SAN DIEGO (KGTV) - A new court program in San Diego Juvenile Hall will help victims of sex trafficking find their way out of forced slavery.The RISE Court (Resiliency is Strength, Empowerment) will work with as many as 40 kids who have been victims in sex trafficking, giving them help to put their lives back together."We don't view them as an object to be used and abused," says District Attorney Summer Stephan. "We see them as whole human beings who need to be free to thrive in society."Many of the kids come to the court because they commit other crimes as part of their role in the sex trade. After they go through the criminal system, they fall right back into human trafficking because they have nowhere else to go. Sometimes, it's their pimp who is waiting to pick them up outside of Juvenile Hall .The court will work to find the underlying cause that drove the kids into human trafficking in the first place, and help them break the cycle."Some of them don't recognize themselves as victims or they don't see it as a problem or they don't think it's a big deal that they're involved in certain activities because they think it's normal," says Judge Carolyn Caietti, who will oversee the courtroom.Human sex trafficking is San Diego's 2nd largest underground economy, behind drug sales. A recent study by the University of San Diego estimates it brings in 0 million per year.Meanwhile, San Diego ranks in the top 13 of cities in the nation for human sex trafficking, according to the FBI. SAN DIEGO (KGTV) — A Rancho Bernardo family's home has become a must-see experience for their neighbors. Inspired by Disneyland's Haunted Mansion, the Loveless family has created a walk-through Halloween event that has grown bigger and bigger each year. She has recreated many of the iconic characters from the popular ride, as well as adding other spooks and haunts.For creator Katherine Loveless, it brings her back to her childhood. "I grew up on a city street that had a lot of haunted houses like this, so I grew up with it," Loveless said.Loveless and her husband, Bernard, began work on this year's Loveless Manor in August. They have created panels, which serve as moveable walls to create a maze-like path that runs through their yard. The family put a lot of thought into how to adjust their plans for the pandemic.“Last year we did kind of a smaller, tight trail that went in and out the same gateway," Bernard said. "We knew that wasn’t an option and we needed to have the whole trail outside and have more space between groups.”Loveless Manor is only open Halloween night. SAN DIEGO (KGTV) - A pet parrot gave its owner quite the scare after flying up into a tall tree in La Jolla.The owner, Katie Anthony, said she camped under the tree all night worried about her African Grey parrot named "Sidekick." Anthony said the bird is domesticated and not used to being in the wild.Anthony called the San Diego Fire Department and crews came out to investigate. SDFD Capt. Margot Johnson - who was retiring Wednesday - climbed up to retrieve the bird, but it took a couple tries to get it down. At one point, another firefighter fought off a falcon in the process."We really appreciate it and very very thankful because we didn't think we were ever going to see him again," Anthony said.Sidekick is now safe and sound. SAN DIEGO (KGTV) - A San Diego man has been sentenced to more than six years in prison after pleading guilty to multiple gun charges in a Tucson, Arizona federal court.Joshua Pratchard came to the FBI's attention after a short-lived attempt to join what prosecutors call a border militia group in Arizona in January 2018. The group kicked Pratchard out after just a few days, saying he did not want to follow their rules, including repeatedly asking to get physical with detainees and demanding to put a silencer on his weapon. He was also deemed eager for confrontations with criminal bandits known as "rip crews" who seek to steal drug loads in the desert.Pratchard continued to be involved in activity in Arizona, leading to contact with a member of the group who was a FBI informant. Pratchard revealed that he manufactured and sold weapons. The informant reported this to the FBI, which led to an investigation. Eventually, Pratchard was arrested after selling firearms to the informant. A search of Pratchard's apartment in Pacific Beach led to the discovery of a "gun factory." Along with the machinery to build firearms and bullets, agents found four homemade guns and enough gunpowder for 9,000 rounds of ammunition.The FBI investigation also discovered Pratchard's criminal history, which includes a conviction for having ecstasy when he was serving in the Marine Corps, and a 2007 felony assault conviction.Although he has been sentenced on the gun charges, Pratchard's legal trouble may not be over. During the sentencing hearing, prosecutors made multiple references to a non-profit organization Pratchard ran in San Diego which could see fraud charges filed in the future. 10News uncovered Pratchard's involvement leading a charity known as "Second Chance Fields," which is dedicated to rebuilding or refurbishing athletic fields at San Diego schools. His website touts to significant projects, including renovation of the baseball field at Mission Bay High School and a large-scale renovation of football and lacrosse facilities at Del Norte High School. For the latter project, Pratchard recruited former San Diego Padres star Adrian Gonzalez, who appeared at a press conference with Pratchard at the school and whose foundation donated ,000, according to the Second Chance Fields website.10News asked the FBI if there was an investigation underway into Pratchard and Second Chance Fields. SAN DIEGO (KGTV) - A new report released by the California Department of Forestry and Fire Protection states wildfire acreage burned in 2019 is down 96% compared to 2018.Stating from January to August in 2018, 621,784 acres burned. In 2019, only 24,579 acres scorched during the same time period.On top of this, the U.S. Drought Monitor released a report Thursday showing most of California is out of the drought. San Diego is the only county fully highlighted in yellow, indicating it is 'Abnormally Dry'.A very stark contrast to 2018, where most of the map is covered in dark shades of drought. In August of 2018 San Diego was labeled in 'Severe Drought'.While the winter rain cured California's drought, it brought a new problem to firefighters. Tall weeds, and new growth act as kindling, launching fires, according to Cal Fire Captain Thomas Shoots.So we're not out of the woods.Historically San Diego has had some of it's biggest fires in the Fall and Winter, whipped up by Santa Ana winds. "Our fuels are going to continue to dry out an we're not going to be getting rain for quite a while longer so even though we've had the marine layer sticking in and that's really helped us, in the long run those heavy rains that we need, we're probably not going to see for several months," he said. "Late October is usually when we see the Santa Ana winds. We are expecting our normal winds this year.
