay back unemployment is most often due to an error somewhere in the application process or when an applicant filed for continued benefits each week."Either the agency made a mistake, or someone clicked the wrong button on a form somewhere and now are being informed that they have been overpaid for months and now have to payback tens of thousands of dollars,” she added.In some cases, when an error was found on one week, the agency disqualified people for the entire time they were unemployed.“That is a lot of money and it is money that people spent on housing and food and they have no way to get it back,” said Evermore.It is unclear on a national level just how many people are getting notices of overpayment. That’s, in part, because states are just starting to look into this and report. However, so far, states like Texas reported it is seeking refunds from 260,000 people, Ohio announced it overpaid at least 160,000 people, and in Virginia, the number of people overpaid is at least 35,000.“We are going to hear a lot more of this happening in a lot more states, and we are going to hear a lot more horror stories if this legislation isn’t passed,” explained Evermore.In its stimulus package, the House of Representatives has included legislation that would waive the unemployment overpayments as long as they aren’t considered fraudulent activity. However, the package is unpopular with the Senate. NELP believes the forgiveness is critical to those on unemployment and our economy.“It was estimated during the last recession that every dollar spent on unemployment insurance generated .61 in local economic activity,” said Evermore. "So, imagine that in reverse, imagine that money getting sucked out of communities as we are still in very rough economic times.”Without federal waivers, that could be a reality. NELP added that people in a situation where they have received a notice of overpayment have two options to consider, if they cannot afford to repay the benefit. In some states, you can file for a waiver, especially if the mistake was made on the part of the states’ unemployment system. BUFFALO, N.Y. - At a house in Buffalo, you'll find a resource to help neighbors in need."I think Buffalo really has the chance and ability to want to really come together and put some positivity into the air right now you know?" said Jessie Reardon.Reardon is the woman behind the Buffalo Community Fridge. She's also a registered nurse at Roswell Park Comprehensive Cancer Center.The fridge is for anyone who needs fresh produce, baby food, or even a pre-packaged meal. She got all the logistics together starting in July and put the fridge out last week.Reardon said the fridge was a donation from a friend. Since then, a few others have offered to find fridges for the effort."The ultimate goal is to for there to be refrigerators all over the city, in every neighborhood, all over. Spreading mutual aid giving food to people that need it," said Reardon.It's a resource critical to Buffalo's east side, which is considered a food desert."It's hard to get fresh fruit and the natural resources that our families need for their children, so they have the proper nutrition," said Pastor Dwayne Jones, with Mt. Aaron Missionary Baptist Church.Pastor Jones, an advocate for getting produce to food deserts, said there's only one supermarket on the east side.He's been working on a local, state, and federal level to get more supermarkets to that area."We need a supermarket down on this part of the east side," he said. "Everybody needs an apple, fresh milk, everybody needs fresh milk, fresh produce."Right now, Reardon wants other people to get encouraged to host a refrigerator themselves, and she is more than willing to help them get started."Anyone can do this, absolutely. BARNEGAT LIGHTHOUSE STATE PARK, N.J. — A dead whale is sitting on a New Jersey state park beach after a Christmas storm blew through the northeast.The humpback whale is near Barnegat Lighthouse State Park in Ocean County. It is unclear at this time how the roughly 20-foot-long whale died, according to the Marine Mammal Stranding Center, a marine animal focused organization that responded to the whale Saturday. They said it could have been hit by a boat or something else during the storm, or died from contracting a disease. In addition to coming ashore on a holiday weekend, when few state employees are working, the below-freezing temperatures are also delaying the whale’s removal.“The whale’s too frozen,” Bob Schoelkopf, the director of the Marine Mammal Stranding Center said. “We can’t even cut into the blubber, it’s too thick and frozen.”Schoelkopf believes the dead whale was washed ashore on Christmas Eve, then taken back out to sea on Christmas as a large storm came through, and then came back ashore Saturday.Anyone visiting the area should stay clear, Schoelkopf said, because of the possibility for diseases to be in the carcass.Whale watching boats had spotted the whale alive earlier this year in Sandy Hook bay, where it had been photographed feeding, Schoelkopf said.In September, a different humpback whale was found dead off the Jersey Shore after being entangled.
